Per our earlier discusssion, I am hereby requesting a modification to my driveway surface
material. My request is in accordance with, and in full and complete compliance with the
provisions of Section 22-1403 of the City Code.
The reason for the request of modification is to avoid expensive re -work in the near
future. My plans are to subdivide the surrounding and adjacent areas. At the present, I do
not know the precise horizontal and vertical alignment of the future street, as it has not
been design nor yet approved by the City. The future street will likely require the later
removal of part or all of any pavement laid at this time. And the installation of future
utilities, servicing the future lots would necessitate multiple trenches across what would
now have to be paved under the present plan.
From the dead end of the existing pavement on 10 PI SW, I propose to use a solid
concrete paving block surface (a material superior to the existing asphalt surface of the
street) for the full width, and a distance of 15 feet beyond the end of the existing
pavement. Thereafter, surfacing would be compacted crushed rock to within 25 feet of
the house. The last 25 feet would also be the solid concrete paver blocks as in the first 15
feet. Please refer to the revised site plan being resubmitted. Total length of driveway
(approx 200 LF) and width (20 feet) as well as alignment of approved driveway, remain
unchanged.
Surfacing material will not and cannot enter the drainage system, not public or other
private property. Water enters my private detention pond with outfall in the center of my
large private parcel. Also the compacted, crushed rock is quite stable, resisting erosion.
2) The provided surface will be fully factional year around. 3) Only washed rock with no
fines, will be used to preclude air born dust, and 4) Runoff with not degrade water quality,
in fact should improve water quality by avoiding the oily sheen of fresh asphalt.
The proposed drive would also be in complete compliance with the Fire Code. Fire lanes
are not required to be asphalt paved. Widths and turnaround configurations are
unchanged from the approved plan. Thanks for your consideration in this matter.

of Federal Way City Code (FWCC), Section 22-1453, that requires the surface material of
the parking areas, driveways and other vehicle circulation areas be comparable or superior to
the right-of-way providing direct vehicle access to the parking area.
Pursuant to FWCC, Section 22-1403, the surfacing requirements of Section 22-1453 may be
modified if all criteria listed can be met. The proposed modification as stated in your letter
dated March 31, 1995 and as depicted in your revised site plan submitted to the City on
