The proposal is for 22 new parking spaces on a parcel adjacent to Powellswood Garden, located at 30112 4t' Avenue South. The Process I MLU application is hereby conditionally approved pursuant to conclusions based on findings made by the department's Planning Division. FINDINGS OF FACT 1. The applicant proposes to remove the existing carport, house addition, and storage building from the site and add additional parking for the occasional times when needed to support garden events. The existing house will remain and be used as a learning center. The existing garden driveway entrance will be abandoned and re -vegetated to be integrated with the existing landscaping and the entrance to the proposed parking lot will serve as the new main garden entrance along Dash Point Road. There is also a pedestrian pathway to the east that will connect the parking lot addition to the main garden. 2. The proposed overflow parking lot is located on an existing residential lot adjacent to the main garden. There are 22 new parking st0s proposed, one of which will be an ADA van accessible stall. The overflow parking lot will also serve as a loading, unloading, and turnaround zone for special events. The parking lot will be constructed with Grasspave2 porous pavement, and as such, is not allowed outright. However, the surface materials are approved as modified based on the following criteria and the applicant's response: a. The surfacing material will not enter into the drainage system, or onto public or other private property; Response: The Grasspave2 system will be fully stabilized by the grass and there will be no loose surfacing materials that will be able to enter into the public drainage system or private property. b. The surfacing material will provide a parking surface which is usable on a year-round basis; Response: The garden is only open from April 1 through October 31; however, the parking lot is usable year-round. Although the parking lot will likely not be utilized during the winter, the Grasspave2 can support stormwater from an intense storm. During snow events, the porous pavement drains and thaws faster than conventional pavement, as it allows melted water to flow directly through the pavement. Mr. & Mrs. Powell March 25, 2014 Page 2 c. Use of the surfacing material will not result in dust or deterioration of air quality; and Response: The Grasspave2 system will give the parking lot a virtually dust -free surface. The system is designed to be fully stabilized by the lawn, and the surfacing material will not be susceptible to being wind-blown. d. Runoff from the parking area will not degrade water quality. Response: The porous pavement allows rainwater and dangerous runoff to percolate through the pavement's surface and back into the ground, where the water is cleaned and returned to the groundwater supplies, thus safeguarding the natural water cycle. 4. Landscaping will be provided to screen the parking lot use. Type I landscaping 10 feet in width is provided along the north property line that abuts the residential use. This includes a 2-foot high berm, evergreen trees, large shrubs, groundcover, and 6-foot high wood fence to create a 100% sight -obscuring screen from the residential zone. Type III landscaping 10 feet in width is provided along the right-of-way (Dash Point Road South) including a 2-foot high berm and ornamental iron fence to screen the parking area. Type IV landscaping is provided within the surface parking areas for the 22 stalls being proposed. The site plan also depicts a rain garden and plaza area with foundation landscaping around the existing home. CONCLUSIONS OF LAW 1. The proposed improvements are not exempt from Use Process review as they do not meet criteria set forth in FWRC 19.15.020, Exceptions. 2. Process I "Director's Decision" is the appropriate Master Land Use application as the improvements are to a developed site, and they do not exceed thresholds set forth in FWRC 19.15.030(1). The proposed improvements are exempt from State Environmental Policy Act review as the scope of work meets categorical exemption — flexible thresholds of FWRC 14.15.030, for parking lots up to 40 parking spaces. 4. The Federal Way Comprehensive Plan designation is Single -Family Medium -Density and zoning for the subject property is Single -Family (RS9.6). Pursuant to FWRC 19.200.110, `private noncommercial sports field, or similar open space uses' the subject property's garden use is permitted in RS zoning districts and the proposed parking lot is accessory to the garden use. The proposed improvements meet Process I purpose criteria set forth in FWRC 19.55.020 including compliance with applicable provisions of FWRC Title 19 `Zoning and Development' and health, safety, and welfare standards. CONDITIONS OF APPROVAL 1. Landscaping per the approved landscape plan prepared by Ned Gulbran, ASLA, dated March 6, 2014, must be installed and inspected. A demolition permit is required prior to removing the existing building on site. Please contact the Permit Center at 253-835-2607 or permitcenter@cityoffederalway.com for more information. 3. A 15-ft sewer easement dedicated to Lakehaven Utility District for existing sewer main along the western portion of the subject property is required. APPROVAL DURATION Unless modified or appealed, the Process I decision is valid for one year from the date of issuance of the decision. Time extensions to the decision may be requested prior to the lapse of approval following the provisions listed in FWRC 19.15.110. The improvements must be substantially completed within the one- year time period or the land use decision becomes void. APPEALS The effective date of this decision is March 20, 2014, or three days from the date of this letter. Pursuant to FWRC 19.60.080, any person who received notice of this administrative decision may appeal the decision to the Federal Way Hearing Examiner by April 3, 2014. Any appeal must be in the form of a letter delivered to the Department of Community and Economic Development with the established fee. The appeal letter must contain a clear reference to the matter being appealed and a statement of the alleged errors in the Director's decision, including the identification of specific findings and conclusions made by the Director disputed by the person filing. In that you are the only party of record, your appeal period is waived (assuming you do not wish to appeal this decision). Waiver of the right to appeal does not affect the effective date of this decision. CLOSING This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development. The proposal is for 22 new parking spaces on a parcel adjacent to Powellswood Garden. Site improvements include removing the existing carport, house addition and storage building, and additional landscaping around the perimeter property lines. TECHNICAL COMMENTS The following comments provided by staff reviewing your project must be addressed prior to site plan approval. 1. Landscaping a) Please revise the site plan or submit a separate landscape plan that includes a plant schedule containing the botanical and common names of the new plant material, typical spacing for that species, and any special planting instructions. b) The parking adjacent to the north property line (residential zones) must reduce the visual impact of parking areas and buffer dwelling units from light, glare, and other environmental intrusions by providing Type I landscaping within the required 10-foot wide perimeter landscape area. Type I landscaping shall consist of evergreen trees, large shrubs and groundcover, which will provide a 100 percent sight -obscuring screen within three years from the time of planting; or a combination of approximately 75 percent evergreen and 25 percent deciduous trees, with large shrubs, and groundcover backed by a 100 percent sight - obscuring fence. As depicted, the landscaping along the north boundary does not meet the Type I landscape requirement. Please revise the landscape plan to incorporate large shrubs along the north boundary, provide details of the species and spacing of the proposed conifer tress, and verify that 100 percent sight -obscuring screening will be provided within three years. Mr. Powell February 25, 2014 Page 2 2. Parking Lot Design a) 90 degree parking stalls must have a row width of 18 feet; the plans show stalls with a row width of 16 feet. Please depict the correct width on the plans (enclosed redlined plan). See the enclosed Parking Lot Design Criteria handout for all the parking stall dimensions. b) Per FWRC 19.125.070(4), permanent curbing must also be provided in all landscape areas abutting parking areas. Note: Vehicular overhang into any landscaping area shall not exceed two feet. Please depict the curbing or wheel stops on the site plan. CLOSING When resubmitting requested information, please provide six copies of corrected full size plans with the enclosed resubmittal form. Planning Division — Becky Cha in 253-835-2641 beck .cha in ci offederalwa .com Site Plan — On our site visit November 8, 2013, you had mentioned removing the existing garage and providing a pathway to the garden entrance. Currently the site plan depicts the existing garage to remain. Please revise the site plan to accurately depict the buildings that will remain, proposed pathways, and number of parking spaces (if more will be added once garage has been removed). At least one parking stall must be accessible pursuant to ICC A117.1-2009, ANSI, American National Standard, for accessible and usable buildings and facilities. 2. Pedestrian Pathway — A pedestrian walkway/pathway (minimum six feet wide) must be provided between the interior of the auxiliary parking lot connecting to Powellswood. The pedestrian pathway should be delineated by separate paved routes using a variation in paved texture and color, and protected from abutting vehicle circulation areas with landscaping. The walkway must also meet accessible requirements. 3. Surface Parking — The parking lot area should be broken up into rows containing no more than 10 adjacent stalls, separated by planting areas (see parking lot landscaping section below). Pursuant to Federal Way Revised Code (FWRC) 19.130.210, Surface materials, the parking areas, driveways and other vehicular circulation areas must be surfaced with a material comparable or superior to the surface material of the right-of-way providing direct vehicle access to the parking area. Mr. & Mrs. Powell November 21, 2013 Page 2 Grass grid pavers may be used for emergency access areas that are not used in required permanent circulation and parking areas. The proposed site plan depicts a reinforced grass parking lot, and as such, is not allowed, outright. However, per FWRC 19.130.100, the surface materials may be modified if the following are met: a) The surfacing material will not enter into the drainage system, or onto public or other private property; b) The surfacing material will provide a parking surface which is usable on a year-round basis; c) Use of the surfacing material will not result in dust or deterioration of air quality; and d) Runoff from the parking area will not degrade water quality. Please provide details on the type of surface material that will be used for the parking lot area and how it meets the criteria above. As part of the Process I application the city will review the surface material modification request. 4. Landscaping — Per FWRC 19.125, Article I. Landscaping, a landscape plan is required for this proposal. The landscape plan must depict all existing and proposed landscape areas showing existing trees and/or vegetation to be retained and vegetation to be removed and proposed plants to be installed. The following landscaping requirements are applicable: • Perimeter landscaping— Type III landscaping 10 feet in width shall be provided along all property lines of nonresidential uses in the RS zoning districts. • Parking lot landscaping — Type IV landscaping shall be provided within paved areas of surface parking as follows: o Twenty square feet per parking stall when up to 49 parking stalls are provided. The purpose of parking lot landscaping is to break up large areas of impervious surfaces and mitigate adverse impacts created by vehicle use areas. Parking areas/screening for rights -of -way — The parking area adjacent to Dash Point Road South (public right-of-way) must incorporate berms at least three feet in height within perimeter landscape area; or alternatively, add substantial shrub plantings to the required perimeter landscape type, and/or provide architectural features of appropriate height with trees, shrubs and groundcover, in a number sufficient to act as efficient substitute for the three-foot berm, to reduce the visual impact of parking areas and screen automobiles, and subject to approval by the director of community development. The parking adjacent to the north property line (residential zones) must reduce the visual impact of parking areas and buffer dwelling units from light, glare, and other environmental intrusions by providing Type I landscaping within required perimeter landscape areas. The proposed 10 feet of Type I landscaping meets this requirement. Please revise the site plan or submit a separate landscape plan that includes a plant schedule for the new plant material, existing plant material proposed to be retained, typical spacing for that species, the planting size of the material, the quantity of each plant, and any special planting instructions. Permeable pavement requires certain existing soil characteristics to avoid groundwater contamination while providing adequate infiltration. To determine soil suitability, two small-scale Pilot Infiltration Tests (PITS) are required. These are to be done at the bottom of the elevation of the base materials. In addition, the PIT tests must then be over -excavated by one foot to see if any restrictive layers or ground water is observed. 2. Provide a narrative stating how the project meets the core and special requirements outlined in the 2009 King County Surface Water Design Manual. Provide a Level 1 Downstream Analysis, which is a qualitative survey of the downstream drainage system for a minimum flowpath distance of one -quarter mile. Also provide information regarding any upstream areas that discharge runoff to this site, and note the location of any nearby septic systems or water wells. 4. Revise the plans to show two -foot contours, both existing and proposed, extending far enough offsite to indicate how the project will impact neighboring property. Indicate the existing and proposed slope and direction of surface water flow. Sheet flow should not be directed onto neighboring property. 5. Indicate areas to be excavated or filled. 6. Provide an approved GrassPave2 detail on the plans. 7. Provide a plan and detail drawing of the path between the parking lot and the Powellswood Garden showing construction materials, slope, landings, etc. This should meet ADA standards. 8. Provide a detail drawing of the asphalt driveway showing pavement and base depths, culverts, etc. 9. Indicate the striping method for a GrassPave2 parking lot. 10. The driveway on 4t` Avenue South must be designed to accommodate the expected vehicles that would use the site. The driveway must be at least 30 feet wide, and may need to be wider to accommodate busses based on Autoturn template and should be relocated further from the intersection. As proposed, the existing driveway location is too close to the intersection and too narrow to accommodate a school bus trying to turn into it off of Dash Point Road. Staff expects traffic could back up onto Dash Point Road because the bus would need to back onto Dash Point Road to make the turn into the site, this situation is unacceptable. Furthermore, it may not be possible for the bus to maneuver within the parking lot without having to back up onto 4'h Avenue South. A potential solution would entail removing the existing house and moving the existing driveway as far as possible from the intersection to the north. 13-104514 Doc. If this option is not feasible due to topography, staff would support allowing either a full access on SR 509 or a one-way driveway on 4th Avenue South and SR 509. The one-way driveway would need to be located as far as possible from the intersection. Please note, the applicant must provide supporting documentation showing why it's not feasible to utilize the existing Powellswood Garden's driveway in order for staff to support allowing another driveway on SR 509. Also, staff is recommending traffic control for the site during expected special events. 3. Based on the project description, the project is not expected to generate new PM peak hour trips or proposing a new usage of the single family house, so there is no nexus for requiring frontage improvements on either Dash Point Road or 4a' Avenue South. However, in researching the project staff learned that 4` l Avenue South right-of-way has not been dedicated. As a condition of development, the applicant is required to dedicate 30 feet of right-of-way on 4t' Avenue South. Based on our review, the Land Surveyors smaller driveway width will not have any negative impacts on users or public safety. Neighbors The PowellsWood Garden overflow parking lot is being constructed to provide additional off- street parking for the Garden. In addition to passenger vehicles, visitors occasionally arrive at the site in large passenger vans or small shuttle buses (18- to 23-passenger buses). Using the AutoTURN computer program, we analyzed the drive path of two different types of buses entering the site to stage in the overflow parking lot. As you can see on the attached exhibits, the buses would be able to enter and exit the parking lot through a driveway that is 22 feet wide. The buses would be required to complete a several point turn within the lot in order to enter and leave. This is acceptable because PowellsWood Garden staff will be able to manage the parking lot and keep the required area clear for bus maneuvering. It is our understanding that the staff knows when buses will be coming to the site and can prepare accordingly. We spoke with Chris Ingham of South King Fire and Rescue, who is familiar with the project. He stated that the fire department does not have any requirement for a fire apparatus to drive down the proposed driveway; a fire truck would stay on the driveway apron and a hose would be pulled to the house at PowellsWood Garden. Mr. Ingham also stated that South King Fire and Rescue does not have a width requirement for the driveway, and that the existing 14-foot wide driveway is acceptable. In addition, Mr. Ingham stated that fire trucks currently have acceptable access to the house located at 30112 4th Avenue South. Surface Material Modification Request Pursuant to Federal Way Revised Code (FWRC) 19.130.210, Surface Materials, the parking areas, driveways, and other vehicular circulation areas must he surfaced with a material comparable or superior to the surface material of the right-of-way providing direct vehicle access to the parking area. Based on your November 21, 2013, comment letter, grass grid pavers are not allowed outright. It is our understanding that FWRC 19.130.100, allows surface materials to be modified if the below criteria are met. Our response to each criterion is provided (in bold) below: a) The surfacing material will not enter into the drainage system, or onto public or other private property; Response: The Grasspave2 system is comprised of a base course, a Hydrogrow mixture, the Grasspave, sand, and thin cut sod, washed sod, or hydroseeding. The system is made from 100 percent recycled plastic and porous pavers that clean out pollutants through bioremediation. The system is designed to withstand significant structural loads and the grid provides stability and flexibility. Once completed, the Grasspave2 system will be fully stabilized by the grass and there will be no loose surfacing material that will be able to enter into the drainage system or onto public or other private property. b) The surfacing material will provide a parking surface which is useable on a year- round basis; Response: PowellsWood Garden is only open to visitors April 1 through October 31. Guests, maintenance staff, and garden employees presently park in the lot near the house and Spring Garden on the PowellsWood complex, and will continue to do so even after the overflow parking lot is constructed. While the parking lot will likely not be utilized during the winter months, the porous pavement can easily support stormwater from an intense storm. During snow events, the porous pavement drains and thaws faster than conventional pavement, as it allows melted water to flow directly through the pavement. The system is designed to be fully stabilized by the lawn, and the surfacing (material will not be susceptible to being wind-blown. Per the manufacturer, the system is designed to capture and retain airborne dust. d) Runoff from the parking area will not degrade water quality. Response: The porous pavement allows rainwater to percolate through the pavement's surface and back into the ground, where the water is cleaned and returned to groundwater supplies. This system protects against dangerous runoff by processing and cleaning the water, thus safeguarding the natural water cycle. Additionally, a Cation Exchange Capacity (CEC) and organic content test were completed on the subgrade soils. The purpose of our services was to assess infiltration characteristics of native subgrade soils for pervious parking sections. Our scope of services included completing two Pilot Infiltration Tests (PIT), laboratory testing, engineering analyses, and preparation of this report. PROJECT INFORMATION The lot is bordered by Dash Point Road (Hwy 509) to the south, 4`h Avenue South to the west, Powellswood Gardens to the east, and a residential lot to the north. The planned parking area is a residential lot with one home and several outbuildings (garages/shops). We understand plans include removal of the outbuildings and eastern portion of the residence, and converting most of the lot to overflow parking for Powellswood Gardens. The GrassPave2 porous pavement system has been selected for the parking surface to assist in stormwater control. Vehicle traffic is assumed to consist of principally light vehicles (cars). We understand that finish parking surface grades will be near existing grades. SITE AND SUBSURFACE CONDITIONS The lot is relatively level with non -building areas principally landscaped as grass lawn with some deciduous and evergreen trees, and bushes. Subsurface conditions. were assessed by observing three hand -dug excavations in the planned parking area on February 27, 2014. Two of these holes were used for infiltration tests (IT-1 and IT-2) and were located in the eastern portion of the planned parking area. A third excavation, Pot Hole 1 (PH-1) was located in the western portion of the parking area to assess conformity of soils across the site. P.O. Observed soil conditions in the test holes are described below: Soil Conditions Infiltration Test I (IT-1): 0 - 0.25 feet: Sod and topsoil. 0.25 — 2.75 feet: Medium dense, moist, gray, gravelly SAND with trace silt and occasional cobble. Infiltration Test 2 (IT-2): 0 - 0.83 feet (10 inches): Sod and topsoil. 0.83 — 1.5 feet: Medium dense, moist, gray, gravelly SAND with trace silt and occasional cobble. pot Hole 1 PH -I : 0 - 0.75 feet: Sod and topsoil. 0.75 — 1.5 feet: Medium dense, moist, brown, gravelly SAND with trace silt. In addition to the above described test holes, two holes had been previously dug on the Powellswood Gardens lot, immediately east of the fence that separates the two properties. These holes were on the order of 2.75 to 3 feet deep and soil conditions were similar to those observed in the test holes in the parking area. Groundwater Conditions Groundwater was not observed in the test holes at the time of our fieldwork on February 27, 2014. Surface grades drop moderately to the east and north of the parking area. No evidence of seepage or other indications of shallow groundwater were observed on adjacent slopes. As such, we estimate that permanent groundwater levels below the planned parking area are on the order of 10 feet or deeper below surface grades. Geologic Setting Soils on the site have been surveyed and classified by the U.S. Soil Conservation Service. The report of this survey is presented in the "Soil Survey of King County Area, Washington", originally issued in 1973. This report indicates that surface soils on the site are mapped as Alderwood gravelly sandy loam. 2 1 Geotechnical Engineering Report SSGC Powetlswood Gardens Parking Area Federal Way, Washington SSGC Project No. 14012 March 4, 2014 Alderwood gravelly sandy loam reportedly consists of moderately well drained soil that formed in glacial till. Native soils observed in the test holes at this site appeared to contain much less loam (silt) than typical glacial till soils in the area. Soils observed are considered to be more representative of glacial outwash or sandy glacial till. GEOTECHNICAL DESIGN CONSIDERATIONS Site soils and infiltration characteristics are considered suitable for the GrassPave2 porous pavement system. Recommendations presented in the following sections are based upon the subsurface conditions observed in the test holes and our current understanding of project plans. However, it should be noted that subsurface conditions across the site may vary from those observed and can change with time. Therefore, proper site preparation will depend upon the weather and soil conditions encountered at the time of construction. We recommend that SSGC review final plans and assess subgrade conditions for foundations at the time of construction. The native glacial gravelly sand will provide suitable support and infiltration for porous pavements. Pavement subgrades should consist of the native gravelly sand below the sod/topsoil layer. Infiltration Characteristics Two (2) Pilot Infiltration Tests (PIT) were performed in the planned parking area in general conformance with Section 3.3.6 of the 2012 Washington State Department of Ecology (DOE) Stormwater Management Manual for Western Washington. These tests were completed at depths near the anticipated subgrade elevation of the porous pavement section. Results of the infiltration tests are presented in the table below. Similar soils were observed to the completion depth. Also, as stated previously, two holes extending to a maximum depth of 3 feet on the eastern perimeter of the parking area indicated similar soils to at least that depth. The corrected infiltration rates of 4.3 to 8.6 inches per hour (in/hr) are considered appropriate for the soils observed. As soils in the two infiltration test holes and the pot hole appear similar, it is our opinion that these rates could be averaged for design purposes across the site. It is our opinion that groundwater levels will not adversely impact infiltration below the porous pavement section. Porous Pavement Subgrade Preparation We recommend that the sod/topsoil and any fill or other deleterious materials encountered during site preparation are removed from porous pavement areas. Subgrades should consist of the native gravelly sand. Stripping depths are anticipated to range from about 4 to 10 inches based on observed conditions in the test holes, but may be deeper in other areas across the site. Subgrade preparation guidelines for porous (pervious) pavements typically recommend limiting or eliminating compaction of subgrades so densification and reduction of infiltration capacity will not occur. Subgrades in porous (pervious) pavement areas should not be proofrolled following stripping. Wheeled vehicles should not be allowed to drive over porous pavement subgrades. Tracked equipment traffic should be limited to the extent possible. Porous pavement sections typically use a storage bed of free —draining imported granular material under the surface pavement section and above the prepared subgrade. The thickness of the storage layer should be sized for the amount of stormwater to be stored. Storage bed material should conform to the gradation criteria presented in Section 9-03.12(5) "Gravel Backfill for Drywells" of the WSDOT Specifications for Road, Bridge, and Municipal Construction (Publication M 41-10), or as approved by the City of Federal Way. REPORT CONDITIONS This report has been prepared for the exclusive use of AHBL and Powellswood Garden for specific application to the project discussed and has been prepared in accordance with generally accepted geotechnical engineering practices in the area. No warranties, either express or implied, are intended or made. Site safety and earthwork construction procedures are the responsibility of others. Regarding the items I needed to follow up with you on: Permittin and fees: We will need an EN review and approval. Attached is the resubmittal form we talked about, which should come in with any resubmittal. Also attached is an application for an EN permit, which can be submitted during land use review or after land use approval, whichever Monty is more comfortable with. $844.50 will be collected with the EN application, but that does not include inspection fees which will be collected when the construction permit is actually issued. Please submit 5 sets of plans and one abbreviated TIR for the EN review. Demolition permit: They do need a demolition permit for the structures on the lot. As we discussed, a combined demolition and erosion control plan should work well. Gate location: The Gate should be 25-30 feet from the edge of pavement. Driveway: The radii on the driveway are preferred over a standard curb cut since Dash Point Road has a higher speed limit than typical city streets. Sarady also recommended that the entire driveway be widen to at least 20' for two-way traffic, rather than necking it down to 14' interior to the site. Please coordinate with South King Fire Department to determine if they are going to require that it be widened. Parking Lot Staff has always understood that the parking lot would be used for buses as well as cars, and in fact part of the reason for the parking lot was to give buses a safe area to park and unload. Please indicate how the parking lot will function for buses. ADA compliance on the walkway: Traffic Dept. is satisfied with the arrangement to have HC parking stalls for the gardens closer to the garden area rather than in the new parking lot. In that case, ADA compliance for the walkway between the parking lot and the garden is not a concern to Public Works Department. Check with Planning and Building Departments to verify their requirements. The lot will be buffered on the north and south sides by10 foot wide planted berms. The north side, adjacent to a single family residence, will also have a 6 ft. high 100% sight -obscuring fence. We are planning a small change to the approved plan that we believe will improve the visual character of the grass surface parking lot and increase by about 20% the planting areas of the north and south buffer zones. Instead of installing a continuous concrete curb at the head of the parking stalls, we are planning to use wheel stops set back 2 feet from the face of where the concrete curb would have been. The wheel stops keep cars from overhanging the mounded plant bed and interfering with plants. The area between the back of the wheel stop and the base of the berm will be additional space for low planting and transitioning to the grass surface of the parking lot. In keeping with Powellswood's strong recycling ethic, heavy 6 by 12 timbers salvaged from demolition of buildings on the site are being cut to wheel stop length and pressure treated. They will be set in the ground with a 4 inch height exposed and pinned in place with pipes driven through bored holes. The discontinuous line and natural color of wood in the grass surface will enhance the character of this addition to the garden. My preference is to relocate it as far back as possible but given the constraints I think this 30' is adequate to accommodate a small bus/van as stated by the applicant. Also, I think there could be issue with school bus turn around within the parking lot if there are other vehicles in the parking lot. This is more of internal parking issue with Planning Department and I already raised this with Becky. However, there're couple items that must be addressed in your formal submittal. 1) FWRC 19.135.270. Driveway width should be 30 feet wide. Driveway widths may be increased in order to provide adequate width for vehicles that may be reasonably expected to use the driveway. This would be determined on a case -by -case basis by the Public Works director. 2) Parking lot layout should be designed to accommodate vehicles that would be expected to use the site such as a garbage truck or school bus. 3) The proposed entrance gate should be relocated at least 25-30 away from the street. This would provide adequate storage for one vehicle. Please note, Planning Department will be reviewing the internal parking design such as parking stall dimensions and drive aisle width.
