At that time, committee members provided comments and associated requirements relative to a proposed new single-family home on the above - referenced lot. The lot is undeveloped and contains a wetland. Department and agency comments are below, with staff contact information provided. Planning Department, contact Deb Barker, 661-4103 1. The north side of the site contains a one acre regulated wetland. Federal Way City Code (FWCC) Division 7 regulates all development that occurs on or within 100 feet of a regulated wetland. Such development would require an environmental review through the State Environmental Policy Act (SEPA) and must be approved through the City's Use Process II review. As proposed, the driveway off of loth Place SW encroaches into the wetland setback. If the project is revised to avoid this encroachment,. SEPA will not be required and the review process would follow the standards noted in the "single- family building permit for new construction" handout. Any improvements, including but not limited to roof overhangs, decks, patios, or chimneys that encroach into the wetland setback will require environmental review. 2. During all phases of grading and construction, the wetland edge and 100-foot setback must be delineated to the approval of the City of Federal Way. 3. FWCC section 22-1453 calls for driveway and parking surfaces to be paved in a material comparable or equal to the surface material of the right-of-way providing direct vehicle access to the site. This paving requirement may be waived under the modification provision of FWCC 22-1403 if the criteria are met. The modification request letter should be sent to Gregory D. Moore, AICP, Director of Community Development Services. 4. FWCC regulates, significant trees on all undeveloped lots. A significant tree is defined as all trees 37.inches in circumference or greater, in good health, and not detrimental to the community. Red alder, cottonwood, poplar, and big leaf maple are not significant trees under FWCC 22-1568. Trees meeting the city's definition should be noted on the site plan submittal. If more than 75 percent of the significant trees on the lot are removed, tree replacement is required. Public Works, contact Jeff Sharp, 661-4125 With the creation of more than 5,000 square feet of impervious surfaces, surface water runoff control and treatment (biofiltration) is required per the 1992 King County Surface Water Design Manual (KCSWDM), the City's amendments and through the SEPA process, the Hylebos Creek and Lower Puget Sound Basin Plan. 2. A narrative addressing the relevance to the project of the seven core and the 12 special requirements of the KCSWDM is required at the time of building permit application. Core requirement three may determine if the project is exempt from detention due to a negligible peak runoff rate increase. A Level I downstream analysis must be provided. 3. Should there be any proposed development that requires SEPA review, the following storm drainage criteria will become effective. The proposed project is located within the Hylebos Creek and Lower Puget Sound Planning Area. More particularly, the site is in an area designated for modified storm water retention/detention (R/D). The requirement is for an R/D facility to be designed to control the post -development two - and ten-year, seven-day design storm flows to corresponding pre -development levels. A 30 % safety factor is not required when using the seven-day event. In addition to the seven-day event, the time of concentration is calculated using interflow. Contact the Public Works Department for further details. These requirements are based on the Hylebos Creek and Lower Puget Sound Basin Plan. 4. Section 22-1473 of the FWCC requires full width right-of-way improvements along SW 312th Street. Per FWCC section 22-1524 and 22-1522 - Minor Arterial classification for five lanes, the minimum right-of-way width is 100 feet and the minimum paving width is 60 feet with vertical curbs. Street lighting and eight -foot - wide sidewalks with a minimum four -foot -wide utility/landscaping strips planted with street trees at 30 foot on center are required. (See attached chart.) Per section 22- 1477 of the FWCC, you may make a written request to the Public Works Director for a modification, deferment, or waiver from the above right-of-way requirements. 5. When considering future subdivision of the parcel, the proposed street will be designated a "residential collector." Minimum centerline radius is 360 feet. Required right-of-way width is 60 feet. A modification to the right-of-way width may be applied for to match the existing 56 foot conditions at either end. Federal Way Fire District #39, contact Pat Kettenring: 946-7241 The proposed driveway and hammerhead meet the Uniform Fire Code 10.204c turnaround requirements. These must be designed and maintained to support fire apparatus loads. In addition, a certificate of water availability indicating fire flow available at the site must be provided with the building permit. Federal Way Water and Sewer, contact Rick Gilmore: 941-1516 1. The developer must extend the water to tie the main line on the east property line (loth Place SW) with the main line on the south property line (llth Place SW) with a minimum eight -inch main. Please contact the district to determine the most feasible route. 2. Sewer service may be provided from the southern side of the property. This could require main line extension if the proposed dwelling is more than 200 feet from existing sewers, or at an elevation that will not maintain a two percent minimum slope. My proposal is to construct one single family residence (approx 3000 sf) as sited on enclosed plan. I propose to use the wetland delineation/Analysis Study prepared by B-Twelve Associates, dated February 28, 1990, with the 100 ft setback as shown on the site plan. The proposed site layout also accomodates future subdivision requirements. Any necessary easements and dedications incidental to possible future subdivision shall be made at such time that a subdivision is undertaken. Precise alignments would not be known until then. (It would not be feasibile for me to leave the land lay idle and not utilized throughout this lengthy and expensive process.) The private driveway beyond 10 P1 SW will be crushed rock or pervious pavement to minimize surface runoff. Roof gutters will be diverted to a drain field. This should not significantly increase net surface runoff, and will not detract from wetland sources. I also plan to maintaining a greenbelt around the perimeter, and replant as needed to replace trees that can not be saved. The existing condition present a somewhat dangerous play area for neighborhood children, because of tree climbing and the isolated nature of the surroundings. Neighbors should welcome my proposal. Utility connections would be made to the existing utilities at the property boundaries. Minimal disturbance to the site will be made. Broadleaf deciduous forest comprises the upland areas of the site, it is dominated by Red Alder (Al»us rubro) with nn understory of Sword Fern (PolysliChum rrtituetant). The site is essentially ftat. The 6levution of the upland portion of the site is 295 feet, and the wetland lies in a trough at an elevation of 290 feet. Drainage appears to flow from south to north. The wetland on site is 0.93 acres in size and lies in the northern portion of the property. It is characterized primarily by scrub -shrub vegetation. Dominant species 'are Willow (Salix spp.) and Salmottberry (Ru6us spe'ciabilis). Thcre is a narrow band of forested wetland vegetation around the edge of the scrub -shrub zone. An arett of open water lies in the east and of the wetland, which is located off property. Total wetland size is estimated to be approximately 1.5 acres. Soils are mapped as Seattle muck (see Exhibit C: Soil Map), and we observed saturated, mucky soils on -site. 'there was standing water present in the wetland at the time of the delineation. 'Yhis wetland has been inventoried by King County and is known as "Lower Puget Sound $". it is rated as a #2 (Significant) wetland. See Exhibit D: Inventory. it. WETLAND STUDY METHODS The wetland edge was delineated by Esther Howard and Teresa Hagan on October 2S, 1999. King County criteria (including vegetation, soils, hydrology, and topography) were used to determine the wetland edge. Each point was marked with blue and lime glow flagging and DEC 21 ' S3 19: 21 J. Our delit=tion is based on indicators present at the thrill of the dcllne2tl011, and on the professional judgement of the field crew. Wetlnnd conditions may vary seasonally and from year to year. 1I1. OBSERVATIONS A. Vegetation Scrub -shrub vegetation characterizes this wetland. The dominant species are Willows (Srrliv $pp.), Hardhack (Spires douglasii) and Salmonberry (Ruhus specrabilis). There is a small strip of forested vegetation around the edges of the scrub -shrub area. According to the US. Fish and Wildlife Service system of wetland classification (Cowardin et at, 1979), the wetland on this site would be categorized as n Palustrine Broad-leaved Deciduous Scrub -shrub wetland (PSSI). See attached Plant List for wetland species. f#. Soils According to the soil survey for King County (Snyder of al, 1973), there are two soil types on the site. Sae Exhibit C Soil Mop. The upland area is mapped ns Alderwood gravelly sandy loam, 0 to 6 percent slopes (AgB). Alderwood series soils are not on the national list of hydric soils (Environmcntal Laboratory, 1987). Soil survey maps show Seattle muck (Sk) within the wetland. Soils in the Seattle series are described as "...very poorly drained organic soils that formed in material derived primarily from sedges. These soils are in depressions and valleys on the glacial till plain and also in the river and stream valleys. Slopes are 0 to 1 WwRLO (Snyder ei at, 1973) A representative profile of Seattle muck has a surface layer of black mock about I 1 inches thick. The underlying material is "...dark reddish -brown, black, very dark brown, and dark -brown muck and mucky peat that extends to a depth of 60 inches or more (Snyder et U DEC 21 "33 19.23 J. L. S HURIEN 11-TWE•LVE• ASSOCIA ---1SJ89187 _ February 29. 1990 PAGE 3 at, 1973). The Seattle series is on the national list of hydrsc soils (EnvironMental LabOratory, 1987). We found that soil in the wetland fits the description in the soil survey. It is saturated muck with a high proportion of undecayed plant mnteriaL All soils within the wetland had a chroma of 2 or less, which indicates hydric conditions. Soil color was analyzed using Mansell soil color charts (Mansell Color. 088). These soils meet NCTHS (National Technical Committee on Hydric Soils) criteria. C. Hydrology We observed standing water and saturated soils in the wetland. Saturated soils suggest that the wetland is connected to groundwater. Sources of water appear to be groundwater, precipitation. and surface runoff. A culvert feeds into the wetland from the north at SW 312th St. The road probably impounds the water. Dried algae on trunks of shrubs indicate that water Levels are higher during the wetter winter months. Most discharge from tha wetland Saes to a channoi in the center of loth Ct. SW (Tract `A" in the Hidden lane subdivision). A small volume flows to the south to Mirror Lake. See Exhibit B: Plat Layout. t D. Wildlife and Fisheries A wildlife survey was not performed for this site, but observations were made while performing the wetland delineation. No threatened or endangered species were observed or are reported from the site. A list of expected or observed slaecies is included at the and of this report. IV. WETLAND FUNCTIONS/VALUES This is a small wetland in a highly urbanized arcs. Buffers are moderate to poor. There is a wide buffer of upland rarest to the south, and the wetland extends off -site to the east. See Exhibit g. Plat Layout. The primary function of the wettand appears to be stormwater detention. as it is an enclosed basin. Groundwater appears to discharge into the wetland. Its capacity for biofiltrotion is probably moderate due to a predominance of scrub -shrub vegetation. It has limited value as wildlife habitat. Animas that are tolerant of human presence would be most likely to use it. it is suitable for songbirds; waterfowl, small mammals, and amphibians (See species list). V. PRQPUSED IMPACTS T4 WETLAND AND BUFFER AREA A variable width buffer is proposed adjacent to ttre wetland. A minimum width of 25 feet is proposed adjacent to Lot 7 to aecomodate the minimum lot depth and road connection location. A 5o foot buffer is proposed adjacent to Lots S. 9, and 10, An additional 30 feet (by 120 feet) of upland buffer area is proposed between the wetland and the west property line of the plan. The bufffer is reduced w 25 feet adjacent to the east edge of Lot 16. If a consistent So foot buffer were proposed adjacent to the wetland. approximately 24,000 square feet of upland buffer would be provided. This proposed variable buffer will provide approximetrsly equivalent buffering. The areas of increased buffer width a second growth forest of Douglas J sword fern and satal, A 15'buiiiding set fir and big Leaf maple with understory of safmonberry, back line is proposed adjacent to the NGPE. hio buildings or lot lines arc proposed within the wetland. The storm drainage system for the plat hag not yet been designed. However,,we expect that there will be increased runoff entering the wetland as impervious surfaces such as roads, driveways and homes are cOnstructed. Runoff may contain increased amounts of lawn and garden chemicals as well u pollutants from the roadways. House pets will potentially find etssy access to the wetland.- The wetland provides open spatae and a buffer between houses and the road.
