We have determined that the proposal will not have a probable significant adverse impact on the environment. As a result, an Environmental Impact Statement (EIS) is not required to comply with the State Environmental Policy Act (SEPA). A 14-day comment period is required by the SEPA rules (WAC 197-11-340). A notice inviting comments will be published in the Federal Way Mirror on February 24, 2012. At the end of the comment period, the department will decide whether the Determination of Nonsignificance (DNS) should be withdrawn, modified, or issued as proposed. All final determinations may be appealed within 14 days following the comment deadline. No licenses, permits, or approvals will be issued until completion of the appeal period. The decision not to require an EIS does not grant the license, permit, or approval you are seeking from the city. The environmental record is considered by the decision maker(s) and conditions will be imposed to reduce identified environmental impacts, as long as the conditions are based on adopted and designated city policy. After a final decision has been made on your proposal, you may, but are not required to, publish a Notice of Action as set forth in RCW 43.21 C.075. The Notice of Action sets forth a time period after which no legal challenges regarding the proposal's compliance with SEPA can be made. This project consists of intersection improvements for the intersection of 10`h Avenue Southwest and Southwest Campus Drive. The purpose of the project is the addition of a new right -turn lane extending approximately 300 feet from Southwest Campus Drive to the Northeast. Improvements for the project include the installation of new curb, gutter and 6' planter and 8' sidewalk. Stormwater collection and treatment facilities will be installed. The traffic signal equipment at the intersection will be relocated and/or replaced. A new roadway illumination system will also be installed. 12. Location of the proposal. General description of the site (circle one): EDolling, hilly, steep slopes, mountainous, other. The roadway is expected to have less than a 4% grade on 10`' Avenue Southwest and less than a 6% grade on Southwest Campus Parkway. b. What is the steepest slope on the site (approximate percent slope)? A narrow embankment along the planned roadways consists of an approximate 33% slope. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, mulch)? If you know the classification of agricultural soils, specify them and note any prime farmland. According to the City's Regional Soils map, the general type of soil on site is mainly Alderwood Gravelly Sandy Loam. d.
