Dear Mr. Rueber:
The Community Development Department has completed administrative land use review of the proposed
combined sign package for Taco Bell Restaurant and potential Wendy's Restaurant located at 1330 South
348th Street and Pacific Hwy South, Federal Way_ The applicant proposes to install two shared pedestal
signs along Pacific Hwy South and South 348"' Street.
The Process III Master Land Use (MLU) application submitted January 19, 2016, and subsequent
resubmittal received March 4, 2016, is hereby approved based on the enclosed findings of fact,
incorporated into this decision in full, and the following conclusions based on those facts:
l . The proposal is consistent with the comprehensive plan;
2. The proposal is consistent with all applicable provisions of Federal Way Revised Code (FWRC);
3. The proposal is consistent with the public health, safety, and welfare;
4. Traffic safety impacts for all modes of transportation, both on and off site, are adequately
mitigated; and
5. The combined sign package will provide more coordinated, effective, and efficient signs.
6. The allowable sign area, sign type, sign height, and numbers of signs are consistent with the
requirements of a multi -tenant complex.
REVIEW PROCESSES REQUIRED
Pursuant to FWRC 19.140.140(5), a combined sign package for adjacent property owners shall be
processed under Use Process I11. The Director of Community Development will make the initial land use
decision based on written comments and information gathered during site plan review. Any appeals of the
decision will be decided by the Hearing Examiner after a public hearing.
The proposed combined sign package is categorically exempt from an environmental threshold
determination pursuant to Washington Administrative Code (WAC) 197-11-800(2)(c).
ADDITIONAL PERMITS REQUIRED
The.applicant shall obtain a sign permit from the city's Department of Community Development for the
two proposed shared signs. For further information regarding the sign permit, please contact the

APPROVAL DURATION
Unless modified or appealed, the Process III decision is valid for five years from the date of issuance of
the decision. Time extensions to the decision may be requested prior to the lapse of approval following
the provisions listed in FWRC 19.15.110.
REQUESTS FOR CHANGE OF VALUATION
Any affected property owners may request a change in valuation for property tax purposes,
notwithstanding any program of revaluation.
APPEALS
The effective date of issuance is three calendar days following the date of this letter, or March 21, 2016.
Pursuant to FWRC 19.65.120, this land use decision may be appealed by any person who submitted
written comments or any person who has specifically requested a copy of the decision. Any appeal must
be in the form of a letter delivered to the Department of Community Development with the established
fee and within 14 days after the effective date of issuance of this decision, or April 4, 2016. The appeal
letter must contain a clear reference to the matter being appealed and a statement of the factual findings
and conclusion of the Director disputed by the person filing the appeal. The Federal Way Hearing
Examiner will hear any appeals of the Process III decision.
CLOSING
This land use decision does not waive compliance with future City of Federal Way codes, policies, and
standards relating to this development. This Process III approval does not constitute approval of a sign

The Planning Division makes the following findings pursuant to content requirements of the Process III
written decision as set forth in Federal Way Revised Code (FWRC) 19.65.100(4). These findings are based
on review of existing city documents and submitted items by the applicant.
Proposal — The project applicant proposes to install two shared freestanding Pedestal signs along
Pacific Hwy South and South 34811' Street for the existing Taco Be]! restaurant and proposed
Wendy's restaurant. The site for the proposed Wendy's (or other land use that occupies the site) is
currently vacant.
2. Review Process — The proposed combined sign package is subject to review pursuant to FWRC
19.140.140(5), Combined sign package for adjacent property owners. The city has reviewed and
decided upon the proposal using Process III `Project Approval, 'pursuant to FWRC Chapter 19.65.
Environmental Review — The application is exempt from review under the State Environmental
Policy Act (SEPA) as it meets categorical exemptions set forth in Washington Administrative Code
(WAC) 197-11-800(2)(c) for construction or installation of commercial on -premise signs.
4. Public Notice — The application was deemed complete on February 4, 2016, and a Notice of
Application was posted on February 12, 2016. The notice was posted at the subject property, posted
at each of the city's official notification boards, published in the Federal Way Mirror, and mailed to
property owners within 300 feet of the subject property. The comment period due date was February
29, 2016, and no comments were received.
Combined Sign Package — The applicants have submitted for a combined sign package to install
two shared freestanding signs. This collaboration will allow for increased size and height for a
pedestal sign. It will also allow for additional frontage exposure. Staff has determined that the
combined sign package will provide more coordinated, effective, and efficient signs.
6. Sign Criteria — The allowable sign area, sign type, sign height, and number of signs is determined
as if the applicants were one multi -tenant complex. The combined sign package proposal is subject
to criteria of a medium profile sign as follows:
■ Sign Type — Medium profile signs may either be pedestal or monument signs. As proposed,
there will be two pedestal signs. Sign content for any medium profile sign may include
electronic changeable messages, center identification signs and/or changeable copy signs. Any
medium profile sign may be an electrical sign, an illuminated sign, and/or a neon sign.
Note: If the subject properties were being reviewed as individual tenants, not combined as a
multi -tenant site, both Taco Bell and the Wendy's site would be allowed to have either a
pedestal or monument medium profile sign.
Sign Height — The height of a medium profile sign is calculated at a rate of one and one-half
feet in sign height for every 10 lineal feet of frontage along a public right-of-way for any multi -
tenant complex; however, such height cannot exceed a maximum height of 12 feet. The total
frontage for Taco Bell and the vacant site is around 417 lineal ft. The applicant is allowed, and
proposes, the maximum height of 12 feet.
Note: If the subject properties were being reviewed as individual tenants, not combined as a
multi -tenant site, the height is calculated at the rate of 0.75 feet in the sign height for every 10
lineal feet of frontage on a public right-of-way. Both Taco Bell and the Wendy's site would be
allowed to have a maximum height of 12 feet.
• Sign Area — For a multi -tenant complex, sign area is calculated at a rate of two sq. ft. per lineal
foot of frontage on a public right-of-way not to exceed a maximum sign area of 128 sq. ft. for
the total of all sign faces on each permitted sign with no one sign face exceeding 64 sq. ft. The
applicants are allowed the maximum sign area of 128 sq. ft. per sign. The proposed signs are
two-sided and each sign face is 61.46 sq. ft., which meets the allowed sign area.
Note: If the subject properties were being reviewed as individual tenants, not combined as a
multi -tenant site, both Taco Bell and the Wendy's site would be limited to a maximum sign
area of 80 square feet for the total of all sign faces on each permitted sign with no one sign face
exceeding 40 square feet.
+ Numher of Signs — A subject property qualifying for a medium profile sign may have one
pedestal sign for each street frontage, this includes access easements. No subject property may
contain more than three freestanding signs and must be located a minimum distance of 200 feet
from other freestanding signs on the same subject property. The project has frontage along
Pacific Hwy South, South 348"' Street, and frontage along several interior access easements. As
proposed there are two signs in total, one along Pacific Hwy South and the second along South
348t" Street.
Note: If the subject properties were being reviewed as individual tenants, not combined as a
multi -tenant site, both Taco Bell and the Wendy's site would be allowed three signs. However,
because there is a 200-foot separation between freestanding signs the sites may be limited to
two freestanding signs. The proposed Wendy's site would not be allowed to have a freestanding
sign that is visible from South 348"' Street.
7. Construction Standards — Sign construction is consistent with FWRC 19.140.170 "Construction
Standards" based on provisions of the following elements:
a. Both signs meet the setback requirement of three feet from the property line.
b. As proposed, the signs meet the dimensional standards for pedestal signs.
C. The proposed signs meet applicable design criteria; the sign base is constructed in an aluminum
painted to match the building.
d. The location of the pedestal signs are not hazardous to a motorist's or pedestrian's ingress or
egress from the buildings or parking area and are located out of the clearview zone.
e. An area adjacent to the base of each freestanding sign must be landscaped equal to the sign
area. The applicant proposes to install 135 sq. ft. of landscaping for sign B and utilize the
existing 337 sq. ft. of landscaping for sign B.

8. Sign Permit — No construction may begin until sign permit approval. As of the date of this land use
decision, no sign permit application has been submitted.
9. Decision Criteria — Staff finds the proposal is consistent with Process III, Project Approval,
decisional criteria required under FWRC 19.65.100(2)(a) and Combined Sign Package decision
criteria per FWRC 19.140.140(5). The proposal is consistent with the city's comprehensive plan;
applicable provisions of FWRC Title 19 Zoning and Development Code; public health, safety, and
welfare; and streets and utilities in the area are adequate to serve the anticipated demand from the
proposal.
Final construction drawings will be reviewed for compliance with specific regulations, conditions of
approval, and other applicable City requirements. These findings shall not waive compliance with future
City of Federal Way codes, policies, and standards relating to this development.

Dear Mr. Rueber:
The Community Development department is in receipt of your January 19, 2016, Process III Master Land
Use (MLU) application for the proposed combined sign package for Taco Bell and Wendy's. The
proposal includes two shared monument signs along Pacific Hwy South and South 348"' Street. Pursuant
to Federal Way Revised Code (FWRC) 19.15.045, within 28 days of receiving an MLU application, the
city shall determine whether all information and documentation required for a complete application has
been submitted.
NOTICE OF COMPLETE APPLICATION
Please consider this correspondence a formal Letter of Complete Application. The Process III MLU
application is deemed complete as of February 4, 2016. This determination of completeness is based on a
review of your submittal relative to applicable requirements referenced within FWRC 19.15.040,
"Development application submittal requirements." Submittal requirements are not intended to determine
if an application conforms to city codes; they are used only to determine if all required materials have
been submitted.
A 120-day time line for reviewing the Process III application has started as of this date. The city's
development regulations allow the department 120 days from the date that an application is deemed
complete to take action on the application. However, the 120-day time line will be stopped any time the
city requests corrections and/or additional information. You will be informed of the status of the 120-day
time line when you are notified in writing that corrections and/or additional infonnation are needed.
PUBLIC NOTICE
The Notice of Application (NOA) will be distributed within 14 days of this letter as follows: 1) at least
one notice will be posted at the subject property; 2) one copy will be posted at each of the City's official
notification boards; 3) one copy will be published in the Federal Way Mirror.

This proposal is to combine the property owners 2 parcels to allow signage representation at
both entrances for the two businesses. There are driveway entrances on Pacific Hwy (sr-99) and
south 34eh street. By coordinating their signage, each business will have representation on
each street entrance. There is limited visibility of the buildings and traffic can easily pass the
property entrances without signage to direct them.
Calculating the signage as a multi -tenant property will allow for 2 each 64 sq.ft. medium
profile pedestal signs.
The overall linear frontage will be 203.64'.
SIGN CALCULATIONS:
Height calculation: 203.64' x 1.5' per 10' of frontage (20.4 x 1.5)=30'. Max height allowed is 12'
