This project includes the construction of a signal system and revised channelization at the existing 1A Ave S at S328tb Street intersection that includes a new fourth leg serving the west side development This will require parking lot improvements on the west side private property. The cross section on 19 Ave Swill include 5 lanes (2 northbound, 2 southbound and 1 left turn lane) as well as planters and sidewalks. There will also be utility and stormwater adjustments as needed. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. This project extends improvements on 1st Avenue S approximately 450 feet north and south of the existing S 328th Street intersection; approximately 300 feet east along S 328th Street froze the intersection; and approximately 80 feet west into the private development. This roadway runs along the boundary of SW'/4 of NW'/4, SEC. 18, T. 21 N., R. 4 E., W. M. and SE'/4 of NE'/4, SEC. 17, T. 21 N., R. 4 E., W. M. B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (underline/circle one). Fla rolling, hilly, steep slopes, mountainous, other This roadway is expected to have less than 3% grade. b. What is the steepest slope on the site (approximate percent slope)? Cut embankments along the side of roadway consist of an approximate 33% slope. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any agricultural land of long-term commercial significance and whether the proposal results in removing any of these soils. According to the City's Regional Soils map, the general type of soil on site is Everett/Alderwood Gravelly Sandy Loam, 0-6%. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No known indications or history of unstable soils. e. Describe the purpose, type, total area, and approximate quantities and total affected area of any filling, excavation, and grading proposed. Indicate source of fill. Grading will be required for minor roadway widening, intersection improvements, and for cut/fill slopes to blend with adjacent properties. An approximate 2000-2500 cubic yards of earthwork can be expected. All fill material will be from a WSDOT certified source. Earthwork activities could result in erosion. Best Management Practices (BMPs) and erosion control measures would be proposed for review and approval by the City of Federal Way, Public Works Department prior to construction. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? Approximately 85% of the site will be covered with impervious surfaces, asphalt and concrete. This will consist of roadway, parking lot, curb & gutter, and sidewalk. The remainder of the site will include back -of - curb landscape strips and back -of -walk landscaping restoration. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Temporary Erosion and Sedimentation Control plans (TESC) will be in place prior to construction. Control measures will include appropriate BMPs such as, catch basin filters, hay bales and silt fencing. 2. Air a. What types of emissions to the air would result from the proposal during construction, operation, and maintenance when the project is completed? If any, generally describe and give approximate quantities if known. Typical construction -related emissions to the air can be expected from heavy equipment operations. Increased airborne dust particulates may also increase during construction. b. Are there any off -site sources of emissions or odor that may affect your proposal? If so, generally describe. There are no off -site sources of emissions or odor that may affect this proposal. c. Proposed measures to reduce or control emissions or other impacts to air, if any: During dry periods of construction, the site will be sprayed with water to reduce fugitive dust. 3. Water a. If yes, describe type and provide names. If appropriate, state what stream or river it flows into. No. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. No. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: domestic sewage; industrial containing the following chemicals... ; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No waste material will be discharged into the ground. c. Water runoff (including stormwater): 1) Describe the source of runoff (including stormwater) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. The 1st Avenue S at S 328th Street Intersection Improvement project has one discharge location and therefore one threshold discharge area (MA). Runoff from the entire project area is collected by the existing storm drainage system in 1st Avenue S and conveyed south. The TDA delineation includes the full right-of-way width for the length of the project, plus the area of improvements that will occur on adjacent property for construction of the fourth leg of the intersection. Surface water runoff water quality treatment will meet the requirements of the 2009 King County Surface Water Design Manual (KCSWDM), and the Federal Way Addendum to the 2009 KCSWDM. The surface water runoff ultimately Elows into the West Branch of Hylebos Creek. 2) Could waste materials enter ground or surface waters? If so, generally describe. Precautions will be taken to avoid waste materials from entering surface or ground water. A Spill Prevention Control Plan will be required to be prepared by the contractor prior to construction. 3) Does the proposal alter or otherwise affect drainage patterns in the vicinity of the site? If so, describe. No. Storm drainage modifications will occur to accommodate new flowline locations, but overall drainage of project will still be south of the project. The TESC Plan and BMPs will be in place prior to beginning construction and will be checked and maintained on a regular basis. Stormwater quality treatment and stormwater detention will meet the requirements of the 2009 King County Surface Water Design. Manual (KCSWDK, and the Federal Way Addendum to the 2009 KCSWDM. 4. Plants a. The project includes planter strips on both sides of the roadway, which will include grasses and shrubs. e. List all noxious weeds and invasive species known to be on or near the site. There are no noxious weeds or invasive species known on site. 5. Animals a. List any birds and other animals which have been observed on or near the site, or are known to be on or near the site. Examples include: birds: hawk, heron, eagle, ongbird other: mammals: deer, bear, elk, beaver, other. accoon, possum, squirrel and rodents fish: bass, salmon, trout, herring, shellfish, other b. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Electricity will be needed for street illumination and traffic signal operations. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. This project will not affect the potential use of solar energy by adjacent properties. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any. The roadway improvement will allow more efficient vehicle flow thereby reducing energy consumption. LED lighting will be used for all traffic signal heads and street lighting. 7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste that could occur as a result of this proposal? If so, describe. There is a potential of spills from construction equipment. 1) Describe any known or possible contamination at the site from present or past uses. There is no known contamination at the site from present or past use. 2) Describe existing hazardous chemicals/conditions that might affect project development and design. This includes underground hazardous liquid and gas transmission pipelines located within the project area and in the vicinity. There are no known existing hazardous chemicals/conditions that may affect project development and design. 3) Describe any toxic or hazardous chemicals that might be stored, used, or produced during the project's development or construction, or at any time during the operating life of the project. Construction hours would comply with the City of Federal Way Noise Ordinances. Land and Shoreline Use a. What is the current use of the site and adjacent properties? Will the proposal affect current land uses on nearby or adjacent properties? If so, describe. Land uses near the site include multi family residential and commercial. The proposal will not affect current land uses. b. Has the project site been used as worldng farmlands or worldng forest lands? If so, describe. The closest stop to the south is approximately'A mile away at the intersection of Pt Way S and S333rd St, served by King County Metro DART #903. The closest stop to the north is approximately '/z mile away at the intersection of S320th St and Pt Ave S, served by King County Metro, Routes #179, #181, #187, & #197. c. How many additional parking spaces would the completed project or non -project proposal have? How many would the project or proposal eliminate? The project will eliminate 9 parking spates while gaining 7 spots in a neighborhood commercial property. d. Will the proposal require any new or improvements to existing roads, streets, pedestrian, bicycle, or state transportation facilities, not including driveways? If so, generally describe (indicate whether public or private). The proposal will include public improvements to both 1st Ave S and S 328th St, which include roadway widenang� pedestrian improvements and adding a 4tb leg and signal to the Pt Ave S and S 328th St. Intersection. Reconfiguration of an existing private parking lot on the west side of 1st Ave S will be completed to accommodate the new intersection layout. Hopefully these documents will clarify the scope of the City's 1s' Ave S at S 328th St Intersection Project. The 30% plans incorporated a topographic survey that uses collected survey points to delineate physical improvements such as curbs, catch basins, utility markings, sidewalks, etc.. Other survey points, such as monuments or property corners, were also collected and used to establish the right-of-way lines shown on the plan. All available survey information has been provided with the 30% plans. With regard to your question concerning the drawing attached to the City's Notice of Determination of Nonsignificance (DNS) (the notice you forwarded me that was mailed to homeowners on December 31st), the DNS is a part of the environmental review process under the State Environmental Protection Act, which requires the notification of all property owners within 300 feet of the proposed improvements (all of the Colonial Forest property owners within 300 feet of the proposed improvements were included in the mailing). The drawing attached to the DNS was meant to serve as a general project location and did not show the actual boundaries of the project. I apologize for any confusion that the drawing created for the Association; the documents attached to this email show the correct project limits. To make sure that the property owners have accurate information reflecting the scope of the project, the City will send out the attached aerial drawing to the affected owners. That being said, the Notice of DNS, the drawing attached to the DNS, and the new drawing are not relevant to the City's previous discussions with you regarding the removal of your client's fence from the public right-of-way. As Mr. Call mentioned in his November 20, 2014 letter to you, the last possible date for your client to voluntarily remove the fence encroaching on the public right-of-way associated with the 1st Ave S at S 328th St Intersection Project is February 28, 2015. Should the fence not be removed by that date, the City will remove the fence encroaching on the public right-of-way and bill your client for the associated cost. Colonial Forest may wish to relocate all portions of the fence encroaching on the public right-of-way to capitalize on the cost-effectiveness of completing the removal all at once; however, the section of the fence that is in direct conflict with the City's improvements is the critical portion that must be removed prior to the date specified above. The portion of your client's fence not in direct conflict with the City's improvements continues to encroach on the public right-of-way and the City reserves its right to require your client to remove that portion of the fence at a later date.
