Dear Mr. Weiser:
Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held October 25, 2012. We hope that the information discussed at that meeting
was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South
King Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information
handouts are enclosed with this letter. Please be advised, this letter does not represent all applicable
codes. In preparing your formal application, please refer to the complete FWRC and other relevant codes
for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
The project proposal includes reconfiguring and improving the back parking lot at Decatur High School
by adding 76 new parking spaces. The project also includes construction of a rain garden and detention
pond on site.
MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review. These issues can change due to modifications and revisions in the
plans. These major issues only represent comments that the DRC consider most significant to your project
and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.

DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions, please contact
the representative listed for that section.
PLANNING DIVISION (Becky Chapin, 253-835-2641, rebecca.chapin@cityoffederalway.com)
I . Land Use Review Process —The zoning of the subject site is RS 7.2. The Single -Family Residential
(RS) zoning districts permit school uses under FWRC 19.200.090, "Schools." The required review
process to reconfigure the existing parking area on the developed site is Process III (Project
Approval), which is an administrative process. Process III is required as the proposed project is not
exempt from State Environmental Policy Act (SEPA) review. Public notice will be required.
Engineering permits can be issued after Process III approval is granted. Please refer to the enclosed
Process III development requirements checklist and master land use application.
2. State Environmental Policy Act (SEPA) — The proposed development requires environmental review
pursuant to SEPA based on the proposed number of parking spaces exceeding the 40-stall threshold.
The environmental review is a component of the Process III land use application and a completed
environmental checklist with additional notice materials will be required. The city does utilize the
optional DNS notice procedures for applications that include a SEPA checklist. The optional DNS
process allows a combined project and anticipated environmental determination public notice period
that expedites the overall land use application process. An environmental threshold determination
made by the Director of Community and Economic Development must be issued prior to issuance of
the land use decision.
3. Public Notification — Process III applications and SEPA determinations require public notices.
Within 14 days of issuing the Letter of Complete Application, a Notice of Application and Optional
DNS will be published in the Federal Way Mirror, mailed to persons within 300 feet of the subject
property, posted on the subject property, and placed at the City's three designated notice boards. The
applicant is required to submit one (1) set of stamped mailing envelopes of persons receiving tax
statements within 300 feet of the subject property. The City's GIS Division provides this service for a
nominal fee (postage is provided by the applicant) or the applicant may provide their own mailing
envelopes via King County Assessor records or title company. Please find the enclosed mailing labels
bulletin for further information.
4. Fees — The formal application must be prepared in accordance with the City's Development
Requirements checklist (enclosed) and must be accompanied by the appropriate fees. As fees change
annually, please contact Development Specialist staff for the current application fees for Use Process

III, SEPA, and other permits/reviews identified in this letter. Development Specialists can be reached
at 253-835-2607.
5. Nonconformance — FWRC 19.30.090(1)(d) states that when an applicant makes alterations or
additions to an improvement that exceeds 50% of the value of the improvement (excluding normal
maintenance), then the entire site must be brought into conformance with current code. The term
"improvement" is intended to apply to the entirety of the improvements on the site. The work
proposed will not exceed 50% of the value of all improvements on the site, thus you will not be
required to bring existing nonconforming improvements into compliance.
6. Environmentally Sensitive Areas —There is a minor stream located within the subject site; however,
all proposed improvements are outside the 50' stream setback buffer.
7. Setbacks — Minimum front, side, and rear yard setback requirement is 50 feet. These setbacks do not
apply to parking lots or detention ponds.
Tree and Vegetation Retention Requirements — FWRC 19.120 contains requirements for clearing,
grading, and tree and vegetation retention and replacement. The tree retention standards require each
development to maintain a minimum tree unit density. The minimum tree density in the RS zone is 25
tree units per acre. The subject property's tree density would be 949 tree units (25 tree units x 37.96
acres). Required tree density can be composed of retained trees and replacement plantings per FWRC
19.120.130.
Under FWRC 19.120.130(5), "Tree Retention Requirements - Expansion of Existing Uses," if the
property does not conform to the tree density requirements, any expansion resulting in a 10% or 500
square -foot increase in the size of existing impervious areas requires a minimum of one tree unit for
each 500 square feet of new construction provided, and a minimum of three tree units must be provided
for each tree unit removed up to a maximum of 25 tree units per acre. Please depict on the plans if the
site meets the minimum tree unit density. (Note: required parking lot landscaping and landscaping
buffers may be counted in tree density.)
9. Landscaping — A preliminary landscape plan prepared by a licensed landscape architect in accordance
with FWRC 19.125, Article I, "Landscaping," must be submitted with the Process III application, and
must depict the following landscaped areas:
Perimeter Landscaping — A 10-foot-wide strip of Type III landscaping is required along
all perimeter lot lines in the geographic area related to the new parking area per FWRC
19.125.060(2). Type III landscaping consists of evergreen and deciduous trees, shrubs
that are a minimum of 24 inches in height, and groundcover.
Parking areas/screeningfor residential zones — Per FWRC 19.125.070(5)(b), parking
adjacent to residential zones shall reduce the visual impact of parking areas and buffer
dwelling units from light, glare, and other environmental intrusions by providing Type I
landscaping within required perimeter landscape areas. Please depict on the landscape
plan if the existing perimeter landscaping on the north and east of the proposed parking
lot meets this requirement. If not, supplemental plantings in these areas will be required.
Interior Parking Lot Landscaping— Pursuant to FWRC 19.125.070(2)(a)(i)(B),
institutional developments with 50 or more parking stalls shall provide 22 square feet of

interior parking lot landscaping per parking stall. The submitted landscape plan must
provide calculations to demonstrate how this requirement is met for the geographic area
where the new parking stalls are proposed. Landscape islands must be installed at both
ends of parking rows.
The submitted landscape plan must show the square footage and dimensions of each
interior parking lot landscape island proposed to address this requirement, and depict
trees, shrubs, and groundcover.
10. Community Design Guidelines — The new parking lot and pedestrian sidewalk areas must comply
with applicable portions of the Community Design Guideline standards. This correspondence
highlights the primary applicable design guidelines for the parking lot/walkway project, but does not
necessarily identify all applicable design requirements. A written narrative provided in conjunction
with the formal Process III application must identify how the proposal complies with the applicable
design guidelines, as outlined in the FWRC and as summarized below.
1. Parking Lot Landscaping —Pursuant to FWRC 19.115.090(1)(b), parking lots should be broken
up into rows containing no more than 10 adjacent stalls, separated by planting areas.
2. Pedestrian Pathways— Under FWRC 19.115.090(1)(i), pedestrian pathways shall be provided
from the interior of the site to the public sidewalk. As the project work is limited to the parking
lot and site interior, this shall not be a requirement, but you are strongly encouraged to connect
the pedestrian walkway from parking lot to building and to the sidewalks.
11. Lighting — Indicate site lighting bn a'site plan with typical lighting pole and fixture detail for any new
lighting that is proposed for the parking lot and pedestrian circulation areas. Lighting fixtures shall
not exceed 20 feet in height and shall include cut-off shields. The recommended Illuminating
Engineering Society (IES) minimum outdoor light levels as required by the city's Crime Prevention
through Environmental Design (CPTED) policy is a minimum average maintained footcandles of Ifc
in parking areas and 0.2fc for pedestrian ways. Light fixtures shall not displace required landscaping
elements. Depict any ground -based fixtures proposed for the site.
12. Crime Prevention through Environmental Design (CPTED) — Pursuant to FWRC 19.115.010,
CPTED standards will be applied during project review. The enclosed CPTED checklist must be
completed and submitted with the formal Process III application.
PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Ann Dower, 253-835-2732,

Land Use Issues — Stormwater
I . Surface water runoff control and water quality treatment will be required per the 2009 King County
Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009
KCSWDM. This project meets the requirements for a Full Drainage Review. At the time of land use
site plan submittal, a preliminary Technical Information Report (TIR), addressing the relevance of the
project to the eight core and five special requirements of the KCSWDM will be required. A Level 1
downstream analysis shall also be provided in the preliminary TIR_ The City has 1" = 100', five-foot
contour planimetric maps that may be used for basin analysis.

2. The project lies within a Conservation flow control area and an Enhanced Basic Water Quality Area.
Thus the applicant must design flow control facilities, water quality treatment, and BMP's (Best
Management Practices) to meet the performance criteria associated with these areas.
3. Per the 2009 KCSWDM, flow control must be provided for all new impervious surface, new pervious
surface, existing impervious surface added since January 8, 2001, and replaced impervious surface,
unless these areas are fully dispersed. Gravel or compacted dirt that is being converted to pavement is
considered to be new impervious surface.
4. In addition to the KCSWDM, our initial review suggests that FWRC Section 19.30.120,
"Nonconforming Water Quality Improvements" applies to this site. Specifically, the following items
are applicable:
La. Redevelopment which involves the creation or addition of impervious surfaces having an area of
5,000 square feet or more;
l .c. Redevelopment which involves the repair or replacement of 5,000 square feet or more of an
impervious surface, when such redevelopment is not part of a routine maintenance activity;
l .d. Redevelopment which involves the collection and/or concentration of surface and/or stormwater
runoff from a drainage area of 5,000 square feet or more;
Le. Redevelopment which contains or directly discharges to a floodplain, stream, lake, wetland, or
closed depression, groundwater recharge area, or other water quality sensitive area determined by the
Public Works Director, based on a written map, policy, water quality monitoring data or plan in
existence or implemented by the Director prior to submission of a redevelopment application which is
determined to trigger application of this subsection, or based on information developed during review
of a particular redevelopment application.
Therefore, water quality treatment will be required for the entire -site, including new and existing
pollution generating impervious surfaces. Treatment options must be selected from the Enhanced
Basic Water Quality Menu provided in the KCSWDM.
5. If infiltration is proposed, soil logs prepared by a licensed geotechnical engineer or septic designer
must be provided to verify infiltration suitability.
Detention and water quality facilities for must be above ground (i.e. open pond). Underground
facilities are allowed only with approval from the City of Federal Way Stormwater Management
Division.
7. Show the proposed location and dimensions of the detention and water quality facilities on the
preliminary plans.
8. If more than one acre will be disturbed during construction, a National Pollutant Discharge
Elimination System (NPDES) permit may be required. Information regarding this permit can be
obtained from the Washington State Department of Ecology at

9. If work is to be done below the ordinary high watermark, a Hydraulic Project Approval (IPA)
permit may be required. Information regarding this permit can be obtained from the Washington
Department of Fish and Wildlife, at hqp://www.wa.gov/wdfwlhah/hpapage/htm or by calling the
office of Regulator Assistance at 3 60-407-703 7.
Engineering Permit Issues
1. Engineered plans are required for clearing, grading, road construction, and utility work. Plans must be
reviewed and approved by the City. Engineering review fees are $824.50 for the first 12 hours of
review, and $68.00 per hour for additional review time. A final TIR shall be prepared for the project
and submitted with the engineering plans. Both the TIR and the plans will require the signature/seal
of a professional engineer registered/licensed in the State of Washington.
2. The Federal Way Development Standards Manual (including standard detail drawings, standard
notes, and engineering checklists) is available on the City's website at www.cityOffederalwa co m to
assist the applicant's engineer in preparing the plans and TIR.
3. The developer will be responsible for the maintenance of all storm drainage facilities (including the
detention and water quality facilities) and street systems. A Public Works Inspector will make
periodic visits to the site to ensure the developer's compliance with the maintenance requirements.
4. When topographic survey information is shown on the plans, the vertical datum block shall include
the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations
are called out.
5. Drawings submitted for plan review shall be printed on 24" x 36" or 22" x 34" paper. All final
approved drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent
black ink. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not
permitted on engineering plans.
6. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per
Appendix D, 2009 KCSWDM, must be shown on the engineering plans.
7. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.
LAKEHAVEN UTILITY DISTRICT (Brian Asbury, 253-946-5407, basbury@lakehaven.org)
Water
If existing hydrant(s) will be impacted by the proposed development &/or any existing hydrant needs
to be re -located, a Lakehaven Facilities Installation Agreement will be required to manage this work.
Any hydrant that is proposed to be re -located (or moved in any manner) that does not meet current
standards will need to be removed & replaced with a hydrant meeting Lakehaven's current
standards. Please contact Lakehaven for additional detail, process & requirements. Lakehaven
continues to encourage owners/developers/applicants to apply for Lakehaven processes separately to
Lakehaven, early in the pre-design/planning phase to avoid delays in overall project development.
If hydrants need to be re -located, additional Lakehaven easement may be required.

required, desired, or affected by the proposed land use action.
Sewer
Based on the submittal, it appears no existing and/or future Lakehaven sewer facilities will be required,

All comments herein are valid for one (1) year and are based on the proposal(s) submitted and
Lakehaven's current regulations and policies. Any change to either the development proposal(s) or
Lakehaven's regulations and policies may affect the above comments accordingly.

A 32-foot inside turning radius is required for fire apparatus access roads. Designated fire lanes may
be required for emergency access.

Statement of existing and proposed use for all structures located on site.
Decatur High School has two major buildings on site, the main high school and a field house. Other
structures on the site include 4 bungalows, 3 sport fields and tennis courts. With the exception of one
gravel area, asphalt pavement loops through the site to provide access to parking and structures.
This project will add asphalt to the northeast corner of the school property, where a gravel lot currently
exists. The pavement will connect two areas of asphalt and provide additional parking spaces for the
school. No changes to existing buildings or other structures is proposed. Mitigation includes rain
gardens in the landscaping island and a detention pond between existing vegetation on the east and the
parking lot.
Provide a statement of architectural design intent, including finish materials and colors.
The parking lot will add an additional 76 spaces to the High School. The parking lot has been designed
to meet the requirements outlined in 19.115.050(2) and (4). The parking lot will connect and continue
an existing parking lot to 261h Ave SW, providing loop access for the northern end of the lot. Sidewalks
will be provided between the parking lot and main campus to improve pedestrian circulation and safety.
A 240-foot long rain garden is proposed along the middle of the parking lot to provide planting areas in
addition to mitigating additional stormwater runoff. Additionally, a stormwater detention pond and a
trail is proposed that will connect to a dirt trail along a dry creek bed on the eastern boundary.
