Winco Foods Boundary Line Adjustment, Federal Way
Dear Mr. Voorhies:
The City of Federal Way's Department of Community and Economic Development is in receipt of the
above -referenced Boundary Line Adjustment (BLA) application. The applicant proposes to alter interior
lot lines of tax parcels 415920-0710, 415920-0715, and 415920-0725. Pursuant to Federal Wary Revised
Code (FWRC) 18.10.040, within 28 days of receiving a BLA application the city shall determine whether
all information and documentation required for a complete application has been submitted.
NOTICE OF COMPLETE APPLICATION
Please consider this letter a Notice of Complete Application. The BLA application is deemed complete as
of November 19, 2013. This determination of completeness is based on a review of your submittal
relative to applicable requirements referenced within FWRC Chapter 18.10 "Boundary Line
Adjustments."
A 120-day time line for reviewing the BLA application has started as of this date. The city's development
regulations allow the department 120 days from the date that an application is deemed complete to take
action on the application. However, the 120-day time line can be stopped any time the city requests
corrections and/or additional information. You will be informed of the status of the 120-day time line
when you are notified in writing if corrections and/or additional information are needed.
TECHNICAL COMMENTS
During the course of complete application review, staff identified the following items to be addressed
prior to the department issuing approval of the BLA application.
1. Insert the City BLA number (13-104768-00-SU) in the space provided in the BLA Title Block (both
sheets 1 and 2).
2. Revise the City of Federal Way signature block as follows: change Director of Public Works to
Deputy Public Works Director, and change Director of Community Development Services to
Planning Manager.

3. Although Lot C (Parcel 4415920-0720) is not being altered, it is considered part of the subject
property. For clarity, please label `Lot C' similar to Lots A, B and D, on both sheets 1 and 2.
RECORDATION
Once the minor revisions above are made, final mylars and copies can be submitted to the city. Pursuant
to FWRC 18.10.060, all boundary line adjustments shall be recorded with the King County Division of
Elections and Records. To finalize the BLA process, please use the enclosed Resubmittal Information
form and submit to the Permit Center one signed and notarized mylar, two paper copies of the
signed/notarized mylars, and a check payable to the City of Federal Way for recording fees in the amount
of $144.00.1 The City will sign the BLA document and have it recorded at King County at the expense of
the applicant. You will be provided a conformed copy of the recorded BLA.
CLOSING
Pursuant to FWRC 18.05.080, if an applicant fails to provide additional information to the City within
180 days of being notified that such information is requested, the application shall be deemed null and
void and the City shall have no duty to process, review, or issue any decisions with respect to such an
application.

1. The term "mortgage" when used herein shall include deed of trust, trust deed, or other security
instrument.
2. If the proposed Insured has or acquires actual knowledge of a defect, lien, encumbrance,
adverse claim or other matter affecting the estate or interest or mortgage thereon covered by
this Commitment, other than those shown in Schedule B hereof, and shall fail to disclose such
knowledge to the Company in writing, the Company shall be relieved from liability for any loss or
damage resulting from any act or reliance hereon to the extent the Company is prejudiced by
failure to so disclose such knowledge. If the proposed Insured shall disclosure such knowledge
to the Company, or if the Company otherwise acquires actual knowledge of any such defect, lien,
encumbrance, adverse claim or other matter, the Company at its option, may amend Schedule B
of this Commitment accordingly, but such amendment shall not relieve the Company from liability
previously incurred pursuant to paragraph 3 of these Conditions and Stipulations.
Liability of the Company under this Commitment shall be only to the named proposed Insured
and such parties included under the definition of Insured in the form of Policy or Policies
committed for, and only for actual loss incurred in reliance hereon in undertaking in good faith
(a) to comply with the requirements hereof, or (b) to eliminate exceptions shown in Schedule B,
or (c) to acquire or create the estate or interest or mortgage thereon covered by this
Commitment. In no event shall such liability exceed the amount stated in Schedule A for the
Policy or Policies committed for and such liability is subject to the Insuring provisions, exclusion
from coverage, and the Conditions and Stipulations of the form of Policy or Policies committed for
in favor of the proposed Insured which are hereby incorporated by references, and are made a
part of this Commitment except as expressly modified herein.
4. Any claim of loss or damage, whether or not based on negligence, and which arises out of the
status of the title to the estate or interest or the lien of the Insured mortgage covered hereby or
any action asserting such claim, shall be restricted to the provisions and Conditions and
