DF FEDER4 L WAY RY Based upon our conversations I would propose the following amendments to the (Permit Application) plans and drawings submitted with my request to repair the bulkhead. The project will lower the height of the bulkhead by 4-5 inches with the exception of the area up to 36 inches adjacent to north side adjacent bulkhead where we will create a transition from their bulkhead height to our new lowered height. (To avoid slip/trip hazards). On the south side this reduction will be accomplished in that area facing south using a similar 36 inch transition. In addition the project will clean and remove bulkhead material from the waterward side of the bulkhead (to the degree safety permits) to reduce the thickness of the current bulkhead prior to repairs in those areas where feasible and safe to do so. From appearances and limited digging it is difficult to determine how much of the existing bulkhead has eroded away. The bulkhead is more than seventy years old so it is safe to assume under normal conditions that erosion has occurred. I can find some concrete that extends significantly waterward below grade but it does not appear to be consistent enough for me to assert with integrity a specific depth of erosion. Based on this digging, research into normal erosion, and clear and significant erosion of portions of the footing, I estimate the erosion of our bulkhead at approximately 2-4 inches at the bottom portions and less at the top. This is consistent with wave action and other effects found in similar structures. There is no way for me to assert a specific amount of erosion as we discussed based on examination of bulkhead material found below grade. While the city offered three choices of how to proceed I propose lowering the height of the bulkhead by 4-5 inches. In addition I will both clean and chip off portions of the bulkhead where feasible and safe to do so. My intention in doing this is minimize the actual impacts of the repairs and provide assurances that while the repair will be on the waterward side, our intention is to use no greater thickness of concrete than engineering and construction standards require. The proposal to lower the height would be contingent upon the city agreeing to allow the repair material to be of a thickness agreed upon by the engineer and contractor to be sufficient to accomplish the necessary repair. That thickness is not less than 3.5 inches according to both Engineer and contractor. Please view this memo as an addendum to the permit application we submitted.
