This committee includes representatives from the Federal Way Water and Sewer, Fire, and School Districts, and staff from the city's planning, public works, building, and parks departments. The following includes comments from our meeting. For your convenience, I have listed comments under categories of site plan requirements, code requirements, and SEPA review. Where appropriate, I have noted pertinent ordinance sections (these do not include all regulations applicable to subject proposal). Comment sheets from CDRC members are also enclosed. Site Plan Requirements Please see enclosed Site Plan Review information bulletin for application requirements. Code Requirements 1. Zoning - The site is zoned Residential Single Family 7200 (RS 7.2). Applications to construct a cemetery are subject to Use Process II review and must be heard before the Federal Way Hearing Examiner. I have enclosed a copy of the RS chapter of the city code which provides some specific design requirements for cemeteries (Federal Way City Code [FWCC] Article VI, Division 6, Section 22-647). Although the chart does not provide specific design Tor an Ronhovde December 1, 1993 Page 3 Section 22-1567(b)l.a.i - Twenty square feet of interior lot landscaping per parldng stall shall be provided when 49 or less parldng stalls are provided. The required 36 parking stalls provided requires 740 square feet .,of interior landscaping. Subject proposal does not meet this requirement. Section 22-1567(g)l - Lawn is not permitted in landscape islands of less than 200 square feet, and then, only as an accessory planting material to required trees, shrubs, and other groundcover. Section 22-1564(u) - Building walls which are uninterrupted by windows, doors, or other architectural features, that are 240 square feet or greater in area shall be screened by landscaping. Such planting shall include trees, shrubs, and groundcover appropriate for the area proposed. Building profiles are required to determine how this condition can be met. Additional landscape requirements include such items as: 1) establishing slopes no more than a 3:1 ratio for lawn areas, Section 22-1564.c; 2) enclosing all trash receptacles, Section 22-1564.d; 3) screening of public rights -of -way, Section 22-1567.e; and 4) 25 percent of new landscape materials (i.e. trees, shrubs, and groundcover) shall be drought tolerant. The plant schedule should identify any materials used to meet this requirement. Please see the new landscape code for additional landscape requirements. 7. Curb Cuts - Pursuant to FWCC Section 22-1543(b), any new driveway curb cuts onto South 312th Street are required to have a 150-foot separation from any other existing driveways on both sides of the street. Modification requests should be directed to Ron Garrow (Senior Engineer). 8. Screening_ of Garbage Receptacles and Dumpsters - FWCC Section 22-949, provides standards for placement and screening of garbage receptacles and dumpsters. Section 22- 960, provides standards for screening of rooftop appurtenances. 9. Solid Waste and Recycling Stora e - Per Ordinance ##92-158, solid waste and recycling storage spaces are required to be included in all new commercial developments. 10. Hours of Operation - Pursuant to Section 22-647, Note 2, the hours of operation of the use may be limited to reduce impacts on nearby residential areas. 11. Signage - Please contact Richard Cottage (Code Compliance Officer) at 661-4017 regarding sign requirements. Other chapters of the zoning code related to specific design standards for parking, landscaping, signage, or other elements can be obtained at the Department of Community Development. 2. Require�_Number of Parking Stalls - Pursuant to FWCC Section 22-674, required parking is determined on a case -by -case basis. Please contact James Solaegui (Traffic Analyst) at 661-4139 to discuss this issue. Compact Parking Stalls - Pursuant to FWCC Section 22-1442, the applicant may develop and designate up to 25 percent of the number of parking spaces for compact cars. Separation of Parking Area and Streets - Pursuant to FWCC Section 22-144La, wherever feasible, the building(s) on the subject property should be located between the street and the parking area. The on -site wetland prohibits this. Parking Stall Length and Width - The length and width of the parking stalls are not depicted on the site plan and will be required on the site plans as part of the application. 3. Plat Conditions - A copy of any plat or zoning conditions which may have been imposed on the property by King County. 4. Pedestrian Connections - Pursuant to FWCC Section 22-1445.b (105.75.2), the applicant shall design the parking area so that there is a paved sidewalk, at least five feet in width and unobstructed, between every other row of parking spaces and between any building and abutting driveway or parking spaces. Article XV, Off Street Parking, Division I, does not provide for modification to this section. Therefore, a modification to this section would require approval of a variance. 5. Wetland Setback Encroachment - Pursuant to FWCC Section 22-1357, a setback area of 100 feet is required along a regulated wetland. Fifty feet is depicted on the site plan. Encroachment into a wetland setback is subject to FWCC Section 22-1359 and would require a Process II approval by the hearing examiner. 6. Landscaping - The following lists several sections of the landscape code and the requirements of each: Section 22-1566(b)1 - Type III landscaping ten feet in width shall be provided along the perimeter of perimeter lot lines. Tor an Ronhovde December 1, 1993 Page 4 12. Required Studies - A wetland study/report, prepared by a qualified professional will be required. See Division 7, Regulation Wetlands, Section 22-1356 and the definitions section for procedures and criteria for preparing the study. 13. Access/Egress - Please see attached comments from the Fire District related to this issue. 14. Health Department - Due to the nature of the facility, the King County Department of Public Health should be contacted. 15. Fees - A proposal to construct a cemetery requires the following zoning code processes and fees (fees indicated in parentheses): SEPA environmental determination ($367, includes fire fee); Process 11 ($1,575, includes fire fee); and Site Plan Review, (included as part of the Process 11 fee). Additional fees are associated with other city and district regulations and permits. Fees are subject to change at the beginning of 1994. Special regulations and notes of the use zone chart allow this type of use within a RS 7.2 zone only if: a) it will not unreasonably interfere with any nearby residential uses; b) the streets and utilities serving the subject property can support the traffic and demand generated by the proposed use and activity; and, c) any undesirable effects or impacts from this use are clearly outweighed by its benefits. The city may impose limitations to reduce or eliminate any undesirable effects or impacts of this proposed development. This may include limiting hours of operation, and other mitigation. State Environmental Polio Act SEPA Review The proposal will require SEPA review. A SEPA checklist is enclosed for your convenience. Since the applicant proposes to create more than 5,000 square feet of impervious surfaces. Surface water runoff control and treatment (biofiltration) will be required per the 1990 King County Surface Water Design Manual (KCSWDM), the City's amendments and through the SEPA process, the H_ylebos Creek and Lower Puget Sound Basin Plan. 2. The proposed project is located within the Hylebos Creek and Lower Puget Sound Planning Area. More particularly, the site is in an area designated for modified storm water retention/detention (R/D). The requirement is for a R/D facility to be designed to control the post -development 2- and 10-year, 7-day design storm flows to corresponding pre -development levels. A 30% safety factor is not required when using the 7-day event. In addition to the 7-day event, the time of concentration is calculated using interflow. Contact the Public Works Department for further details. These requirements are based on the Hviebos Creek and Lower Puget Sound Basin Plan. 3. At the time of the site plan review submittal a narrative addressing the relevance to the project of the 7 core and the 12 special requirements of the KCSWDM will be required. A Level I downstream analysis shall also be provided. 4. Section 22-1473 of the FWCC requires full width right-of-way improvements along Avenue SW. Per section 22-1524 and 22-1522, minor arterial classification for 5lanes, the minimum right-of-way width is 100 feet, minimum paving width is 60 feet with vertical curbs, street lighting, 8 foot sidewalks with a minimum 4 foot utility/landscaping strip planted with street trees at 30 foot on center are required. Per section 22-1477 of the FWCC, the applicant may make a written request to the Public Works Director for a modification, deferment or waiver from the above requirements. PP\.doc 5. The vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or "DATUM: K. C. A. S . " on all sheets where elevations are called out. 6. The maximum cut or fill slope that is unretained shall be 2 horizontal to 1 vertical. 7. All drawings shall be drafted/plotted on 24" x 36" mylar sheets with permanent black ink. [UFC 10.2021 During construction, an all-weather fire department access roadway is required when any portion of an exterior wall of any facility, building or portion of a building is more than 150 feet from a fire department access roadway. [UFC 10.2031 EXCEPTION: provisions for a sprinklered building. All fire department access roadways shall be constructed of an all-weather surface capable of supporting a 25 ton vehicle; the maximum roadway grade shall not exceed 12 percent. All fire department access roadways shall have (1) a clear and unobstructed width of not less than 20 feet, (2) an overhead clearance of not less than 13 feet six inches, (3) all turns or bends shall be designed at not less than a 32 foot inside and 40 foot outside turning radius. All fire department access roadways which have dead ends exceeding 150 feet shall be provided with a cul-de-sac at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. Designated fire lanes may be required for emergency access. This may be done during the plans check or after the facility is in operation. When required, approved signs or other approved notices shall be provided and maintained for fire apparatus access roads to identify such roads and prohibit the obstruction thereof. [UFC 10.2061 FIRE DEPARTMENT ACCESS TO BUILDINGS ✓ Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible from the street or road fronting /the property. Said numbers shall contrast with their background. Fire Department Connections shall not be located more than 50 feet from a fire hydrant and shall be located on the same side of the road as the fire hydrant. Fire Department Connections shall be located not less than 18 inches nor more than 120 inches from the finished edge of an approved roadway or fire lane. The inlets shall be not less than 18 inches nor more than 36 inches above the finished grade. The inlets shall face the driving surface and be protected with caps. AUTOMATIC FIRE DETECTION SYSTEM An automatic fire detection system is required in all buildings exceeding 3,000 square feet gross floor area. This system shall be monitored by an approved central station and/or remote station conforming to the current requirements of the National �) Fire Protection Association standards and/or the Fire Marshal or his/her designee. 1� r+ Group A, Division 1, 2 and 2.1 Occupancies shall be provided with a manual fire alarm system. EXCEPTION: Group A Occupancy portions of Group E Occupancies are allowed to have alarms as required for Group E Occupancies. Activation of the manual fire alarm shall immediately initiate an approved prerecorded message announcement using an approved electrically supervised voice communication or public address system which is audible above the ambient noise level of the occupancy. EXCEPTION: When approved by the chief, the prerecorded announcement is allowed to be manually deactivated for the sole purpose of delivering a live message not to exceed three minutes, from an approved, constantly attended station. Islam is basically a religion of peace and recognizes Christians and Jews as "People of Book". Christians, Jews, and Muslims have lived together peacefully through centuries in the Middle East. During the past fifty years there has been constant migration of Muslims to various Western countries. Immigration of common wealth Muslims from India and Pakistan to England, workers from Turkey to Germany, and Iranians to Europe and United States are examples. The number of Muslims living in North America (US and Canada) is not accurately known at the present time. This number is estimated between 3 to 10 millions. In the Northwest region - Oregon and Washington and Van Couver BC, there is some concentration of Immigrant Muslims. The majority of immigrants belong to the professional middle class. In particular among Iranian immigrants there is over representation of highly educated professionals (doctors, engineers, etc.) and middle class businessman. These immigrants, who are now in fact American Muslims and their descendants desire to have access to their religious and cultural heritage. In order to make this religious and cultural heritage more accessible to Muslims it is necessary for them to develop network of Muslim institutions. Among various institutions such as a mosque, schools or community houses, we have chosen first to build and develop a funeral home and cemetery which would be dedicated to Muslims irrespective of their national origin, race and group affiliation. Ownership and Financial Affair: The initiator and benefactor of this project is Dr. Mahmood Sarram, a physician from Tacoma. He is using his personal funds and funds of "The American Muslim Foundation" ( a non profit charitable organization which he has started 5 years ago) for this purpose. Once the project is approved and its materialization becomes a reality, Dr. Sarram intends to get a group of Muslims from Seattle - Tacoma area to participate financially in this project and act as 'Board of Trustee" for maintenance and management in the future. Structure and Organization of the Institution: The institution consists of funeral home and cemetery. The funeral home part consists of a. Receiving room b. Preparation room for washing and wrapping the bodies. c. Gathering room for gathering of relatives and friends while waiting for the body to be prepared d. Prayer room for formal religious ceremonies e. Administration rooms. The cemetery is planned to be beautifully landscaped garden. The cemetery has three types of spaces allocated to graves: 1. Rectangular spaces with shrub boundaries (open garden) 2. Regular grave sites 3. A court yard with separate rooms arranged around it which could be used as a family mausoleum Impacts and Beneficial Effect of the Project for the City: Federal way is chosen for this project because of its geographic location between Tacoma and Seattle/Bellevue and its vacinity to Boeing whore large number of Muslim Engineers and workers are employed. As a cemetery the institution has very low impact on its surrounding. Since, to our knowledge, this cemetery is the only one which is exclusively dedicated to Muslims and used by them, it may have some positive effect to attract, in the future, educated American Muslims to live close to Federal Way.
