Your proposed scope of work includes removing two trees within the edge of tine wetland buffer on the 11.58-acre property, zoned Multifamily Residential (RIM 2400), all within close proximo to pedestrian pathways, community roads, and parking lots. DECISION The requested removal of two identified trees at 27830 Pacific Highway South, Federal Way, WA, 98003 (parcel #720480-0200), is hereby conditionally approved. CONDITIONS OF APPROVAL The two identified trees arc allowed to be reduced to wildlife snags, and the trimming debris may be left in the wetland buffer to add to the wetland areas natural decomposition processes. This conditional approval will enhance habitat value while minimizing impacts to the wetland buffer, as well as reduce the risk of falling limbs and upper levels of the trees to residents and property on -site. VEGETATION MAINTENANCE PROPOSAL The following proposal was submitted by the applicant, certified arborist lzzV Nosan. As a certified arborist and tree risk assessor, I found 2 trees of concern. These 2 trees are on the eastern edge of the property, where the property line meets the adjacent wetland. The 2 trees are both dead, approximately 50 foot tall, red alders (Alnus rubra). They are both within contact distance of a community sidewalk and parking area. Given that these trees are dead, expected to fail in a heavy loading event or under normal circumstances, and have critical associated target -zones, I am recommending mitigation actions be performed on the trees. I am requesting that a 75 foot boom -truck be parked in the nearby parking lot, and to have the trees reduced into approximately 30-ft wildlife snags, so that their natural inherent value can be utilized as habitat while reducing the residual associated risk. I am also requesting that the resultant debris from operations be left within the wetland in order to replicate the natural decomposition processes of the environment.
