Total City funding for the program has been reduced each year, from $14,530 in 1996 to $12,273 in 1998. Dave Kaplan: Suggested that since the Council has looked at fees for new businesses and increased gambling taxes, perhaps also look at park impact fees, which would help with the maintenance and development of parks. Mary Ellen Stone: Pleased to see additional funding being allocated to human services, and asked to restore funding for organizations such as the King County Sexual Assault Resource Center. Costs to keep the center open have increased four percent for next year. Need to maintain last year's funding. COMMISSION COMMENTS Barbara Reid, Chair, Parks and Recreation Commission: Noted that the Celebration Park fund raising campaign has exceeded its goal, with additional monies expected. Last week, the Korean American business community gave $1,500 for a drinking fountain. The Chamber of Commerce has been asked to recognize major contributors at a future spring meeting. APPROVAL OF NOVEMBER 23, 1998 SUMMARY LINDA KOCHMAR MOVED, JEANNE BURBIDGE SECONDED A MOTION TO APPROVE THE NOVEMBER 23,1998 SUMMARY AS WRITTEN. MOTION PASSED. BUSINESS ITEMS ADDITIONAL FUNDING FOR I 999/2000 HUMAN SERVICES CONTRACTS Ms. Guenther stated that the goal today was to allocate the additional funding of $120,000 to the 1999/2000 human .' services contracts. This funding consists of the additional $l 00,000 that the City Council recently allocated and the potential $20,000 from employee donations and carry-forward monies. At the last meeting, there was a question as to whether or not the Federal Way Family Network/Peer Support Program was continuing. Ms. Guenther reported that they will continue their program in 1999. Ms. Guenther did note that there was $18,000 in unexpended funds from the 1997/1998 budget that can be used in the funding process. The Council Committee then discussed each agency's request and revised the additional funding plan. MOTION PASSED. YOUTH COMMISSION WORK PLAN . Staff reported that the Youth Commission approved their 1998/1999 work plan at its November meeting. The plan includes the following projects: 1) Adopt-a-Family, 2) Dr. Martin Luther King Jr. Celebration, 3) Women's Shelter Clothing Drive, 4) Talent Show,S) Youth Recognition Night, 6) Battle of the Bands, and 7) Skate Park. JEANNE BURBIDGE MOVED, LINDA KOCHMAR SECONDED A MOTION TO APPROVE THE 1998/1999 YOUTH COMMISSION WORK PLAN AND FORWARD TO FULL COUNCIL ON JANUARY 5, 1999 FOR APPROVAL. MOTION PASSED. TWIN LAKES/BRIGADOON TRAFFIC CALMING TASK FORCE Staffreported that the newly formed task force has had five meetings to d!lte. Currently, they are putting together a wish list of the types of traffic devises to put at different locations. There is a lot of interest by the task force to explore the different types of devices, especially if they maintain the emergency response times. Staff anticipats hosting an open house for the neighbors in February with final recommendations reached in March. Staffwill present another progress report to committee in March if task force recommendations have not been fma1ized by then. Mr. Bergman noted that the task force has received input from both Fire and Police Departments NEXT MEETING Monday, January 11, 1999 (December 28 meeting canceled). Due to the cancellation of the December 28 meeting, staff requested approval to forward two items to full Council on January 5 without a committee recommendation: the Washington State Umpires Association 1999 contract and the Skyhawks Sports Academy 1999 contract. The committee approved forwarding both contracts to full Council on January 5. Wood, Director of Public Safety Subject: 1998 Local Law Enforcement Block Grant Backeround: The 1998 LLEBG grant #98LBVX3287 awarded $110,973, with the City's match 01'$12,331, for a total grant amount of$123,304 for one Police Service Officer position and a vehicle. The funding period is from October I, 1998 through September 30,2000. At an Advisory Board meeting on December 10, 1998, the board unanimously supported the grant proposal. Committee Recommendation: Motion to accept the 98 LLEBG grant for $110,973 with the City's match $12,331, for a total grant amount of$123,304, to be awarded to the Department of Public Safety to fund one Police Service Officer position and one vehicle.
