The applicant proposes to alter interior lot lines of tax parcels 415920-0710, 415920-0715, and 415920-0725. Pursuant to Federal Way Revised Code (FWRC) 18.10.040, within 28 days of receiving a BLA application the city shall determine whether all information and documentation required for a complete application has been submitted. NOTICE OF COMPLETE APPLICATION The BLA application was deemed complete as of October 16, 2014. This determination of completeness is based on a review of your submittal relative to applicable requirements referenced within FWRC Chapter 18.10 "Boundary Line Adjustments." A 120-day time line for reviewing the BLA application has started as of this date. The city's development regulations allow the department 120 days from the date that an application is deemed complete to take action on the application. However, the 120-day time line can be stopped any time the city requests corrections and/or additional information. TECHNICAL COMMENTS During the course of complete application review, staff completed technical review of your application. The following items must be addressed prior to the department issuing approval of the BLA application. 1. The BLA drawing is confusing with all the topography, fences, underlying lot lines, and proposed lot lines. Please provide separate sheets, one depicting existing lot lines as dashed lines and a second sheet with proposed new lot lines as solid lines. Remove the topography and fence details and revise the distance lines from the existing and proposed lot lines; as depicted the dashed lines make them appear to be existing lot lines, consider using arrows to indicate the distance. 2. A BLA under the same name has already been recorded with King County. The BLA must be renamed. 3. The Title Block used is an older version and needs to be replaced with the City's current version. Please contact Kevin Peterson, Engineering Plans Reviewer at (253) 835-2734 to obtain a copy of the current CAD file of the title block. 4. Insert the City BLA number (14-104910-00-SU) in the space provided in the BLA Title Block (both sheets 1 and 2). Mr. Cleary November 6, 2014 Page 2 5. There is a discrepancy between the legal description/drawing, and the Parcel Map Check Report for new Lot W. The Map Check Report indicates a length of 69.10 for Segment #3, but the legal description and drawing show a length of 60.10. Please review and revise the appropriate documents accordingly. 6. The surveyor shall seal the map check report. 7. On the BLA map, there is a short segment along the north line of existing Parcel 3 that does not have a length or distance identified. Please provide this distance, or correct the distance that is currently shown. The distance should be 83.70' instead of 76.76' as depicted. 8. Please review the `Area' table on page 2 of 2. It appears that the area given for Proposed Parcel A is incorrect. Parcel 416710-0215 has an existing sewer service connection to Lakehaven LPS main in SW 300th Pl. It appears from the service record information (enclosed) that the existing grinder pump service line for this parcel routes just off the west edge of the current parcel 416710-0210. There needs to be a private sewer/utility easement reserved for that existing (11/4", HDPE) sewer service line on the property. Presuming the existing service line is located as indicated, then the private easement would essentially bisect (north -south) the proposed Parcel "A". If the existing residence on parcel 416710- 0210 will remain as -is, there should be no conflicts. If this line ever needed to be re -located (e.g., future addition/remodel on proposed Parcel "A") it would be a relatively easy task because the pipe is small -diameter, low-pressure pipe with relatively shallow bury depth typical. CLOSING Once the minor revisions_ above are made, please provide two paper copies (or email a PDF) of the BLA document and two copies of sealed map check report with the enclosed resubmittal form. Pursuant to FWRC 18.05.080, if an applicant fails to provide additional information to the City within 180 days of being notified that such information is requested, the application shall be deemed null and void and the City shall have no duty to process, review, or issue any decisions with respect to such an application. Zoning is Single Family Residential (RS7.2). Proposed Parcel A and C are improved with existing detached dwelling units. The Department of Community Development hereby approves the BLA based on the survey drawing prepared by Timothy Griffin, Tyee Surveyors, resubmitted on December 5, 2014. DECISIONAL CRITERIA City staff has determined the BLA meets decisional criteria set forth in Federal Way Revised Code (FWRC) Chapter 18.10: 1. The BLA is a minor alteration in the location of lot boundaries on existing lots. The BLA will not increase the number of lots, nor diminish the size of open space or other protected environments. 2. The BLA will not diminish the size of any lot so as to result in a lot of less square footage than prescribed in RS7.2 zoning district. The BLA will not result in the reduction of setbacks or site coverage to less than prescribed in RS7.2 zoning district. 4. All lots resulting from the BLA will be in conformance with the design standards of the city's subdivision title. RECORDATION Pursuant to FWRC 18.10.060, all BLAs shall be recorded with the King County Division of Elections and Records. To finalize the BLA process, please submit to the Permit Center one signed and notarized mylar, two paper copies of the signed/notarized mylar, and a check payable to the City of Federal Way for recording fees in the amount of $149.00.1 The City will sign the BLA document and have it recorded at 1 Recording fee for the three -page BLA is based on $138.00 for the first survey page, $10.00 for two additional pages, and $1.00 for a conformed copy.
