We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the,members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions, Public Works Department, and representatives from Lakehaven Water and Sewer District and South King Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes for all additional requirements that may apply to your project. Otherwise, any general questions about the preapplication and permitting process can be referred to your key contact. PROJECT DESCRIPTION Preapplication conference request to review proposed expansion to the fueling canopy by approximately 3,300 sq ft, install four (4) new multi -product fuel dispensers, and relocate the controller enclosure from the existing location in the southwest corner of the fueling facility to the northwest corner of the fueling facility. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the comments made by all departments in the following section of this letter. Mr. Moseley October 26, 2018 Page 2 ■ Planning Division In accordance with FWRC Chapter 19.60, the proposal is subject to a Master Land Use Process II — Site Plan Review approval prior to building permit submittal or issuance. Public Works Development Services Division Stormwater runoff control and water quality treatment will be required. Flow control will be required as outlined in the 2016 King County Surface Water Design Manual (KCSWDM). Water Quality must be brought up to current standards as outlined in the KCSWDM and the City of Federal Way Addendum to the KCSWDM, and will be required for the entire subject site (all parcels under joint or related ownership). Drainage from the pump islands must be directed to sanitary sewer. • Public Works Traffic Division 1. Transportation Concurrency Management (FWRC 19.90) — A Transportation concurrency pen -nit with application fee of $4,790 (11 - 50 Trips) is required for the proposed project. 2. Traffic Impact Fees (FWRC 19.91) — Traffic impact fees payment will be assessed at building permit issuance. 3. Frontage Improvements (FWRC 19.135.040) — Construct half -street frontage improvements and dedicate right-of-way (ROW) along the property frontage on SR 161 and S 352' St. if the proposal exceeds the 25% threshold. 4. Access Management (FWRC 19.135.260) — The development shall meet access management standards. 5. Transportation Impact Analysis (TIA) — A TIA prepared by a licensed engineer in Washington is required to determine the number of trips generated by the development. The TIA shall also include queuing analysis at site access on S 352°d St. and Enchanted Parkway S. • Building Division Building pen -nit application and approval required for construction of the proposed project. Please refer to comments provided by Greg Kirk, Building Division, contained within this letter. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference. Each section should be read thoroughly. If you have questions, please contact the representative listed for that section. COMMUNITY DEVELOPMENT — PLANNING DIVISION Natalie Kamieniecki, 253-835-2638, natalie.kamieniecki@cityoffederalway.com Zoning Designation and Land Use — The subject property is located in a Commercial Enterprise (CE) zoning district. Bulk retail is a permitted use within the CE zone district subject to the requirements of FWRC 19.240.060. a. Setbacks — 20 ft. (front); 0 ft. (side/rear) b. Maximum Height — 40 ft. Above Average Building Elevation (AABE) c. Parking — 1 parking space for every 300 sq. ft. of gross floor area. Any changes to the parking as a result of site design elements or otherwise will be reviewed for minimum required parking. d. Land Use Application Use Process H— As proposed, the development requires a Process II Master Land Use Application. A Use Process II is an administrative land use review conducted by city staff with a final decision by the Community Development Director. Process II applications do not require public notice. They are deemed complete on acceptance by the Permit Center based on the minimum submittal requirements. Please see Bulletin #013 Use Process II submittal requirements. 3. State Environmental Policy Act (SEPA) Environmental Review — As submitted, the site plan will not require environmental review. The proposal does not exceed SEPA exemptions set forth in WAC 197-11-800 (2), and the flexible thresholds of FWRC 14.15.030. 4. Community Design Guidelines — All commercial projects are subject to the provisions of FWRC 19.115. The following design guidelines that apply to the proposal are noted below. FWRC 19.115.060 Building Design — Expanded portion of the fueling canopy to match the architecture of the existing portion of the fuel canopy. 5. Outdoors, Yards, and Landscaping — Landscape plan approval is applicable to all commercial developments within the city. The landscaping plan must include but is not limited to replacement of vegetation within the area of the relocated controller building. Additional site development or road frontage improvement activities may require additional landscaping to be depicted on the plan. Required landscape plans for all projects shall be prepared by persons qualified pursuant to FWRC 19.125.035(1)(a). FWRC 19.125.035 Landscape and Irrigation Plan submittal requirements — The landscape and irrigation plan may be provided separately or incorporated into plans submitted for site plan review. FWRC 19.125.040 General landscaping requirements — All zones. Applicable general standards listed in this section shall be incorporated into the landscape plan. FWRC 19.125.060 Landscape requirements by zoning district. The following standards are applicable to the proposal: (9) Commercial Enterprise, CE. (a) Type III landscaping five feet in width shall be provided along all property lines abutting public rights -of -way and access easements. 6. Regulation of Work Hours — Development activities and heavy equipment operations are not permitted on Sundays or holidays observed by the city. However, the director of community development may grant revocable written permission to engage in development activity other than the above permitted times, in accordance with FWRC 19.105040(2)(a): (a) Any exception must be requested by advance written request to the director, including a description of the specific exception(s) requested; proposed temporary construction mitigation measures for any related impacts such as traffic, noise, and glare; and an analysis of how the request meets the following criteria: i. The work will not result in substantial adverse impacts to surrounding properties. ii. The exception is necessary to avoid undue delay of project completion and/or long-term inconvenience or disruption to the public. 18-104024-00-PC Doc ID: 78302 Mr. Moseley October 26, 2018 Page 4 PUBLIC WORKS —DEVELOPMENT SERVICES DIVISION Ann Dower, 253-835-2732, ann.dower@cityoffederalway.com Land Use Issues — Stormwater Surface water runoff control and water quality treatment will be required per the 2016 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the King County Surface Water Design Manual (Addendum). This project meets the requirements for a Full Drainage Review. At the time of land use site plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the project to the nine core and five special requirements of the KCSWDM will be required. A Level 1 downstream analysis shall also be provided in the preliminary TIR. The City has 1" = 100', five-foot contour planimetric maps in GIS format that may be used for basin analysis. 2. The project lies within a Conservation flow control area, thus the applicant must design the flow control facility to meet this performance criteria. In addition to flow control facilities, Best Management Practices (BMP's) are required as outlined in the KCSWDM. The project also lies within an Enhanced Basic Water Quality Area. Water Quality Treatment shall be designed to meet the treatment criteria of the Enhanced Basic Water Quality Menu. 3. In addition to the KCSWDM, our initial review suggests that FWRC Section 19.30.120, "Nonconforming Water Quality Improvements" applies to this site. Specifically, the following item(s) is(are) applicable: (pick those that apply) 1.a. Redevelopment which involves the creation or addition of impervious surfaces having an area of 5,000 square feet or more; 1.b. Redevelopment which involves the construction or replacement of a building footprint or other structure having a surface area of 5,000 square feet or more, or which involves the expansion of a building footprint or other structure by 5,000 square feet of surface area or more; 1.e. Redevelopment which involves the repair or replacement of 5,000 square feet or more of an impervious surface, when such redevelopment is not part of a routine maintenance activity; Therefore, water quality treatment will be required for the entire site, including new and existing pollution generating impervious surfaces. "Site", as defined in section 1.1.13 footnote 2 of the Addendum, refers to all parcels under contiguous ownership, so treatment will need to be upgraded for the entire Costco site as well as the gas station. Treatment options must be selected from the Enhanced Basic Water Quality Menu provided in the KCSWDM. 4. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer must be provided to verify infiltration suitability. 5. Detention and water quality must be above ground (i.e. open pond). Underground facilities are allowed only with approval from the City of Federal Way Public Works Department. Drainage for the pump islands must be routed to sanitary sewer. 6. Show the proposed location and dimensions of the detention and water quality facilities on the preliminary plans. 18-104024-00-PC Doc ID: 78302 Mr. Moseley October 26, 2018 Page 5 7. If more than one acre will be disturbed during construction, a National Pollutant Discharge Elimination System (NPDES) construction storm water permit may be required. Information regarding this permit can be obtained from the Washington State Department of Ecology at http://www.ecy.wa.goy/programs/wq/stormwater/construction/index.html or by calling 360-407- 6048. Right -of -Way Improvements 1. See the Traffic Division comments from Sarady Long, Sr. Transportation Planning Engineer, for traffic related items. 2. If dedication of additional right-of-way is required to install street frontage improvements, the dedication shall be conveyed to the City through a statutory warranty deed. The dedicated area must have clear title prior to recording. 3. All stormwater treatment and detention requirements outlined above may apply to any improvements within the public right-of-way. Building (or EN) Permit Issues 1. Engineered plans are required for clearing, grading, road construction, and utility work. Plans must be reviewed and approved by the City. Engineering review fees are $2,503.00' for the first 12 hours of review, and $139.00 per hour for additional review time. A final TIR shall be prepared for the project and submitted with the engineering plans. Both the TIR and the plans will require the signature/seal of a professional engineer registered/licensed in the state of Washington. 2. The Federal Way Public Works Development Standards Manual (including standard detail drawings, standard notes, and engineering checklists) is available on the City's website at http://www.cilyoffederalway.com/index.aspx?nid=171 to assist the applicant's engineer in preparing the plans and TIR. Bonding is required for all street improvements and temporary erosion and sediment control measures associated with the project. The bond amount shall be 120 percent of the estimated costs of the improvements. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. Upon completion of the installation of the improvements, and final approval of the Public Works Inspector, the bond will be reduced to 30 percent of the original amount and held for a two-year maintenance period. 4. The developer will be responsible for the maintenance of all storm drainage facilities (including the detention and water quality facilities) and street systems during the two-year maintenance period., During that time, the Public Works Inspector will make periodic visits to the site to ensure the developer's compliance with the maintenance requirements. Upon satisfactory completion of the two- year maintenance period, the remainder of the bond will be released. Maintenance for public roads and subdivision drainage facilities then become the responsibility of the City. Maintenance for private roads and drainage facilities, including short plats, remain the responsibility of the individual property owners. 18-104024-00-PC Doc1D:78302 Mr. Moseley October 26, 2018 Page 6 5. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations are called out. 6. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not permitted on engineering plans. 7. Provide cut and fill quantities on the clearing and grading plan. 8. Temporary Erosion and Sediment control (TESC) measures, per Appendix D of the 2016 KCSWDM, must be shown on the engineering plans. 9. The site plan shall show the location of any existing and proposed utilities in the areas affected.by construction. PUBLIC WORKS TRAFFIC DIVISION Sarad Lon , 253-835-2743, sarad .long(apcityoffederalwa .com Transportation Concurrency Analysis (FWRC 19.90) 1. Based on the submitted materials to expand the fueling canopy by approximately 3,300 square feet to accommodate 8 new vehicle fueling positions, the Institute of Transportation Engineers (ITE) Trip Generation - 1 Ot" Edition, land use code 944 (Gasoline/Service Station), the proposed project is expected to generate 38 new PM peak hour trips (50% internal captured and 32% Pass -By). 2. A concurrency permit is required for this development project. The PW Traffic Division will perform concurrency analysis to determine if adequate roadway capacity exists during the weekday PM peak period to accommodate the proposed development. Please note that supplemental transportation analysis and concurrency mitigation may be required if the proposed project creates an impact not anticipated in the six -year Transportation Improvement Plan (TIP). The estimated fee for the concurrency permit application is $4,790 (11 - 50 Trips). This fee is an estimate and based on the materials submitted for the preapplication meeting. The concurrency application fee must be paid in full at the time the concurrency permit application is submitted with land use application. The fee may change based on any changes in the estimated weekday PM peak hour trips as identified in the concurrency application. The applicant has the option of having an independent traffic engineer prepare the concurrency analysis consistent with City procedures; however, the fee remains the same. Transportation Impact Analysis (TIA) (FWRC 19.135) 1. A Traffic Impact Analysis (TIA) prepared by engineer licensed in the state of Washington is required for this development project. The engineer should contact the Traffic Division for a scoping sheet in the initial stages of their study. The TIA should include the following analysis: ■ A specialized land use trip generation study • Queuing analysis access points for morning, evening, and Saturday peak hours 18-104024-00-PC Doc 1D: 78302 __I Mr. Moseley October 26, 2018 Page 7 Transportation Impact Fees (TIF) (FWRC 19.91) Based on the submitted materials for 8 new vehicle fueling positions, the estimated traffic impact fee is S85.193. Please note, the actual impact fee will be calculated at the time a completed building permit application is filed and must be paid prior to permit issuance. Street Frontage Improvements (FWRC 19.135) l . Based on King County Assessor's record and the submitted materials, it appears this proposal meets the 25 percent threshold criteria for requiring street frontage improvements as identified in the FWRC 19.135.030. The applicant/owner may submit an appraisal for the subject property. The Public Works Development Services Division will evaluate the submitted appraisal data to determine if the project actually meets the City's 25 percent threshold for requiring street frontage improvements. 2. The applicant/owner would be expected to construct street improvements consistent with the planned roadway cross -sections as shown in Map I1I-4 in Chapter III of the Federal Way Comprehensive Plan (FWCP) and Capital Improvement Program (CIP) shown as Table III-10 (FWRC 19.135.040). Based on the materials submitted, staff conducted a limited analysis to determine the required street improvements. The applicant would be expected to construct improvements on the following streets to the City's planned roadway cross -sections: S 352"d St. a Principal Collector planned as a Type "M" street, consisting of 36-foot street with curb and gutter, 6-foot planter strips with street trees, 8-foot sidewalks, and street lights in a 70- foot right-of-way (ROW). Assuming a symmetrical cross section, 5-foot right-of-way dedication and half street improvements are required as measured from the street centerline. S 352"d St. is improved with vertical curb gutter, sidewalks, streetlights, etc., on both sides of the street. However, the improvements on the north side of the street are not to current standard and will not likely meet ADA requirements. Enchanted Parkway S (SR 161) is a Principal Arterial planned as a Type "C" street, consisting of a 72-foot street with curb and gutter, 6-foot planter strips with street trees, 8-foot sidewalks, and street lights in a 106-foot right-of-way (ROW). Assuming a symmetrical cross section, half street improvements are required as measured from the street centerline. The frontage on Enchanted Parkway S is improved with 5 lanes, bike lane, vertical curb gutter, sidewalks, streetlights, etc. However, the sidewalk, driveway, and ramps may not meet current ADA standards. Furthermore, it appears that part of the sidewalk next to the fueling may not be located within the ROW. The applicant may submit a justification report outlining to the Public Works Director on how the existing facilities meet ADA standards. ■ The applicant may make a written request to the Public Works Director to modify, defer, or waive the required street improvements (FWRC 19.135.070). These modification requests currently have a nominal review fee currently at $278.00. Access Management (FWRC 19.135) 1. Access management standards are based on roadway safety and capacity requirements. FWRC 19.135.280 provides access standards for streets based on planned roadway cross -sections. Furthermore, access on state highways shall be limited to a maximum spacing of 250 feet with only 18-104024-00-PC Doc ID: 78302 Mr. Moseley October 26, 2018 Page 8 one access per parcel. Access may be further restricted if such access would interfere with -the 95"' percentile queue lengths from any existing traffic control device. 2. The westerly driveway on S 352 St. should be redesigned to minimize queuing and to facilitate on - site traffic circulation. This may include increasing throat length to a minimum of 50' and modifying the existing standard curb cut to radius. Also, a left turn lane from the internal drive aisle into the fueling site should be explored. 3. The internal driveway off of Enchanted Parkway S between Costco fueling facility and Olive Garden restaurant should be redesigned to incorporate a mini -roundabout or other alternatives. 4. Minimum throat length for non -single-family driveways shall be 40 feet minimum, 50 feet desirable. Throat length is measured from the face of curb (or edge of traveled way if no curb exists) on the public street to the first conflicting drive aisle or parking movements that would conflict with entering and exiting traffic. COMMUNITY DEVELOPMENT — BUILDING DIVISION Greg Kirk, 253-835-2621, greg.kirk@cityoffederalway.com 1. Building Codes. Building Permit Application Process. A completed building permit application and commercial checklist are required. The commercial checklist will be filled out by staff and provided at the time of Land Use Approval. Copies of application and checklist may be obtained on our web site at www, cityaffederal way. com . Appointments are required for intake of new commercial building permit submittals. Please call or email to schedule an intake appointment with the Permit Center staff at (253)835-2607 or permiteenter(@ciVoffederalwa.com. Some projects may require a third party review or inspection. The cost to cover these fees is the responsibility of the applicant. Any third party fee is in addition to regular permit fees and costs. Please note, Land Use Approval is recommended prior to submitting the building permit application to avoid delay in project review. If the project has not received Land Use Approval, it may be placed on hold until Land Use review is completed. 4. Review Timing. Federal Way reviews plans on a first in, first out basis; however, there are some small projects with inconsequential review requirements that may be reviewed out of order. The first comment letter can be expected within 5-7 weeks of submittal date. Re -check of plans will occur in one to three weeks after re -submittal. Revised or resubmitted plans shall be provided in the same format, size, and amount as the originally submitted plans. Revised/resubmitted drawings shall indicate by means of clouding or written response, what changes have been made from the original drawings. Plans for all involved departments will be forwarded from the Community Development Department. 5. Other Permits & Inspections. Separate permits may be required for electrical, mechanical, plumbing, fire suppression systems, and signs. Applicants may apply for separate permits at any time prior to commencement of construction. When required, special inspections shall be performed by WABO approved agencies or by agencies approved by the building official prior to permit issuance. Construction must be approved by all reviewing departments prior to final building division inspection. All concerned departments (Planning, Public Works, Electrical, & Fire) must sign off before the Building Department can final the structure for occupancy. Building final must be approved prior to the issuance of a Certificate of Occupancy. 18-104024-00-PC Doc ID: 78302 Mr. Moseley October 26, 2018 Page 10 Construction projects may be required to have a pre -construction conference. If a pre -con meeting is required, the general or representative, all subs, the architect or representative, the engineer or representative, electrical contractor, and any other interested party, should attend this meeting. Meetings will occur at the Building Department and will be scheduled by the inspector of record for the project. The information provided is based on limited plans and information. The comments provided are not intended to be a complete plan review and further comments are possible at time of building permit plan review. LAKEHAVEN WATER AND SEWER DISTRICT Brian Asbury, 253-946-5407, BAsbury@lakehaven.org Water • A Water Certificate of Availability issued separately by Lakehaven may be required to be submitted with any land use and/or building permit applications (check with land use agency for requirement). Certificate is valid for one (1) year from date of issuance. If Certificate is needed, allow 1-2 work days to issue for typical processing. 2018 cost for a Water Certificate of Availability is $60.00. • Hydraulic model results (FF #282, copy attached) indicate that Lakehaven's standard maximum allowable system liquid velocity of 10 ft/s, at no less than 20 psi, is exceeded at a fire flow rate above 4,500 GPM. This flow figure depicts the calculated performance of the existing water distribution system under high demand conditions. Fire flow rates greater than available in the existing distribution system may be accommodated through water distribution system improvements. Onsite hydraulic system calculations may need to be determined during design of the onsite water distribution system improvements. Please contact Lakehaven for further detail. • The site has one (1) existing water service connection: SvcNo 32939, irrigation, 1'/2" meter. • Water Service Connection application required, for any new/modified service connection(s). Sewer • A Sewer Certificate of Availability issued separately by Lakehaven may be required to be submitted with any land use and/or building permit applications (check with land use agency for requirement). Certificate is valid for one (1) year from date of issuance. If Certificate is needed, allow 1-2 work days to issue for typical processing. 2018 cost for a Sewer Certificate of Availability is $60.00. • The site has one (1) existing sewer service connection: SSCP 23657. • Sewer Service Connection Permit application required, for any new/modified service connection(s). An overview of weekday p.m. peak hour trip generation characteristics is provided that has been collected between 2001 and 2011 at Costco Wholesale locations containing fuel stations. The rates shown for the sites include the fuel station as part of the calculated trip rate. In addition to the driveway trip rates, customer survey information has been included to provide the percentage of primary, pass -by, and diverted trips, as further described below. ■ Primary Trips (an entirely new trip on the roadway system for the express purpose of driving to and from Costco); ■ Pass -by Trips (existing trips that are on roadways adjacent to the site which allow the motorist to turn into the Costco development, and then continue on to their ultimate destination when their shopping is concluded); and • Diverted -Linked Trips (existing trips on nearby roadways in which the motorist makes a decision to drive out -of -direction for a distance to stop at Costco, and when their shopping is concluded, continue on their trip to the ultimate destination). Trip Characteristics Application The analysis models prepared for the Dallas site should explicitly account for pass -by and diverted trip impacts at the study intersections. Typically, pass -by trips would have an impact only at the site - access driveways, whereas the impact of diverted trips could extend throughout the study area intersections (these would be modeled similar to net new trips at many or all of the study area intersections in the operations models). The key difference between inclusion and omission of the diverted trips is related to the overall vehicle miles traveled (VMT), as diverted trips do not create the same system impacts (air quality, noise, and freeway impacts) that entirely new trips to the system could create. The previously surveyed Costco buildings are sited in a variety of locations, some adjacent to freeways/arterials, others a couple blocks away. This variation in store locations results in differences in diverted and pass -by trips from store to store. For example, sites adjacent to major arterial roadways tend to exhibit a high percentage of pass -by trips and.a lower percentage of diverted trips. Similarly, Costco facilities located a.block,or two ayray from a'freeway tend to experience a higher percentage of diverted trips. Given these factors, diverted and pass -by trips should be considered together, •with';engineering judgment used to identify how these two teip characteristics should be applied. ' Trip Generation Estimate Trip generation studies were conducted at Costco Wholesale sites located across the country using industry standard engineering practices consistent with guidance within the Institute of Transportation Engineers (ITE) standard reference, Trip Generation Handbook, 2nd Edition. These surveys were conducted between 2001 and 2011, and include surveys of twenty-seven Costco Warehouses with fuel centers3. The Costco Wholesale buildings surveyed range in size between 122,528 square -feet and 162,115 square -feet, with an average size of 143,869 square -feet. The fuel centers in the sample range between 12 and 20 fueling positions. The trip generation rates are correlated to the overall warehouse size regardless of the number of fueling positions as trip generation studies are conducted at the site entrances. Table Al summarizes the average trip rates recorded; additional details on these sites are included at the end of this appendix. However, supplemental information on the fuel centers from isolated studies is provided to describe the fuel center characteristics separately. This information was collected to highlight the trip characteristics of adding fuel centers to existing Costco Wholesale sites, but the isolated fuel center data can also be considered applicable to the Elk Grove site during the weekday a.m. peak hour, when the Costco warehouse is closed. Information related to internal trip capture and pass -by trip percentages was collected by interviewing Costco Gasoline customers about their trip patterns as they are purchasing fuel. Because Costco member cards are also scanned as part of fuel center and Costco purchases, transaction data was also matched up to identify internalization rates. 3 Daily trip data was collected at eight of the sites, weekday a.m. peak hour data was collected at two sites, and weekday p.m. peak hour data was collected at 27 sites. I K-6(L�O COSTCO FUEL STATION TRIP CHARACTERISTICS The data collected at existing Costco Gasoline sites indicate the following general trip generation characteristics: Costco Gasoline fuel stations are an ancillary use for the warehouse and there is a large proportion of shared trips between the two. The fuel stations are member -only and require a membership card for pump activation. Credit/debit card is the only method of payment at the fuel stations and they do not provide any other services (automotive or convenience) besides gas. • The fuel stations are staffed by a minimum of one attendant who is trained to help members operate the pumps and direct waiting vehicles to open pumps to manage on -site queuing and circulation. The unique nature of Costco operations and its membership requirements result in different trip characteristics than those observed at the standard fuel stations summarized in ITE Trip Generation. The percentage of pass -by trips at Costco fuel stations is considerably lower than that reported in ITE Trip Generation for typical fuel stations. Correspondingly, membership requirements also have a significant effect on trip internalization (or sharing of trips) between the warehouse and the fuel station. Fewer people exclusively visit a Costco fuel station during the evening commute period (in comparison to a typical stand-alone station) because they have another primary purpose for visiting the site (that being a trip to the warehouse). Internal Fuel Station Trips A key finding from the driver surveys conducted at Costco facilities is the fact that approximately 50 percent of the weekday p.m. peak hour trips to and from Costco fueling stations are internal capture trips. Internal capture trips account for those customers who patronize both the warehouse and the gasoline pumps during a single visit to the Costco site. As such, although they account for a trip to both the warehouse and the fuel station, they only result in one overall vehicle trip to the site and on the surrounding transportation system. On average, 50 percent of the customers buying gas during the weekday p.m. peak hour are customers whose main purpose to the site is to visit the Costco warehouse. At some sites this number ranges as high as 75 percent but for the purposes of analysis a conservative average estimate is typically used. Kittelson & Associates, Inc. The Ridge and Costco Transportation Impact Analysis February 2016 Trip Generation Assumptions and Methods Future Fuel Station Expansion Generation Characteristics The market area of the Elk Grove Costco is already defined through existing membership and operations. As such, it's unlikely that trip generation of the fuel station expansion will increase directly in proportion to the increased number of fueling positions. Before and after studies have shown that the additional fueling positions will serve to more efficiently and effectively process the current peak demand at the fuel station, thus reducing wait times, vehicle queuing, and vehicle idling. Although the standard reference manual ITE Trip Generation currently reports trip generation for gasoline stations based on the independent variable of fueling positions, more recent transportation studies indicate that other variables besides the specific number of fueling pumps have a much larger influence on trip generation. As such, the profession is moving towards modifying this for the gasoline station land use codes and working on studies that include different independent variables. To confirm this approach, before and after data from other comparable Costco Gasoline fuel station expansion sites was reviewed to determine a more representative relationship between new trip generation and the addition of fueling positions to the existing station. KAI worked with Costco to identify eight other Costco Gasoline locations that have expanded in size. There are several examples where Costco Gasoline fuel stations had been expanded from three islands (12 fueling positions) to four islands (16 fueling positions), one example of expanding from 16 to 20 positions, and one example of expanding from 12 to 20 positions. The comparable expansion sites identified were: • Kona, Hawaii ■ Orem, Utah • Vancouver, Washington • Concord, California • Folsom, California ■ Waipio, Hawaii • Issaquah, Washington • Salem, Oregon In order to work with a representative sample size, Costco provided fuel transactions collected on an hourly basis for a period before and after the expansion at each of these locations. Only data that was collected during similar months of the year prior to and after the expansion was included in this summary (for example, fuel transactions for the months of March and April before the expansion were compared to fuel transactions for the months of March and April after the expansion). The results of this before and after comparison for the seven listed sites are provided in Table D1. Kittelson & Associates, Inc. However, the increase found in all situations is significantly less than what would be calculated from a direct linear relationship to the number of vehicle fueling positions. Using a linear relationship, expanding the fuel station from 12 to 16 fueling positions would equate to an increase in activity or trip generation of 33%, expanding from 16 to 20 positions would equate to an increase of 25%, and expanding from 12 to 20 would equate to an increase of 67%. However, the actual before and after data only shows an average increase of 9.2% in daily fuel transactions. This data demonstrates that increasing the number of fueling positions at the Elk Grove Costco Gasoline facility will not result in a direct linear increase in trip generation. The before and after data captures the change in demand that results from reducing peak hour queues and wait times at the fuel stations due to the effect of latent demand and more efficient peak operations. In all cases, peak queues and wait times are significantly reduced and those members who previously chose not to purchase fuel because of the wait times will likely do so in either case once the operations are improved. Federal Way, WA 98003 The project includes the expansion of the existing fuel canopy over four (4) new multi -product dispensers (MPDs), replacement of the existing controller enclosure with a new controller enclosure in the northwest corner of the facility and associated site improvements. The facility will be expanded on the north side; the construction area will be contained to the fuel facility area in the southwest corner of the Costco site in Federal Way, Washington. The property is zoned Commercial Enterprise (CE). Surrounding properties are zoned Commercial Enterprise (CE) and surrounding uses primarily consist of commercial retail. The fuel facility was originally approved under Use Permit# 00-102669-00-UP and SEPA# 00-102670-00-SE, a subsequent remodel in 2010, under permit# 10-103846-00-FP, added an underground fuel additive storage tank and the last remodel in 2012, under permit# 12-100598-00-FP, modified the fuel additive UST from manual operation to automated operation. The intent of the expansion is to facilitate on -site circulation to improve the existing membership experience at the facility. Based on data from other expanded Costco gas stations, the additional MPDs are not expected to generate a significant number of new trips to the fueling facility; the increased fueling positions will reduce wait times thereby improving transaction efficiency and purchasing experience for the members already utilizing the facility. Project construction will be completed in a single phase and commence after approval of the applicable permits.
