Dear Mr. Strauch:
Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held October 19, 2006. We hope that the information discussed at that meeting
was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South
King County Fire and Rescue. Some sections of the Federal Way City Code (FWCC) and relevant
information handouts are enclosed with this letter. Please be advised, this letter does not represent all
applicable codes. In preparing your formal application, please refer to the complete FWCC and other
relevant codes for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
Proposed expansion of the existing Puget Sound Energy (PSE) Weyerhaeuser Substation at the corner of
Weyerhaeuser Way South and South 320t" Street. Zoning for the site is Office Park-1 (OP-1). The
proposal calls for relocating the existing chain link fence and expanding the gravel yard footprint.
Additionally, a new 30-foot driveway will be constructed to gain access directly from Weyerhaeuser Way
South. Landscaping is proposed on the western and southern property lines to minimize visual impacts to
surrounding developments. Existing shrubs and trees will continue to screen the substation on the
northern and eastern portions of the site.

MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review. These issues can change due to modifications and revisions in the
plans. These major issues only represent comments that the DRC consider most significant to your project
and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.
• Planning Division
* A wetland delineation will be required to determine the wetland boundaries on tract B,
adjacent to the subject site. Pursuant to the FWCC, a 100-foot buffer is required around the
delineated edges of the wetland. A wetland report will be required if any work is proposed
within the 100-foot wetland buffer. See additional discussion below.
■ A public utility, may be approved within a wetland buffer by the Director if it can be
determined that no other alternatives exist, and the intrusion will not cause any major
disturbances to the existing wetland or the associated buffer. See additional discussion below.
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions please contact
the representative listed for that section.
PLANNING DIVISION (Andrew Bauer, 253-835-2647, andrew.bauer@cityoffederalway.com)
I. Zoning & Review Process — The subject property is zoned Office Park-1 (OP-1) and subject to the
concomitant zoning agreement vesting the property to certain provisions of the 1994 FWCC. As
proposed, your application will be reviewed through a Use Process III. A process III application is
processed administratively with a public comment period, and a decision issued by the Director.
2. State Environmental Policy Act (SEPA) — The proposal is not exempt from SEPA, as it does not
meet the categorical exemptions in Washington Administrative Code (WAC) 197-11-800. You must
submit an environmental checklist. The city will then issue an environmental threshold
determination. All property owners within 300 feet of the site must be notified by that decision. The
notice includes a 14-day comment period and a 14-day appeal period. An optional integrated
Determination of Nonsignificance (DNS) and Notice of Application (NOA) is available and may be
used to integrate the 14-day NOA and DNS comment period into one.
Fees — Current fees for a Process III application with SEPA are $2,972.50 (process III, $2,129 plus
SEPA, $843.50). Please note that these fees are subject to change as of January 1, 2007.
4. Public Notice — Please refer to the enclosed handout regarding procedures for public notice
associated with this project.

5. Wetlands — According to the Federal Way Critical Areas Map, there is a sensitive areas tract (tract
B) containing a regulated wetland adjacent to the subject site. The boundaries of tract B represent a
50-foot buffer around the regulated wetland. However, pursuant to the 1994 FWCC Section 22-
1357, a 100-foot buffer is required from all edges of the wetland. The site plan submittal should
clearly distinguish the edge of the regulated wetland and a 100-foot buffer.
6. Wetland Delineation — Prior to submittal of a formal application, a wetland delineation must be done
by a qualified professional to determine the precise boundaries of the wetland on the adjacent tract B
and the associated 100-foot buffer. If intrusion into the wetland buffer is proposed, a wetland report
will be necessary.
7. Essential Public Utility — In accordance with 1994 FWCC Section 22-1359(b), the Director may
permit the placement of an essential public utility within a regulated wetland setback area if she
determines that intrusion is necessary and the applicant demonstrates that no other feasible
alternative exists. Intrusion into the setback area must constitute the minimum necessary
encroachment. This would be reviewed as a component of your Process III application.
8. Landscaping — Existing natural vegetation already exists on the subject site and acts as a screen for
the existing electrical substation. Any portions of the proposed substation expansion which are not
adequately screened from adjacent uses will require type I landscaping per 1994 FWCC Section 22-
841 note #3. Type I landscaping is intended to provide a solid sight barrier consisting of evergreen
trees, tan shrubs, and groundcover pursuant to 1994 FWCC Section 22-1565(a).
9. Significant Trees — Show any trees which are to be removed that are defined as significant. In
accordance to FWCC Section 22-1568, a significant tree is defined as: 1) any tree which is 12 inches
in diameter or 37 inches in circumference measured 4.5 feet above ground; 2) in good health; and 3)
not detrimental to the community (e.g. not diseased, or likely to fall). Significant trees shall not
include red alder, cottonwood, poplar, or big leaf maple.
PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Sean Wells, 253-835-2731,

Land Use Issues — Stormwater
Surface water runoff control and water quality treatment will be required per the 1998 King County
Surface Water Design Manual (KCSWDM), and the City of Federal Way Addendum to the 1998
KCSWDM. This project meets the requirements for a Targeted Drainage Review. The project lies
within a Level 1 flow control area; thus, the applicant must design the flow control facility to meet
the performance criteria for the area of new impervious surface only. The project also lies within a
Basic Water Quality Area. Water quality treatment shall be designed to meet the treatment criteria of
the Basic Water Quality Menu.
2. At the time of land use site plan submittal, a preliminary Technical Information Report (TIR),
addressing the relevance of the project to the eight core and five special requirements of the

KCSWDM will be required. A Level 1 downstream analysis shall also be provided in the
preliminary TIR. The City has 1" = 100', five-foot contour planimetric maps that may be used for
basin analysis.
Soil logs will need to be provided to verify infiltration suitability, if proposed.
4. Show on the preliminary plans, with dimensions, the proposed location of the detention and water
quality facilities.
Right -of -Way Improvements
Construction of the new driveway is being handled under separate permit by the Panattoni
Development on Lot G.

A complete building permit application and commercial checklist (additional copies of the application
and checklists may be obtained on our web site at www.cityoffederalway.com).
Submit five sets of drawings and specifications. Specifications shall include: X Soils report
X Structural calculations _ Energy calculations — Ventilation calculations.
NOTE: A Washington State registered architect's stamp is required for additions/alterations (new or
existing) of 4,000 gross floor area or greater unless specifically listed as an "exempt" structure per the
Revised Code of Washington (RCW).
Submit two copies with King County Health Department approval stamp for all projects that include
food service facilities, septic systems, or other elements within the project that require health department
approval.
A wet stamp and signature is required on all sheets of plans and on the cover page of any calculations
submitted.
Federal Way reviews plans on a first in first out basis, however, there are some small projects with
inconsequential review requirements that may be reviewed out of order.
Review Timing
The first comment letter can be expected within five to six weeks of submittal date. Re -check of plans
will occur in one to three weeks after resubmittal.
Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally
submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response,
what changes have been made from the original drawings. Plans for all involved departments will be
forwarded from Community Development Services.
Federal Way has an expedited review process. Information is available at our front counter.
Other Permits & Inspections
Separate permits may be required for electrical, mechanical, plumbing, fire suppression systems, and
signs. Applicants may apply for separate permits at any time prior to commencement of construction.
When required, special inspections shall be perfonned by WABO approved agencies, or by agencies
approved by the building official, prior to permit issuance. Construction must be approved by all
reviewing departments prior to final building division inspection

All concerned departments (planning, public works, electrical, fire) must sign off before the building
division can final the structure for occupancy. Building final must be approved prior to the issuance of a
Certificate of Occupancy. The City of Federal Way does not issue temporary Certificate of Occupancies.
All construction projects may be required to have a pre -construction conference. If a pre -con meeting is
required, all subs, the general or representative, the architect or representative, the engineer or
representative, electrical contractor, and any other interested party, should attend this meeting. Meetings
will occur at the building division and will be scheduled by the inspector of record for the project.
Site -Specific Requirements
■ Per IBC Section 105, fences over six feet require a permit.
■ Per IBC Section J103, a grading permit will be required unless the grading is in an isolated, self-
contained area, provided there is no danger to the public, and that such grading will not adversely
affect adjoining properties.
• Per IBC Section 105, retaining walls over four feet require a permit.
■ Per IBC Section 105.2.3, "...a permit shall not be required for the installation, alteration or repair of
generation, transmission, distribution or metering or other related equipment that is under the
ownership and control of public service agencies by established right." This does not say that
structures surrounding the equipment (i.e. sheds, canopies, etc.) are exempt from a permit, only the
equipment by itself. Therefore, any structure built on -site not exempted per IBC Section 105.2 is
required to be permitted.
The information provided is based on limited plans and information. The comments provided are not
intended to be a complete plan review and further comments are possible at time of building permit
plan review.
CLOSING
This letter reflects the information provided at the preapplication meeting and is intended to assist you in
preparing plans and materials for formal application. We hope you found the comments useful to your
project. We have made every effort to identify major issues to eliminate surprises during the City's
review of the formal application. The completion of the preapplication process in the content of this letter
does not vest any future project application. Comments in this letter are only valid for one year as per
FWCC Section 22-1657.
As you know, this is a preliminary review only and does not take the place of the full review that will
follow submission of a formal application. Comments provided in this letter are based on preapplication
materials submitted.
Modifications and revisions to the project as presented for this preapplication may influence and modify
information regarding development requirements outlined above. In addition to this preapplication letter,
please examine the complete FWCC and other relevant codes carefully. Requirements that are found in
the codes that are not addressed in this letter are still required for your project.

Project Summary
The proposed project includes the design and installation of a new 115 —12.5 kV, delta-wye
transformer at the existing Weyerhaeuser Substation. In addition to the new transformer, metal -
clad switch cabinet with six feeder bays and 4800 kVar capacitor banks will also be installed.
The design is expected to include provisions to loop the 115 kV line through the 11 AV bus in the
future. Three feeder bays will be used to support the commercial growth in the Federal Way
areas located along South 320t' Street near Weyerhaeuser Way South and the residential growth
off of Military Road. The new transformer is to be installed during 2007. In order to
accommodate the new transformer and associated equipment, the footprint of the existing
substation needs to be expanded. This will include the relocation of the western and southern
fence lines and expansion of the existing substation gavel yas-d area.
