Committee Chair Jack Dovey called the meeting to order at 12:00 p.m.

PUBLIC FORUM
Lynda Jenkins, Vice President of the Federal Way Historical Society, inquired as to the status of the Historical Cabins Park.
Staff responded that a master plan has been completed and a copy sent to the Historical Society. However, there is no funding
available for the construction of the project.
COMMISSION COMMENTS
Barbara Reid, Chair of the Parks and Recreation Commission, reported on a meeting with staff, Mayor Gintz, Jack Dovey and
Deborah Coates, Economic Development Executive, regarding the May 22 Celebration Park dedication. Ms. Reid reported
that a committee of the Commission has been formed to work with the Arts Commission on the selection of public art for the
park. The park has been booked every weekend through September for tournaments. The Commission continues to work on
the Parks, Recreation and Open Space Comprehensive Plan update.
APPROVAL OF JANUARY 25, 1999 SUMMARY
The February 8, 1999 minutes were approved as written.
BUSINESS ITEMS
YOUTH ATHLETIC FACILITIES GRANT PROGRAM
Referendum 48 authorized the Seahawks/soccer stadium construction and created a Youth Athletic Facilities ("Y AF") grant
program. This grant program is funded from a $10 million donation by Paul Allen and the Seahawk organization, and will be
distributed through the Interagency Committee for Outdoor Recreation ("lAC"). Grants can be submitted for three categories:
1) New Facilities, 2) Improving or Renovating Facilities, 3) Maintaining Facilities. Staff met with the Federal Way Youth
Soccer Association and the Federal Way School District to discuss park and school sites to consider for the grant. The two sites
that emerged as potential candidates were Sacajawea Park's football/soccer field and the upper football field at Federal Way
High School. A letter of intent is due to the lAC indicating the City's intent to apply for the grant. The letter of intent does
not obligate the City to submit an application. At this time, staff does not have the costs associated with the renovation of the
fields. The Y AF grant program is a one-time only grant. LINDA KOCHMAR MOVED, JEANNE BURBIDGE

SKATE PARK
Staffreported that the consultant for Skate Park, Purkiss-Rose, has completed 80% of the design based all infom1ation gathered

COUNCIL COMMITTEE. MOTION PASSED.
KlKAHA 0 KE KAI CANOE CLUB
Staff reported that they are working with the Parks and Recreation Commission to set a date for a public meeting regarding the
canoe club's request to use Steel Lake for activities such as racing and competition. The canoe club has made other
arrangements for 1999.
SOROPTIMIST FLAG DISPLAY/CAMPUS DRIVE
Staff reported that Rose Ehl of Soroptimist Intemational is still researching the history of the flags.
TWIN LAKES HOMEOWNERS ASSOCIATION AGREEMENT
The proposed agreement between the Twin Lakes Homeowners Association and the City provides for dedicated police services
on the properties of Twin Lakes, on a shared cost basis. Twin Lakes homeowners would pay $75,000 per year ($25,000 per
officer) for three full-time officers. The City has tentative approval of a federal grant to pay $25,000 per each position for the
next three years, essentially covering the City's half of the cost of the officers.' As a precondition to receipt of federal grants,
the Office of Community Oriented Policing services requires the City Manager to ex<;.cute an agreement assuring the Federal
government that the City will comply with particular legal requirements, one mandatiØg the City to "devise a plan to retain the
increased hiring level with state and local funds after the conclusion of its grant." Mr. Dovey had a concern regarding the "60
day out" clause in the agreement with the Twin Lakes homeowners. If the homeowners cancel, the Public Safety Department
would have to come back to the City Council asking for money to cover the officers. Mr. Dovey suggested that particular
language be stricken from the agreement. LINDA KOCHMARMOVED,JEANNE BURBIDGE SECONDED AMOTION
TO ENTER INTO AN AGREEMENT WITH THE TWIN LAKES HOMEOWNERS ASSOCIATION FOR
DEDICATED POLICE SERVICES ON THE PROPERTIES OF TWIN LAKES ON A SHARED COST BASIS WITH
THE UNDERSTANDING THAT NOTIFICATION OF RECEIPT OF THE GRANT IS RECEIVED PRIOR TO
EXECUTING THE AGREEMENT. MOTION PASSED.
1998 COPS MORE GRANT A WARD
Commander Coulombe announced that the City has been awarded the 1998 COPS More Officer Redeployed Effectively grant
of$92,389. With the City's match of$30,976, the total amount is $123,185 for one fiscal specialist and one crime analyst
position with a computer/printer to support the crime analyst. The funding period is from December 1, 1998 through November
30, 1999. LINDA KOCHMAR MOVED, JEANNE BURBIDGE SECONDED A MOTION TO ACCEPT THE COPS
MORE 1998 GRANT FOR $92,389 WITH THE CITY'S MATCH OF $30,796 FOR A TOTAL OF $123,185 TO THE
DEP ARTMENT OF PUBLIC SAFETY TO FUND ONE COMPUTER/PRINTER, ONE CRIME ANAL YST AND ONE
FISCAL SPECIALIST. MOTION PASSED.
POLICE SCHOOL SECURITY AGREEMENT
The Federal Way School District has requested a continuation of the police School Resource Officer services at Decatur and
Federal Way High Schools until such time a decision is reached from the Office of the Superintendent of Public Instruction
as to the legality of a longer term contract with the City for security services. LINDA KOCHMAR MOVED, JEANNE
BURBIDGE SECONDED A MOTION TO EXTEND THE AGREEMENT WITH THE FEDERAL WAY SCHOOL
DISTRICT UNTIL EITHER PARTY NOTIFIES THE OTHER WITH A TWO WEEK NOTICE OF TERMINATION,
OR UNTIL A PERMANENT AGREEMENT WITH THE FEDERAL WAY SCHOOL DISTRICT CAN BE
NEGOTIATED, ASSUMING SUCH SCHOOL RESOURCE OFFICER IS ALLOWED BY OSPI. MOTION PASSED.
DISTRICT/MUNICIPAL COURT SERVICES
Ms. Lindell reported that she, representatives of other suburban cities and representatives of King County have been involved
in negotiations for the past several months to draft a new District Court interlocal agreement. The agreement eliminates the
current per-case filing fee arrangement and replaces it with a 75/25 split of revenues collected from City cases (75% to the
County, 25% to the City). In addition, the cost of capital improvements, either to the court system as a whole or to a specific
division, would be allocated to the County and the affe>cted city or cities based upon caseload. Staff estim<\te,i this interlocal
would increase the City's annual court expenditures by $143,990 (27%) to a total expenditure of $673,430 per year plus the
cost of capital improvements. Ms. Lindell summarized the remaining terms of the interlocal agreement. After discussion,

Dear Johnathan,
I'm very grateful for your leadership of the Martin Luther King Day committee,
and hope you are comfortable with both your leadership role and the success of the
event. You have done well as has your entire team.

My note today is more than a congratulatory epistle. I am formâlizing with this
letter my resignation from the Diversity Commission of the city of Federal VVay.
Through the last months I have been carefully examining my volunteer community
initiatives and am faced with one very obvious conclusion - I anl not giving my best to
any of them. There is a significant measure of success in all of them, but I am
concerned with the quality of my offerings in each. So, this afternoon is an afternoon
spent composing letters of resignation. I am reducing the scope of my involvements in
order to be more fruitful in the ones which continue.
Naturally, this selection process is not an easy one. Each community focus has
very strong values built within it. and I risk the misioterpretation that I am rejecting the
values or the goals of the group as I step down from the structured involvement. Such
is not the case. This is even more true of the Diversity Commission. The values of
individual dignity and worth, and the accessibility to every corridor of power and
decision making by people of all cultures will always resonate in the core of my being.
I will yet gather men and women of diversity together for common dialogue and
community building.
Thank you, Jonathan for your gracious leadership, and strong passion for
people everywhere. May your tenure as Chairman be among the most profound and
profitable experiences you know.

Recommendation from Parks and Recreation Commission to approve the Commission's 1999 work
plan and to permanently increase the Commission membership from nin~ full members and two
alternates to eleven full members and one alternate. .
Backeround:
On January 11, 1999, Barbara Reid, Chair of the Parks and Recreation Commission, presented a
twelve-item list of possible work items to the Council Committee for 1999. The first four items on
the list were the main items on the 1998 work plan and are currently part of the Commission's
regular business. The list included existing work plan items including Celebration Park, Skate Park,
Wedgewood Park and the Comprehensive Plan and included additional items such as Alderbrook
Park, Updating Park Maps, Park Impact Fees, French Lake Master Plan, School District Bond Issue,
Canoe Club Waiver, Neighborhood Park Development and a Communications Plan.

On April 21, 1998, the City Council approved amendments to Ordinance #98-312 that provided
Council the authority to appoint at least nine members and up to eleven members by appointing the
alternate(s) as a member or members. Following the approval of this amendment, alternates Dini
Duclos and Marion Bartholomew were appointed to the Commission as members for a one year
term. The amendment to the ordinance further states that Council shall determine upon the
expiration of any member's term if a need exists to appoint more than nine members to the
Commission. Members Karl Grosch, Jerry Bollen and Barbara Reid have terms that expire in May
1999.
During the February 4, 1999 Parks and Recreation Commission meeting, the commissioners
reviewed the proposed work plan for 1999 and voted to recommend to the City Council to
permanently increase the number of Commissioners from nine to eleven with one alternate. The
recommendation is based on the Commission's accomplishments in 1998, the 1999 work plan and
future work. The Commission felt that ifthe City Council wanted the Commission to complete the
same amount of work in 1999 and future years as they did in 1998, then it would be reasonable to
continue with an eleven-member commission on a permanent basis.

FEDERAL WAY, WASHINGTON, AHENDING THE PROVISIONS
RELATING TO PARKS AND RECREATION COMMISSION
MEMBERSHIP. (AKBNDING ORD:INANCB HUHBERS 91-93 , 93-
186 and 96-280).
WHEREAS, the Federal Way city council recognizes that
parks and recreation are vital to the community's quality of life,
important in attracting visitors and tourists, valuable as a source
of commerce and industry, and desired by businesses considering
location in the city; and

WHEREAS, by Ordinance No. 91-93 the Federal Way City
council created a parks and recreation commission (the "commission")
as amended by Ordinance Numbers 93-186 and 96-280 and;
WHEREAS, the Federal Way City Council set membership in
the commission at nine members and the City council has utilized
nine voting members and two alternate non-voting members and;
WHEREAS,
a need exists
to
allow membership
in
the
commission to consist of at least nine members and up to eleven
members in order to provide the Federal Way City Council with
flexibility in meeting work plan goals and;
WHEREAS, the commission desires to increase participation
in commission membership by limiting the terms of service to three
consecutive-three-year terms; NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF FEDERAL WAY, WASHINGTON,
DOES HEREBY ORDAIN AS FOLLOWS:
Section I.

11-27.
Membership.
(a) The parks and recreation commission shall consist of at

nine members and may consist of up to
eleven members
appoihted by the city council by appointing the alternate(s) as a
member or members.
The city council shall determine upon the
expiration of any member's term if a need exists to appoint more
than nine members to the commission.
(b) The parks ànd recreation commission ,shall serve without

(c) Each member shall serve a term of three years.
Members
shall serve no more than three consecutive terms upon council
appointment, whether serving all or any portion of any term, and
this provision shall be ap~lied retroactively.
The city council
shall annually appoint new members to fill the expiring terms on
the parks and recreation commission.
If, for any reason, a vacancy
occurs during the term of a parks and recreation commission member,
the city council shall appoint a new member to fill the unexpired
term of that member.
The city council may remove a parks and
recreation commission member at any time if the city council
determines
that
member
is
not
fulfilling
his
or
her
responsibilities to the satisfaction of the city council.
All
members of the parks and recreation commission shall serve until
their successors are duly appointed by the city council.
(d) Persons appointed to serve on the commission shall reside

(e) To the extent practicable, appointments shall reflect the
diversity of all recreational needs of the city.
Section 2.

The provisions
of
this
ordinance are declared separate and severable.
The invalidity of
any clause, sentence, paragraph, subdivision, section, or portion
of this ordinance or the invalidity of the application thereof to
any person or circumstance, shall not affect the validity of the
remainder of the ordinance, or the validity of its' application to
other persons or circumstances.
Section 3.
Ratification.
Any act consistent with the
authority and prior to the effective date of this ordinance is
hereby ratified and affirmed.

This ordinance shall take
effect and be in force five (5) days from and after its passage,
approval, and publication, as provided by law.
