The proposed modifications include removing six (6) panel antennas, adding three (3) new LTE antennas, adding six (6) RRH units on an existing 100- foot monopole. Upgrades to the cabinets within the existing fenced ground equipment area is proposed; no expansions. Pursuant to Federal Way Revised Code (FWRC) 19.256.010(2) Exemptions, the proposed modification is exempt from provision of FWRC Chapter 19.256 Wireless Communication Facilities, and meets the requirements of an eligible facilities request. The proposed modification to the WCF has been reviewed as an eligible facilities request and is found to be consistent with the provisions of the Federal Way Revised Code (FWRC) 19.256.020 Definitions "Eligible Facilities Requests " and does not meet any of the "Substantial Change" thresholds as follows: a) For towers other than towers in the public rights -of -way, it increases the height of the tower by more than 10 percent or by the height of one additional antenna array with separation from the nearest existing antenna not to exceed 20 feet, whichever is greater; for other eligible support structures, it increases the height of the structure by more than 10 percent or more than 10 feet, whichever is greater. Staff Response — There is no height increase. This criterion is met. b) For towers other than towers in the public rights -of -way, it involves adding an appurtenance to the body of the tower that would protrude from the edge of the tower more than 20 feet, or more than the width of the tower structure at the level of the appurtenance, whichever is greater; for other eligible support structures, it involves adding an appurtenance to the body of the structure that would protrude from the edge of the structure by more than six feet Staff Response — Based on the elevation and s-ite Elan there is no increase in the width of the structure. This criterion is met. Mr. Mistretta September 20, 2018 Page 2 c) For any eligible support structure, it involves installation of more than the standard number of new equipment cabinets for the technology involved, but not to exceed four cabinets; or, for towers in the public rights -of -way and base stations, it involves installation of any new equipment cabinets on the ground if there are no pre-existing ground cabinets associated with the structure, or else involves installation of ground cabinets that are more than 10 percent larger in height or overall volume than any other ground cabinets associated with the structure. Staff Response — No new equipment cabinets are proposed; upgrades are being made to an existing cabinet. This criterion is met. d) It entails any excavation or deployment outside the current site. Staff Response — No excavation or equipment will be installed outside the current site. This criterion is met. e) It would defeat the concealment elements of the eligible support structure. Staff Response — This proposal is consistent with currently existing concealment elements. This criterion is met. f) It does not comply with conditions associated with the siting approval of the construction or modification of the eligible support structure or base station equipment; provided, however, that this limitation does not apply to any modification that is noncompliant only in a manner that would not exceed the thresholds identified above. Staff Response — The proposal does not violate any known conditions associated with prior approvals of the site. This criterion is met. CLOSING The eligible facilities request is hereby approved. This decision shall not waive compliance with future City of Federal Way codes, policies, and standards relating to this site. Prior to any site work, issuance of the building permit (File #18-103993-CO) is required.
