Updated Parking Assessment

This memorandum documents the parking assessment for the proposed Federal Way Pape’ Kenworth
Northwest facility. This is an update to our previous parking assessment memo dated May 14, 2020 to
include outdoor truck storage areas as part of the parking calculations and the current proposed site plan.
This parking assessment was completed to identify the parking stalls needed at the proposed Pape’ site in
Federal Way based on the parking provided at other similar Pape’ Kenworth facilities currently in operation.
The proposed site is located on the north side of S 320th Street east of I-5 and west of 32nd Avenue S, on 7
parcels recently annexed into the City of Federal Way from King County.

Project Description
The proposed Pape’ Kenworth Northwest facility would include 79,744 SF of building area, and 20,944
SF of total outdoor truck storage area. The proposed uses include Pape’ Kenworth Northwest new truck sales,
maintenance facility, offices, and a body repair shop. Access to the site would be provided via two full
access driveways on 32nd Avenue S.
Parking Assessment
City of Federal Way Required Parking
The City of Federal Way parking code requirements for the project are based on the zone chart of FWRC
19.220.030. Table 2 summarizes the code requirements for the proposed project.

As shown in Table 2, the City’s code-required parking for the project is 336 spaces. It should be noted that
Per FWRC 19.125.170(5), the outdoor truck storage area was included in calculating the gross floor area
(GFA) of the project, and included in the required code parking calculation.
Pape’ Kenworth Parking Demand
The latest version of ITE’s Parking Generation, does not include a comparable land use to the proposed Pape’
Kenworth use. As a result, the parking needed for the proposed project was based on parking provided at
four existing Pape’ Kenworth facilities located in Washington, Oregon, and California.

The parking provided for staff and customers at the four Pape’ sites was confirmed by on-site operators at each
location, and compared to the total building and outdoor truck storage area at each site. Based on this data,
an average parking supply ratio of parking stalls per 1,000 square feet of building and outdoor truck storage
area was derived. A summary of the parking data is provided next in Table 2.

As shown in Table 2, based on the parking provided at the four existing Pape’ Kenworth facilities, an average
parking ratio of 1.16 parking stalls/1,000 SF was derived. Based on this, the proposed 100,688 SF Pape’
Kenworth Federal Way site would need 117 parking spaces (100,688 X 1.16/1,000). Parking stall
calculations were rounded upwards in accordance with FWRC 19.130.040.
