SEPA ENVIRONMENTAL CHECKLIST
Purpose of checklist..
Governmental agencies use this checklist to help determine whether the environmental impacts of your proposal are
significant. This information is also helpful to determine if available avoidance, minimization, or compensatory
mitigation measures will address the probable significant impacts, or if an environmental impact statement will be
prepared to further analyze the proposal.
Instructions for applicants
This environmental checklist asks you to describe some basic information about your proposal. Please answer each
question accurately and carefully, to the best of your knowledge. You may need to consult with an agency specialist or
private consultant for some questions. I'm may use "not appdca&le"or "does not apply"only zuhenyou ran explain why it doer not
appy and not when the answer is unknown. You may also attach or incorporate by reference additional studies and/or reports.
Complete and accurate answers to these questions often avoid delays with the SEPA process, as well as later in the
decision -making process.
The checklist questions apply to all parr' ofyourpmposal, even if you plan to do them over a pexiod of time or on different
parcels of land. Attach any additional information that will help describe your proposal or its environmental effects. The
agency to which you submit this checklist may ask you to explain your answers or provide additional information
reasonably related to determining if there maybe significant adverse impact.
Instructions for Lead Agencies:
Additional information may be necessary to evaluate the existing environment, all interrelated aspects of the proposal,
and an analysis of adverse impacts. The checklist is considered the first, but not necessarily the only source of
information needed to make an adequate threshold determination. Once a threshold determination is made, the lead
agency is responsible for the completeness and accuracy of the checklist and other supporting documents.
Use of checklist for nonproject proposals: jh_el
For nonproject proposals (such as ordinances, regulations, plans, and programs), complete the applicable parts of
sections A and B, plus the SLIPPLUMENTAL S I I :' ' FOR N0N11kQlHCl'AC-r10NS fqgt 4. Please completely answer all
questions that apply and note that the words "project," "applicant," and "property or site" should be read as "proposal,"
"proponent," and "affected geographic area," respectively. The lead agency may exclude (for nonprojects) questions in
Part B (Environmental Elements) that do not contribute meaningfully to the analysis of the proposal.

f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe.
Earthwork activities could result in erosion. Best Management Practices (BMPs) and erosion control
measures would be proposed for review and approval by the City of Federal Way, Public Works
Department prior to construction.
g. About what percent of the site will be covered with impervious surfaces after project construction (for
example, asphalt or buildings)?
Approximately 85% of the site will be covered with impervious surfaces, asphalt and concrete. This will
consist of roadway, parking lot, curb & gutter, and sidewalk. The remainder of the site will include back -of -
curb landscape strips and back -of -walk landscaping restoration.

therefore one threshold discharge area (MA). Runoff from the entire project area is collected by the
existing storm drainage system in 1st Avenue S and conveyed south. The TDA delineation includes the full
right-of-way width for the length of the project, plus the area of improvements that will occur on adjacent
property for construction of the fourth leg of the intersection. Surface water runoff water quality treatment
will meet the requirements of the 2009 King County Surface Water Design Manual (KCSWDM), and the

D. SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS
(IT IS NOT NECESSARY to use this sheet for project actions.)
Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements
of the environment.

SUBJECT: I" Avenue South/South 328`h Street Intersection Improvements—14-106263-00-SE
A Notice of Determination of Nonsignificance (DNS) for the Is' Avenue South/South 328' Street
Intersection Improvement project was mailed to you on December 31, 2014. The notice contained a vicinity
map, which was meant only to indicate the project's general location within the City of Federal Way.
Enclosed is a map that shows more precise boundaries of the project. The city wants to ensure that property
owners and residents in the area have a clear understanding of the approximate project boundaries. The
new map and this memorandum are for informational purposes only and do not affect or alter anything
contained in the Notice of DNS (including the deadlines for comment and appeal).
Should you have any questions regarding the SEPA Environmental Review and associated DNS for the
project, please contact me at 253-835-2634. If you have questions regarding the intersection improvement
project, please contact Street Systems Project Engineer Christine Mullen at 253-835-2723.

Subject: RE: 12.31.14 Mailing from the City of Federal Way
Attachments: 30% Plans - 1st at S328th - Fence Removal.pdf; Project Limits Map to Condo Law.pdf
Heather,
Following up on our phone conversation from January 5, 2015 regarding the removal of your client's fence from the public
right-of-way, I attached two documents: (1) the 30% plans showing the existing and proposed conditions affecting the
location of the fence; and (2) an aerial drawing indicating the approximate project limits. Hopefully these documents will
clarify the scope of the City's 1s' Ave S at S 328th St Intersection Project.
The 30% plans incorporated a topographic survey that uses collected survey points to delineate physical improvements
such as curbs, catch basins, utility markings, sidewalks, etc.. Other survey points, such as monuments or property
corners, were also collected and used to establish the right-of-way lines shown on the plan. All available survey
information has been provided with the 30% plans.
With regard to your question concerning the drawing attached to the City's Notice of Determination of Nonsignificance
(DNS) (the notice you forwarded me that was mailed to homeowners on December 31st), the DNS is a part of the
environmental review process under the State Environmental Protection Act, which requires the notification of all property
owners within 300 feet of the proposed improvements (all of the Colonial Forest property owners within 300 feet of the
proposed improvements were included in the mailing). The drawing attached to the DNS was meant to serve as a general
project location and did not show the actual boundaries of the project. I apologize for any confusion that the drawing
created for the Association; the documents attached to this email show the correct project limits. To make sure that the
property owners have accurate information reflecting the scope of the project, the City will send out the attached aerial
drawing to the affected owners. That being said, the Notice of DNS, the drawing attached to the DNS, and the new
drawing are not relevant to the City's previous discussions with you regarding the removal of your client's fence from the
public right-of-way.
As Mr. Call mentioned in his November 20, 2014 letter to you, the last possible date for your client to voluntarily remove
the fence encroaching on the public right-of-way associated with the 1st Ave S at S 328th St Intersection Project is
February 28, 2015. Should the fence not be removed by that date, the City will remove the fence encroaching on the
public right-of-way and bill your client for the associated cost.
Colonial Forest may wish to relocate all portions of the fence encroaching on the public right-of-way to capitalize on the
cost-effectiveness of completing the removal all at once; however, the section of the fence that is in direct conflict with the
City's improvements is the critical portion that must be removed prior to the date specified above. The portion of your
client's fence not in direct conflict with the City's improvements continues to encroach on the public right-of-way and the
City reserves its right to require your client to remove that portion of the fence at a later date.
Hopefully this helps to clear things up. If you have any further questions, please feel free to email me.

Subject: 12.31.14 Mailing from the City of Federal Way
Hello Christine,
Thank you for taking the time to discuss the scope of the improvements on 1" Ave S and S 3281h St today. Attached is
the mailing that some owners of the Association recently received. It does not say which department sent it. Will you
please let me know why it was sent and why it shows the scope of the project to be much smaller than the scope that
we spoke of today? It has created a lot of confusion for the Association and I would like to explain to them why the
scope that we spoke of today is larger and more accurate than what is shown on this mailing.
Thanks,
Heather
