Updated Trip Generation Estimate

This memorandum documents the updated trip generation estimate for the proposed Federal Way Pape
Kenworth Northwest facility. The proposed site is located on the north side of S 320th Street east of I-5 on 7
parcels currently in un-incorporated King County that will be annexed into the City of Federal Way.
Project Description
The proposed Pape Kenworth Northwest facility would include the development 79,744 SF of building area.
The proposed facility includes Pape Kenworth Northwest new truck sales, maintenance facility, offices, and
a body repair shop. Access to the site would be provided via 2 driveways on 32nd Avenue S north of the
existing traffic signal at 32nd Avenue S/S 320th Street. A preliminary site plan has been prepared for the
project and is included as Attachment A.

Trip Generation
The latest version of ITE’s Trip Generation, does not include a comparable land use to the proposed Kenworth
use. As a result, the trip generation estimate for the proposed project was based on an independent trip
generation study completed at four existing Pape Kenworth facilities located in Washington, Oregon, and
California.
Weekday daily and peak hour traffic counts were collected at the four existing Pape’ Kenworth facilities on
three consecutive weekdays in October 2019 (location #4) and January 2020 (locations #1-3). Saturday
data was also collected at locations #1-3 in January 2020. A summary of the trip generation data collected
at the four sites used to determine the trip generation rate is included in the Attachment B. The resulting trip
generation rates from the trip generation study is shown in Table 1 below.

As shown in Table 1, based on the data collected at the four existing Pape Kenworth facilities, the derived
weekday daily rate is 11.59 trips per 1,000 SF, AM peak hour trip generation rate is 0.87 trips per 1,000
SF, PM peak hour trip generation rate is 0.87 per 1,000 SF, and Saturday peak hour rate is 0.57 trips per
1,000 SF.
Based on the above derived trip rates, the trips associated with the proposed 79,744 SF Pape Kenworth
Northwest project is summarized in Table 2.

As shown in Table 2, the proposed Pape Kenworth Northwest project is estimated to generate 924 weekday
daily trips with 69 trips occurring during the weekday AM peak hour (43 in, 26 out) and 69 trips occurring
during the weekday PM peak hour (25 in, 44 out). The project is estimated to generate 45 trips during the
Saturday peak hour (21 in, 24 out). The detailed trip generation calculations are included in the Attachment
B.
Since the project is estimated to generate less than 100 peak hour trips, the project would not be
considered a major new development and a TIA would not be required.
This trip generation information is also being used for the project traffic concurrency application.
