The plans for the improvements referenced above are hereby conditionally approved. Construction of the improvements may commence when the conditions of this letter have been fulfilled. Items that are required prior to utilizing the site are as follows: 1. Submit to the City a Certificate of Insurance naming the City of Federal Way as an additional insured. 2. A cash bond in the amount of $3,000.00 shall be paid to the City. This bond is intended to protect against any damage to the existing improvements within the city's right of way (i.e., curb and gutter, driveway approach, sidewalk, etc.) at the entrance to the staging yard. In the event that any City -owned improvements are damaged, the contractor shall replace the damaged portions to current city standards. The bond is also intended to ensure the proper installation and maintenance of the temporary silt fence installed on -site for the duration of the project. The bond will be refunded at the end of the project, and/or after any replacement of any damaged sections has occurred. 3. Installation of the silt fence requires inspection. Call (253) 835-2734 to schedule the inspection. Silt fence shall be maintained for the duration of the project. 4. All stored material must be removed from the site upon completion of job. No work or stored material is permitted within the wetland buffer as depicted on the submitted site plan. 6. Control dirt and mud onto streets: Keep adjoining roads clean. Clean roadways with a sweeper, do not use water trucks. Wash truck tires if necessary, or as directed by the PW Inspector. 7. This approval is For a temporary equipment and construction materials storage yard only. After completion of the Lakehaven Emergency Storage pipe project, this site shall be returned to its existing condition, and no fill or construction materials shall remain on -site. 8. All materials and construction shall conform to the current edition of the City of Federal Way Public Works Development Standards, King County Road Standards, and the Washington State Department of Transportation Standard Specifications for Road, Bridge and Municipal Construction. Auburn, WA 98092 To Whom It May Concern: The following submittal is in regards to the use of a staging area at 803 S. 348th St. This use is requested by Westwater Construction Company for the Lakehaven Utility District project titled "Pump Station 22 Emergency Storage." Westwater is seeking EN approval of the site. The project includes the installation of approximately 200ft of storm/sewer detention pipe down the center lane of 3481h St. at 6th Ave. S. As a result of traffic implications, this work will be done at night. Westwater wishes to use this staging area for stockpiling excavated dirt for haul out and crushed rock for backfill. The excavated dirt will be stockpiled at the above site at night. During the day shift, trucks will haul this dirt from the site to a disposal facility. Trucks will return with crushed rock and stockpile backfill for the next nights shift. At the very most, 300 tons or less of each material will be on the site at any one time. This will continue for approximately 5 working days. Westwater will also use the area to store pipe and a Volvo loader as well. Upon project completion, all equipment and materials will be removed from the site. The existing property owner has agreed to rent the space for the duration of one month to Westwater Construction Company. This owner is currently in the beginning stages of permitting with the city in an effort to build a car wash at the site. The property has a wetland buffer in the southwest corner. This buffer has been mapped and surveyed by the property owner. He has provided this information to Isaac Conlen in the city planning department. The buffer is also clearly delineated on the site and will not be used for staging of any material or equipment. Westwater has verified this through maps provided by the city and a site visit. The included site map shows the location of the wetland buffer. In addition, it shows the erosion control measures we deem necessary to protect the wetland and keep our site contained. This project is tentatively scheduled to start April 22Rd. As a result, time is of the essence in approving the site for use. Westwater would like approval by or on April 12th so if this site is denied, it has time to pursue other opportunities.
