We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions and Public Works Department, and representatives from Lakehaven Utility District and South King Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes for all additional requirements that may apply to your project. Otherwise, any general questions about the preapplication and permitting process can be referred to your key contact. PROJECT DESCRIPTION The applicant is proposing to add one 1,792 square -foot double classroom portable to the existing school. The portable will have metal stairs and ramp and will be connected to the existing school by a walkway. Electricity will be hooked up but no water or sewer connections. The site plan also depicts three future portables, which were not reviewed in this summary letter. However, the same regulations would apply. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the entire department comments made in the next section of this letter. Mr. Medrud Page 2 May 14, 2014 + Public Works Development Services Division The project must meet the requirements of the 2009 King County Surface Water Design Manual (KCSWDM). A TIR for the entire project (all four portables) must be provided. Review of the previous TIR must be included in this report to determine if and how current manual and code requirements will be met. + Public Works Traffic Division 1. A Transportation Concurrency permit is required per FWRC Chapter 19.90. 2. Traffic Impact Fee (TIF) payment per FWRC 19.91. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference. Each section should be read thoroughly. If you have questions, please contact the representative listed for that section. PLANNING DIVISION Becky Chapin, 253-835-2641, becky.chapin@cityoffederalway.com 1. Zoning Designation and Use — Zoning for the subject property is Office Park (OP). The OP zone permits school uses pursuant to FWRC 19.235.040. 2. Land Use Review Process — Pursuant to FWRC 19.15.030, review for improvements and additions to developed sites shall be subject to Process I `Directors Approval' if the improvements do not exceed the following thresholds for Minor improvements, modifications and additions: a. Twenty-five percent of the gross floor area of the existing use; or b. Two thousand square feet of new gross floor area. According to the submitted site plan, it appears the improvements will not exceed the above - referenced thresholds; therefore, the proposed improvements require Process I approval. Please see the enclosed `Submittal Requirements for Process I' bulletin. State Environmental Policy Act (SEPA) — The proposed improvements are exempt from environmental review, per FWRC 14.15.030, Categorical exemptions — flexible thresholds for buildings up to 12,000 square feet. 4. Public Notification — Public notice is not required in order to obtain Process I approval. Application Fees — Please contact the Permit Center at permitcenter@cityoffederalway.com or 253- 835-2607 for updated fee schedules for Process I Master Land Use application, concurrency, and building permit. 6. Key Development Regulations — All site improvements must comply with the applicable FWRC development regulations. The following general regulations apply to the proposal. a. Required Yards and Lot Coverage — Standard setbacks for school uses in OP zones are 50-foot front and 20-foot side and rear. No maximum lot coverage applies; instead the buildable area 14-101722 Doc. 1 D 65534 1 Mr. Medrud Page 3 May 14, 2014 will be determined by other site development requirements, i.e., required buffers, parking lot landscaping, surface water facilities, etc. Maximum Building Height — Maximum building height for the proposed classroom is 35 feet above average building elevation. When submitting the formal application, please demonstrate on the elevation plan how this requirement has been met. c. Required Parking — Parking requirements for elementary schools from the OP zone use chart are 1 parking stall for each employee. Please provide details on the number of existing stalls and employees and new employees associated with the new portable when submitting the Process I application to verify if this requirement is met. 7. Landscaping — The existing landscaping meets current code requirements for perimeter landscaping per FWRC 19.125.060. No additional landscape planting is required with the proposed addition of a portable at this site. 8. Tree Retention Requirements — FWRC 19.120 contains requirements for tree and vegetation retention and replacement. A tree/vegetation retention plan as required under FWRC 19.120.040(2) must be submitted with the Process I application. The standards require each development to maintain a minimum tree unit density. The minimum tree density in OP zones is 20 tree units per acre. The subject property's density would be 223 tree units (20 tree units x 11.15 acres = 223 tree units). A tree unit is a value assigned to existing trees retained on the property. The larger the tree, the greater value it is assigned (e.g. an existing tree measuring between 18 inches to 24 inches qualifies as 2.5 tree units). Required tree density can be composed of retained trees and replacement plantings per FWRC 19.120.130. (Note: Required landscaping trees may be counted in tree density.) It appears the tree unit density will be maintained as part of this project. However, please reflect any trees that will be removed and incorporate the protection techniques for any tree and vegetation retention areas in close proximity to the area of work per FWRC 19.120.160. 9. Community Design Guidelines — The Community Design Guidelines apply to all development applications subject to the City's zoning code pursuant to FWRC 19.115. Guidelines specific to institutional uses such as schools is detailed in FWRC 19.115.100. Several guidelines applicable to the proposed project are below. a. Roof design shall utilize forms and materials that avoid the general appearance of a "flat" roof. b. Pedestrian Walkways (minimum 6 feet wide) shall be provided between the interior of the project and public sidewalk. C. Submit a completed Crime Prevention through Environmental Design (CPTED) checklist with Process I application. PUBLIC WORKS DEVELOPMENT SERVICES DIVISION Ann Dower, 253-835-2732, ann.dower@cityoffederalway.com Land Use Issues — Stormwater 1. Surface water runoff control and water quality treatment will be required per the 2009 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009 KCSWDM. This project meets the requirements for a Drainage Review. At the time of land use site 14.101722 Doc. I.D. 65534 Mr. Medrud Page 4 May 14, 2014 plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required. A Level I downstream analysis shall also be provided in the preliminary TIR. Reference the previous TIR for this property and review how previous flow control and water quality measures compare to current requirements. 2. The project lies within a Conservation flow control area, thus the applicant must meet this performance criteria. With only a single portable, only a little over 2,000 square feet of new impervious area is anticipated, and only Best Management Practices (BMP's) as outlined in the KCSWDM, are required. Dispersion is encouraged for as much of the new non -pollution generating impervious area as possible. 3. The project also lies within an Enhanced Basic Water Quality Area. Water Quality Treatment shall be designed to meet the treatment criteria of the Enhanced Basic Water Quality Menu. Water Quality treatment requirements are triggered for the entire site when any of the thresholds outlined in FWRC 19.30.120, "Nonconforming Water Quality Improvements" apply to this site. These thresholds are as follows: La. Redevelopment which involves the creation or addition of impervious surfaces having an area of 5,000 square feet or more; 1.b. Redevelopment which involves the construction or replacement of a building footprint or other structure having a surface area of 5,000 square feet or more, or which involves the expansion of a building footprint or other structure by 5,000 square feet of surface area or more; 1.c. Redevelopment which involves the repair or replacement of 5,000 square feet or more of an impervious surface, when such redevelopment is not part of a routine maintenance activity; Ld. Redevelopment which involves the collection and/or concentration of surface and/or stormwater runoff from a drainage area of 5,000 square feet or more; Le. Redevelopment which contains or directly discharges to a floodplain, stream, lake, wetland, or closed depression, groundwater recharge area, or other water quality sensitive area determined by the Public Works Director, based on a written map, policy, water quality monitoring data or plan in existence or implemented by the Director prior to submission of a redevelopment application which is determined to trigger application of this subsection, or based on information developed during review of a particular redevelopment application; Lf. Redevelopment which involves a change in use, and the changed use has a potential to release a new pollutant(s) to surface water systems within the City. For the purposes of this subsection, "new pollutant(s)" means a pollutant that was not discharged at that location immediately prior to the change in use, as well as a pollutant that was discharged in less quantities immediately prior to the change in use; 1.g. Redevelopment, other than normal maintenance or other than the tenant improvements, but including any increase in gross floor area, in any one consecutive 12-month period which exceeds 50 percent of the assessed or appraised value (whichever is greater) of the structure or improvement 14-101722 Doc LD. 65534 Mr. Medrud Page 5 May 14, 2014 being redeveloped. The applicant may provide an appraisal of the improvement. The appraisal must be from a source acceptable to the City. The Director may require the applicant to provide an appraisal from a second source acceptable to the City if the assessed valuation appears to be inaccurate or inappropriate. If more than one appraisal is provided by the applicant or required by the City, the greater of the two amounts shall be used. For purposes of this determining value under this section, improvements required pursuant to FWRC Sections 19.30.090 (nonconforming development), 19.30.110 (street/sidewalk improvements), 19.30.120 (nonconforming water quality improvements) and 19.135.030 (street/sidewalk improvements) shall not be counted towards the 50 percent threshold which would trigger application of this subsection; 1.h. Redevelopment of property which drains or discharges to a receiving water that has a documented water quality problem, as determined by the Public Works Director based on a map, plan, water quality monitoring data or a written policy in existence or implemented by the Director prior to submission of a redevelopment application determined to trigger application of this subsection, where the Director determines that the redevelopment requires additional specific controls to address the documented water quality problem. 4. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. Building (or EN) Permit Issues 1. Engineered plans are required for clearing, grading, storm drainage, erosion control, and utility work. Plans must be reviewed and approved by the City. Engineering review fees are $824.50 for the first 12 hours of review, and $68.00 per hour for additional review time. A final TIR shall be prepared for the project and submitted with the engineering plans. Both the TIR and the plans will require the signature/seal of a professional engineer registered/licensed in the State of Washington. 2. The Federal Way Development Standards Manual (including standard detail drawings, standard notes, and engineering checklists) is available on the City's website at www.cilyoffederalway.com to assist the applicant's engineer in preparing the plans and TIR. 3. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. 4. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. All final approved drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent black ink. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per Appendix D, 2009 KCSWDM, must be shown on the engineering plans. 6. The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. 14-101722 Doc. A Concurrency permit is required for this development project. The Public Works Traffic Division will perform Concurrency analysis to determine if adequate roadway capacity exists during the weekday PM peak period to accommodate the proposed development project. Please note that supplemental transportation analysis and Concurrency mitigation may be required if the proposed project creates an impact not anticipated in the six -year Transportation Improvement Plan (TIP). 2. Based on the submitted materials for 1,792 square feet Elementary School, the Institute of Transportation Engineers (ITE) Trip Generation - 8ffi Edition, land use code 520 (Elementary School), the proposed project is estimated to generate approximately 2 new weekday PM peak hour trips. The estimated fee for the Concurrency permit application is $344.50 (1 - 10 Trips). This fee is an estimate and based on the materials submitted for pre -application meeting. The Concurrency application fee must be paid in full at the time the Concurrency permit application is submitted with land use application. The fee may change based on the new weekday PM peak hour trips as identified in the Concurrency trip generation. The applicant has the option of having an independent traffic engineer prepare the Concurrency analysis consistent with City procedures; however, the fee remains the same. Transportation Impact Fees (TIE) (FWRC 19.91) Based on the submitted materials for 1,792 square feet Elementary School building, the estimated traffic impact fee is $2,673.88 ($2,596 plus $77.88 Admin fee). Please note, the actual impact fee will be calculated based on the fee schedule in effect at the time a building permit application is filed and must be paid prior to permit issuance. Street Frontage Improvements (FWRC 19.135) Based on the available records and the submitted materials, it appears that this proposal will not meet the 25 percent threshold criteria for requiring street frontage improvements as identified in the FWRC 19.135.030. Re -check of plans will occur in one to three weeks after re -submittal. Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response, what changes have been made from the original drawings. Plans for all involved departments will be forwarded from Community Development Services. Other Permits & Inspections Separate permits may be required for electrical, mechanical, plumbing, fire suppression systems, and signs. Applicants may apply for separate permits at any time prior to commencement of construction. When required, special inspections shall be performed by WABO approved agencies or by agencies approved by the building official prior to permit issuance. Construction must be approved by all reviewing departments prior to final building division inspection. All concerned departments (Planning, Public Works, Electrical, Fire) must sign off before the Building Department can final the structure for occupancy. Building final must be approved prior to the issuance of a Certificate of Occupancy. All construction projects may be required to have a pre -construction conference. If a pre -con meeting is required, all subs, the general or representative, the architect or representative, the engineer or representative, electrical contractor and any other interested party, should attend this meeting. Meetings will occur at the Building Department and will be scheduled by the inspector of record for the project. Site -Specific Requirements ■ Footing/ foundation or blocking tie down systems shall be stamped and signed by a Washington State Engineer. ■ Building shall be designed under the 2012 Washington State Energy Code. a Separate electrical permit will be required. Addition of this portable will not alter the existing use of the site, which is a public school. The proposed portable will add additional instructional space. The portable will have electricity, but no water or sewer service. The portable will not be used for science labs, art studios, or other instructional types that would require running water. We would like to review stormwater requirements for the project with you. The intention is to place the new double classroom portable this summer east of the existing school. The portable will be 1,792 square feet in size, single story, and not fire sprinklered. The portable will have metal stairs and ramps that will be connected to the existing school by a path. The Type of Construction per the 2012 IBC will be VB. Occupancy Classification per the 2012 IBC will be Classification Group E. The IFE Land Use Code is 520 — Elementary School. The total lot area is 485,710 square feet. The existing building area is 45,145 square feet and 1,792 square feet of portable will be added. No new parking stalls will be provided. Statement of Architectural Desi n Intent The proposed project will add one double -classroom portable building at Panther Lake Elementary School. The portable will be of standard construction. The roofing material will be asphalt shingle, of a black -to -dark gray color. Siding will be durable plywood surfaced with hardboard, with 8-inch grooves, and of a color designed to blend with and complement the color of Panther Lake Elementary School's main building. The skirting surrounding the portable's foundation will be plywood painted to match the siding. Trim, around windows and at the building corners, will be clear cedar with a coloring to complement the siding. Questions The primary issues we would like to discuss are as follows: 1. Land use planning issues such as confirming that we meet bulk and dimensional regulations, parking requirements, tree retention, landscaping requirements, and critical area requirements. Based on the exemption levels set by the City, we expect that the District will issue a SEPA exempt letter. We want to coordinate with the City as part of this process. 4. Civil engineering issues such as grading, access, stormwater, and other utilities as needed. 5. Building issues such as ramp locations, permitting requirements, and foundation plan review. 6. Fire department issues such as hydrant location and flow, and emergency vehicle access. 7. Confirm the submittal requirements for all departments, as well as expected review times.
