Dear Mr. Wilt:
Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee (DRC) held May 31, 2012- We hope that the information discussed at that meeting
was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department, and representatives from Lakehaven Utility District and South
Icing Fire and Rescue. Some sections of the Federal Way Revised Code (FWRC) and relevant information
handouts are enclosed with this letter. PIease be advised, this letter does not represent all applicable
codes- In preparing your formal application, please refer to the complete FWRC and other relevant codes
for all additional requirements that may apply to your project.

835-2644). For specific technical questions about your project, please contact the appropriate DRC
representative as listed below. Otherwise, any general questions about the preapplication and permitting
process can be referred to your key contact.
PROJECT DESCRIPTION
The proposed project is to provide an overflow storage facility for the existing Pump Station 22 (PS22)
that will provide additional time for Lakehaven to respond and make repairs to pump station failures to
get the station back on line without causing a sewage spill. The facility will be a maximum of
approximately 55,000 gallons and be designed to function passively.
MAJOR ISSUES
Outlined below is a summary of the major issues for your project based on the plans and'information
submitted for preapplication review. These issues can change due to modifications and revisions in the
plans. These major issues only represent comments that the DRC consider most significant to your project

and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.
• Public Worlc% Developanent Services Division
A copy of the drainage easement or a title report must be provided. The city typically does
not allow construction within a city easement.
If less than 2,000 square feet of impervious area will be disturbed, stormwater
improvements will not be required. However, at a minimum, TESL plans must be provided.
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference. Each section should be read thoroughly. If you have questions, please contact
the representative listed for that section.
PLANNING DIVISION (Janet Shull, 253-835-2644, Janet.shull@cityoffederalway.com)
1. Zoning Designation —The site is zoned Office Park (OP). Pursuant to FWRC 19.235.090, public
utilities are allowed in the OP zone.
2. Land Use Process and State Environmental Policy Act — This is an administrative review and
approval under Process III; in this case because SEPA is triggered (see following paragraph). Based
on the city's environmentally sensitive areas map, there are wetlands located within 200 feet of the
proposed project to the north and south of the subject property: a Category 11 wetland to the north and
a Category I wetland to the south. It appears that the proposed work is beyond the required I00-foot
buffer area for the category II wetland to the north, but is within the required 200 foot buffer area to
the south. However, the wetland to the south is south of SW 348`' Street and therefore, the associated
buffer is so compromised that the subject site located north of the right-of-way is likely not
functioning as a buffer. FWRC 19.175.040(3) allows for the director to permit placement of essential
public facilities, public utility, or other public improvement within a regulated wetland buffer when
there is no other feasible alternative.
3. SEPA — The proposed action is not exempt from environmental review under the State Environmental
Policy Act (SEPA) because the proposal includes pipes greater than eight inches in diameter. In
addition, if cut and fill quantities exceed 500 cubic yards then SEPA is also triggered by that action.
At the preapplication conference, you indicated that SEPA has already been completed for the
proposed action and that Lakehaven served as the Lead Agency.
4. Fees —Please contact Development Specialists at 253-835-2607 to obtain the current fee for the land
use applications for Process III review.
5. Nonconforming Development — Subject to FWRC 19.30.090, if the proposed work exceeds 50% of
the assessed value of existing improvements, then the site must be brought into compliance with
current development standards. In regards to the subject site's existing and proposed development
condition, if proposed work exceeds 50% of the assessed value of existing improvements, then

perimeter landscaping that meets current landscaping requirements must be established. Required _
perimeter landscaping in the OP zone per FWRC 19.125.060(8) is a minimum of feet of Type III
landscaping along the rear and side property lines and a minimum of 10 feet of Type III landscaping
along the property line abutting the public right-of-way and access easements (if applicable).
6. Setbacks —It appears the proposed underground structure will be located within the identified 15-foot
storm drain easement. See comments above under "Major Issues" regarding verification of the nature
and location of the easement.
7. Clear, Grade, and Tree and Vegetation Retention — These may be triggered by quantities of cut/fill
work (greater than 100 cubic yards). Trees and vegetation removed shall be replaced based on tree
units established in FWRC Table 19.120.130.2. The required tree units may be satisfied by trees
planted in the required perimeter landscaping area.
8. Wellhead Protection Zone —The subject site is partially located within a 1 year and 5 year Wellhead
Protection zone. As such, a Hazardous Materials Inventory Statement must be completed and
submitted with the land use application.
PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Ann Dower, 253-835-2732,
ann.dower@cityoffederalway.com)
Land Use Issues — Stormwater
Surface water runoff control and water quality treatment will be required per the 2009 King County
Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the 2009
KCCWDM. If 2,000 square feet or more of impervious surface will be disturbed, a Targeted Drainage
Review will be required, along with any water quality or flow control that may be required by the
KSCWDM or the Addendum. At the time of land use site plan submittal, the Targeted Drainage
Review shall be provided, addressing the relevance of the project to the eight core and five special
requirements of the KCCWDM. The City has 1"=,100', five-foot contour planimetric maps that may
be used for basin analysis.
2. The project lies within a Conservation Flow Control Area; thus, the applicant must design the flow
control facility to meet this performance criterion. The project also lies within an Enhanced Basic
Water Quality Area. Water Quality Treatment shall be designed to meet the treatment criteria of the
Enhanced Basic Water Quality Menu. Show the proposed location and dimensions of the detention
and water quality facilities, if required, on the preliminary plans.
3. Provide a copy of the easement referenced in the narrative, or a title report that includes the easement.
Building (or El) Permit Issues
1. Engineered plans are required for clearing, grading, and utility work. Plans must be reviewed and
approved by the city. Engineering review fees are $824.50 for the first 12 hours of review, and $68
per hour for additional review time. The Targeted Drainage Report and plans will require the
signature/seal of a professional engineer registered/licensed in the State of Washington.

2. The Federal Way Development Standards Manual (including standard detail drawings, standard
notes, and engineering checklists) is available on the city's website at www.cityoffederalway.com, to
assist the applicant's engineer in preparing the plans and TIR.
3. When topographic survey information is shown on the plans, the vertical datum block shall include
the phrase "DATUM: N.G.V.D.-29" or "DATUM: K.C.A.S.," on all sheets where vertical elevations
are called out.
4. Drawings submitted for plan review shall.be printed on 24" x 36" or 22" x 34" paper. All final,
approved drawings shall be drafted/plotted on 24" x 36" or 22" x 34" mylar sheet with permanent
black ink. Site plans shall be drawn at a scale of 1" = 20', or larger. Architectural scales are not
permitted on engineering plans.
5. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per 2009
KCSWDM Appendix D, must be shown on the engineering plans.
6. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.

The intent of this project is to provide an overflow storage facilityfor the existing Pun7p Station 22 (PS 22) that
will provide additional time for iakehaven to respond and make repairs to pwnp station failwes to get the station
back on line without causing a sewage spill. The facility will be a maximum of approximately 55,000 gallons and
be designed to function passively.
The areas disturbed by construction will be restored to their pre -construction conditions.
The new facility will be located on the existing sewage Pump Station 22 site. The existing above ground structures
include a backup generator building, above ground fuel storage tank for the backup generator, and odor control
facility C Bio-cubes").
The existing King County Assessors Map indicates that there is an existing 15' Storm Drain Easement along the
westerly 15' of the parcel (Parcel 9 926470-0110). However, the existing Record Drawing indicates that the stonn
drain was installed outside of the parcel, and a field inspection found no evidence that a storm drain was ever
constructed in the easement.
