Response: The square footage of vegetated permeable paving, interlocking pavers, asphalt pavement, and gravel surfacing has been added to section 1.3 — Post - Development Conditions in the TIR. 2. The offsite analysis needs to apply more specifically to the parking lot site, not Powellswood in general. Does runoff from the site currently flow into the public right-of-way, and will it do so in overflow? Does it affect homes in the vicinity? Does storm water flow from offsite onto this property, resulting in additional runoff that will need to be absorbed by the GrassPave? Response: The offsite analysis has been revised. It now applies specifically to the parking lot site and addresses the outlined questions. Refer to section 3.1—Level One Downstream Analysis in the TIR. Provide a narrative stepping through the applicable sections of the DOE manual to show that the project meets Basic Flow Control requirements. Response: The project site is located in a Conservation Flow Control Area per the City of Federal Way Flow Control Applications Map. Furthermore, it is subject to Level 2 Flow Control standards per the 2009 KCSWOMsince no downstream problems have been identified. The KCSWOMprovides limited design recommendations for permeable pavement and its use as a flow control facility. Therefore, the flow control system has been designed to meet the standards in the 2012 SWMMWW. The applicable sections of the SWMMWWare 2.5.7 Minimum Requirement #7.• Flow Control of Volume land 3.3.75ite Suitability Criteria (SSC) of Volume 111. The proposed parking lot and driveway infiltration facility exceeds these standards because it has been designed to infiltrate all stormwater runoff. Refer to section 4.1— Flow Control in the T1Rfor a revised summary of the flow control standards and the infiltration facility. 4. Provide a narrative stepping through the applicable sections of the DOE manual to show that this project meets Enhanced Basic Treatment requirements. Response: The project site is located in an area with Enhanced Basic Water Treatment Menu requirements per the City of Federal Way Water Quality Applications Map. The Enhanced Basic Water Quality menu requirements may be reduced to those of the Basic Water Quality menu for treatment of any runoff that is infiltrated. The KCSWOM provides limited design recommendations for permeable pavement and its use as a water quality facility. Therefore, the water quality system has been designed to meet the standards in the 2012 SWMMWW. The applicable sections of the SWMMWWare 2.5.6 Minimum Requirement #6: Runoff Treatment of Volume I a nd 3.3.7 Site Suitability Criteria (SSC) of Volume III. The proposed parking lot and driveway water quality facility meets these standards because it has been designed to infiltrate all runoff into the underlying site soils, which meets the criteria for soil used as treatment. Provide a narrative as to why this project does not need to provide a sediment trap for TESC. Response: A temporary sediment trap is not an appropriate BMP for the project for the following reasons: 1) given the site topography, the maximum tributary area for the trap would be insignificant (approximately 0.3 acre), 2) the excavated parking lot will serve as a temporary infiltration facility for potential runoff during construction, and 3) construction will occur during the dry season, which will minimize the potential for erosion. Silt fence located at the perimeter of the site is a more suitable BMP than a sediment trap because it takes up little space and is effective at removing sediment from runoff generated in small areas. The proposed location for silt fence can be seen on Sheet C2.0. Section 8.1— ESC Plan Analysis and Design in the UR has been revised and includes the text above. 6. Bonding and an Operations & Maintenance plan are required for this project. The bond quantities worksheet is enclosed. It is only required for TESC, so it should be minimal. Please let me know whether the applicant wishes to do an assignment of savings or a bond. The site had been stripped prior to our visit. Exposed subgrade soils consisting of gravelly sand with trace silt were observed across the planned parking area. These soils are considered suitable for the GrassPave2 porous pavement system. Stripping of the site has been completed in general conformance to recommendations in our March 4, 20t4 geotechnical report for the project. Excavation/stripping has resulted in short (.t +/- foot) near vertical cuts along portions of the south side of the parking area. These cuts could be sloped back at 21I: IV (1lorizontal:Vertical) inclinations, or incorporated into landscaping without adversely impacting surrounding improvements including the parking lot. Should final subgrade elevations require fill to be imported to the site, sand or base course could be used and lightly compacted with tracked machinery to a non -yielding condition without adversely affecting infiltration characteristics of site soils. Based on our review, the Land Surveyors smaller driveway width will not have any negative impacts on users or public safety. Neighbors The PowellsWood Garden overflow parking lot is being constructed to provide additional off- street parking for the Garden. In addition to passenger vehicles, visitors occasionally arrive at the site in large passenger vans or small shuttle buses (18- to 23-passenger buses). Using the AutoTURN computer program, we analyzed the drive path of two different types of buses entering the site to stage in the overflow parking lot. As you can see on the attached exhibits, the buses would be able to enter and exit the parking lot through a driveway that is 22 feet wide. The buses would be required to complete a several point turn within the lot in order to enter and leave. This is acceptable because PowellsWood Garden staff will be able to manage the parking lot and keep the required area clear for bus maneuvering. It is our understanding that the staff knows when buses will be coming to the site and can prepare accordingly. We spoke with Chris Ingham of South King Fire and Rescue, who is familiar with the project. He stated that the fire department does not have any requirement for a fire apparatus to drive down the proposed driveway; a fire truck would stay on the driveway apron and a hose would be pulled to the house at PowellsWood Garden. Mr. Ingham also stated that South King Fire and Rescue does not have a width requirement for the driveway, and that the existing 14-foot wide driveway is acceptable. In addition, Mr. Ingham stated that fire trucks currently have acceptable access to the house located at 30112 4th Avenue South. Based on the analysis summarized above and review of the emergency vehicle access, we believe the reduction in the driveway width would not have an adverse effect on users or public safety. Our services have been completed in general conformance with our proposal (P14008, dated February, 2014) and authorized by Mr. Monte Powell on the same day. The purpose of our services was to assess infiltration characteristics of native subgrade soils for pervious parking sections. Our scope of services included completing two Pilot Infiltration Tests (PIT), laboratory testing, engineering analyses, and preparation of this report. PROJECT INFORMATION The lot is bordered by Dash Point Road (Hwy 509) to the south, 41h Avenue South to the west, Powellswood Gardens to the east, and a residential lot to the north. The planned parking area is a residential lot with one home and several outbuildings (garages/shops). We understand plans include removal of the outbuildings and eastern portion of the residence, and converting most of the lot to overflow parking for Powellswood Gardens. The GrassPave2 porous pavement system has been selected for the parking surface to assist in stormwater control. Vehicle traffic is assumed to consist of principally light vehicles (cars). We understand that finish parking surface grades will be near existing grades. SITE AND SUBSURFACE CONDITIONS The lot is relatively level with non -building areas principally landscaped as grass lawn with some deciduous and evergreen trees, and bushes. Subsurface conditions were assessed by observing three hand -dug excavations in the planned parking area on February 27, 2014. Two of these holes were used for infiltration tests (IT-1 and IT-2) and were located in the eastern portion of the planned parking area. A third excavation, Pot Hole I (PH-1) was located in the western portion of the parking area to assess conformity of soils across the site. P.O. Observed soil conditions in the test holes are described below: Soil Conditions Infiltration Test 1 (IT-1): 0 - 0.25 feet: Sod and topsoil. 0.25 — 2.75 feet: Medium dense, moist, gray, gravelly SAND with trace silt and occasional cobble. In til tration Test 2 : 0 - 0.83 feet (10 inches): Sod and topsoil. 0.83 — 1.5 feet: Medium dense, moist, gray, gravelly SAND with trace silt and occasional cobble. Pot Hole 1 (PH-1): 0 - 0.75 feet: Sod and topsoil. 0.75 — 1.5 feet: Medium dense, moist, brown, gravelly SAND with trace silt. In addition to the above described test holes, two holes had been previously dug on the Powellswood Gardens lot, immediately east of the fence that separates the two properties. These holes were on the order of 2.75 to 3 feet deep and soil conditions were similar to those observed in the test holes in the parking area. Groundwater Conditions Groundwater was not observed in the test holes at the time of our fieldwork on February 27, 2014. Surface grades drop moderately to the east and north of the parking area. No evidence of seepage or other indications of shallow groundwater were observed on adjacent slopes. As such, we estimate that permanent groundwater levels below the planned parking area are on the order of 10 feet or deeper below surface es. Geologic Setting Soils on the site have been surveyed and classified by the U.S. Soil Conservation Service. The report of this survey is presented in the "Soil Survey of King County Area, Washington", originally issued in 1973. This report indicates that surface soils on the site are mapped as Alderwood gravelly sandy loam. 2 Geotechnical Engineering Report Powellswood Gardens Parking Area Federal Way, Washington SSGC Project No. 14012 March 4, 2014 SSGC Alderwood gravelly sandy loam reportedly consists of moderately well drained soil that formed in glacial till. Native soils observed in the test holes at this site appeared to contain much less loam (silt) than typical glacial till soils in the area. Soils observed are considered to be more representative of glacial outwash or sandy glacial till. GEOTECHNICAL DESIGN CONSIDERATIONS Site soils and infiltration characteristics are considered suitable for the GrassPave2 porous pavement system. Recommendations presented in the following sections are based upon the subsurface conditions observed in the test holes and our current understanding of project plans. However, it should be noted that subsurface conditions across the site may vary from those observed and can change with time. Therefore, proper site preparation will depend upon the weather and soil conditions encountered at the time of construction. We recommend that SSGC review final plans and assess subgrade conditions for foundations at the time of construction. The native glacial gravelly sand will provide suitable support and infiltration for porous pavements. Pavement subgrades should consist of the native gravelly sand below the sod/topsoil layer. Infiltration Characteristics Two (2) Pilot Infiltration Tests (PIT) were performed in the planned parking area in general conformance with Section 3.3.6 of the 2012 Washington State Department of Ecology (DOE) Stormwater Management Manual for Western Washington. These tests were completed at depths near the anticipated subgrade elevation of the porous pavement section. Results of the infiltration tests are presented in the table below. Similar soils were observed to the completion de tl Also, as stated previously, two holes extending to a maximum depth of feet on the eastern perimeter of the parking area indicated similar soils to at least that depth. The corrected infiltration rates of 4.3 to 8.6 inches per hour (in/hr) are considered appropriate for the soils observed. As soils in the two infiltration test holes and the pot hole appear similar, it is our opinion that these rates could be averaged for design purposes across the site. It is our opinion that groundwater levels will not adversely impact infiltration below the porous pavement section. A Cation Exchange Capacity (CEC) and organic content test were completed on representative pavement Subgrade soils. CEC and organic content results indicate the soils will generally satisfy DOE requirements. Test results are summarized in the following table. Porous Pavement Subgrade Preparation We recommend that the sod/topsoil and any fill or other deleterious materials encountered during site preparation are removed from porous pavement areas. Subgrades should consist of the native gravelly sand. Stripping depths are anticipated to range from about 4 to 10 inches based on observed conditions in the test holes, but may be deeper in other areas across the site. Subgrade preparation guidelines for porous (pervious) pavements typically recommend limiting or eliminating compaction of subgrades so densification and reduction of infiltration capacity will not occur. Subgrades in porous (pervious) pavement areas should not be proofrolled following stripping. Wheeled vehicles should not be allowed to drive over porous pavement subgrades. Tracked equipment traffic should be limited to the extent possible. Porous pavement sections typically use a storage bed of free —draining imported granular material under the surface pavement section and above the prepared subgrade. The thickness of the storage layer should be sized for the amount of stormwater to be stored. Storage bed material should conform to the gradation criteria presented in Section 9-03.12(5) "Gravel Backfill for Drywells" of the WSDOT Specifications for Road, Bridge, and Municipal Construction (Publication M 41-10), or as approved by the City of Federal Way. REPORT CONDITIONS This report has been prepared for the exclusive use of AHBL and Powellswood Garden for specific application to the project discussed and has been prepared in accordance with generally accepted geotechnical engineering practices in the area. No warranties, either express or implied, are intended or made. Site safety and earthwork construction procedures are the responsibility of others. PowellsWood is open five days a week, April 1 to October 31, Tuesday through Saturday, from 10 AM to 3 PM. To better accommodate garden visitors and reduce existing pull -off traffic along South Dash Point Road, PowellsWood Garden proposes to construct a new overflow parking lot on an existing adjacent residential lot. See the Parking Lot Plan and Landscape Plan for greater detail. Presently an existing home, house addition, carport, and several outbuildings (garages/shops) exist on the future parking lot site. Two of the existing garages/shops, the house addition, the carport, and the existing residential driveway will be demolished to make room for the new parking lot. Additionally, the existing PowellsWood Garden driveway will be abandoned and demolished and the entrance to the proposed parking lot will serve as the new main garden entrance. In addition to providing overflow guest parking, the parking lot will serve as a loading, unloading, and turnaround zone for special events. Existing maintenance staff, employees, and visitors will continue to use the existing parking within the PowellsWood complex across from the Spring Garden. The proposed parking lot will be constructed with Grasspave2 porous pavement, while the new parking lot entry driveway, ADA parking stall, and associated walkway will be constructed with an ADA-approved interlocking paver system. The proposed parking lot will have 22 parking stalls (including one ADA stall). Additional information regarding Grasspave2 from the manufacturer is enclosed with this letter. Surface Material Modification Request Pursuant to Federal Way Revised Code (FWRC) 19.130.210, Surface Materials, the parking areas, driveways, and other vehicular circulation areas must be surfaced with a material comparable or superior to the surface material of the right-of-way providing direct vehicle access to the parking area. Based on your November 21, 2013, comment letter, grass grid pavers are not allowed outright. It is our understanding that FWRC 19.130.100, allows surface materials to be modified if the below criteria are met. Our response to each criterion is provided (in bold) below: a) The surfacing material will not enter into the drainage system, or onto public or other private property; Response: The Grasspave2 system is comprised of a base course, a Hydrogrow mixture, the Grasspave, sand, and thin cut sod, washed sod, or hydroseeding. The system is made from 100 percent recycled plastic and porous pavers that clean out pollutants through bioremediation. The system is designed to withstand significant structural loads and the grid provides stability and flexibility. Once completed, the Grasspave2 system will be fully stabilized by the grass and there will be no loose surfacing material that will be able to enter into the drainage system or onto public or other private property. b) The surfacing material will provide a parking surface which is useable on a year- round basis; Response: PowellsWood Garden is only open to visitors April 1 through October 31. Guests, maintenance staff, and garden employees presently park in the lot near the house and Spring Garden on the PowellsWood complex, and will continue to do so even after the overflow parking lot is constructed. While the parking lot will likely not be utilized during the winter months, the porous pavement can easily support stormwater from an intense storm. During snow events, the porous pavement drains and thaws faster than conventional pavement, as it allows melted water to flow directly through the pavement. The system is designed to be fully stabilized by the lawn, and the surfacing material will not be susceptible to being wind-blown. Per the manufacturer, the system is designed to capture and retain airborne dust. d) Runoff from the parking area will not degrade water quality. Response: The porous pavement allows rainwater to percolate through the pavement's surface and back into the ground, where the water is cleaned and returned to groundwater supplies. This system protects against dangerous runoff by processing and cleaning the water, thus safeguarding the natural water cycle. Additionally, a Cation Exchange Capacity (CEC) and organic content test were completed on the subgrade soils. The site has a high infiltration rate, making a frill -scale PIT difficult, and the site geotechnical investigation suggests uniform subsurface characteristics. Infiltration Test • Excavate the test pit to the estimated surface elevation of the proposed infiltration facility. In the case of bioretention, excavate to the estimated elevation at which the imported soil mix will lie on top of the underlying native soil. For permeable pavements, excavate to the elevation at which the imported subgrade materials, or the pavement itself, will contact the underlying native soil. if the native soils (road subgrade) will have to meet a minimum subgrade compaction requirement. compact the native soil to that requirement prior to testing. Note that the permeable pavement design guidance recommends compaction not exceed 90% - 92%. Finally, lay back the slopes sufficiently to avoid caving and erosion during the test. Alternatively, consider shoring the sides of the test pit. • The horizontal surface area of the bottom of the test pit should be 12 to 32 square feet. It may be circular or rectangular, but accurately document the size and geometry of the test pit. Install a vertical measuring rod adequate to measure the ponded water depth and that is marked in half -inch increments in the center of the pit bottom. • Use a rigid pipe with a splash plate on the bottom to convey water to the pit and reduce side -wall erosion or excessive disturbance of the pond bottom. Excessive erosion and bottom disturbance will result in Clogging of the infiltration receptor and yield lower than actual infiltration rates. Use a 3 inch diameter pipe for pits on the smaller end of the recommended surface area, and a 4 inch pipe for pits on the larger end of the recommended surface area. • Pre-soak period: Add water to the pit so that there is standing water for at least 6 hours. Maintain the pre-soak water level at least 12 inches above the bottom of the pit. • At the end of the pre-soak period, add water to the pit at a rate that will maintain a 6-12 inch water level above the bottom of the pit over a full hour. The depth should not exceed the proposed maximum depth of water expected in the completed facility. • Every 15 minutes, record the cumulative volume and instantaneous flow rate in gallons per minute necessary to maintain the water level at the same point (between 6 inches and i foot) on the measuring rod. Volume III —Hydrologic Analysis and Flow Control BMPs — August 2012 3-78 The specific depth should be the same as the maximum designed ponding depth (usually 6 — 12 inches). • After one hour, turn off the water and record the rate of infiltration (the drop rate of the standing water) in inches per hour from the measuring rod data, until the pit is empty. • A self -logging pressure sensor may also be used to determine water depth and drain -down. • At the conclusion of testing, over -excavate the pit to see if the test water is mounded on shallow restrictive layers or if it has continued to flow deep into the subsurface. The depth of excavation varies depending on soil type and depth to hydraulic restricting layer, and is determined by the engineer or certified soils professional. The soils professional should judge whether a mounding analysis is necessary. Data Analysis See the explanation under the guidance for large-scale pilot infiltration tests. 3. Soil Grain Size Analysis Method For each defined layer below the infiltration pond to a depth below the pond bottom of 2.5 times the maximum depth of water in the pond, but not less than 10 feet, estimate the initial saturated hydraulic conductivity (Ksa() in cm/sec using the following relationship (see Massmann 2003, and Massmann et al., 2003). For bioretention facilities, analyze each defined layer below the top of the final bioretention area subgrade to a depth of at least 3 times the maximum ponding depth, but not less than 3 feet (1 meter). For permeable pavement, analyze for each defined layer below the top of the final subgrade to a depth of at least 3 times the maximum ponding depth within the base course, but not less than 3 feet (1 meter). If the licensed professional conducting the investigation determines that deeper layers will influence the rate of infiltration for the facility, soil layers at greater depths must be considered when assessing the site's hydraulic conductivity characteristics. Your effort to meet in person to discuss the project was very helpful. Driving by today, we noticed the surveyors onsite so it looks like the project is progressing well. Regarding the items I needed to follow up with you on: PermittinL and fees: We will need an EN review and approval. Attached is the resubmittal form we talked about, which should come in with any resubmittal. Also attached is an application for an EN permit, which can be submitted during land use review or after land use approval, whichever Monty is more comfortable with. $844.50 will be collected with the EN application, but that does not include inspection fees which will be collected when the construction permit is actually issued. Please submit 5 sets of plans and one abbreviated TIR for the EN review. Demolition permit: They do need a demolition permit for the structures on the lot. As we discussed, a combined demolition and erosion control plan should work well. Gate location: The Gate should be 25-30 feet from the edge of pavement. Driveway: The radii on the driveway are preferred over a standard curb cut since Dash Point Road has a higher speed limit than typical city streets. Sarady also recommended that the entire driveway be widen to at least 20' for two-way traffic, rather than necking it down to 14' interior to the site. Please coordinate with South King Fire Department to determine if they are going to require that it be widened. Parking Lot Staff has always understood that the parking lot would be used for buses as well as cars, and in fact part of the reason for the parking lot was to give buses a safe area to park and unload. Please indicate how the parking lot will function for buses. ADA compliance on the walkway: Traffic Dept. is satisfied with the arrangement to have HC parking stalls for the gardens closer to the garden area rather than in the new parking lot. In that case, ADA compliance for the walkway between the parking lot and the garden is not a concern to Public Works Department. Check with Planning and Building Departments to verify their requirements. Landscaping._nlans Please include landscaping plans for the areas where driveways will be removed. Talk with Becky Chapin from our Planning Department regarding acceptable plantings. Public Works concern is only that the driveways be clearly removed from service and permanently stabilized.
