Dear Chaney:
Landau Associates, Inc. (LAI) is pleased to provide this scope of services and cost estimate proposal for
supplemental peer review services to the City of Federal Way (City) for the above-referenced project
and the three King County parcels (collectively referred to as the subject property). This proposal is in
response to your request, dated November 4, 2021, and is based on peer reviews of the information
previously provided by the applicant.
This proposal outlines how LAI will fulfill the scope elements requested on the Consultant
Authorization form (attached). Assumptions for the proposed scope of services are summarized
below.
Assumptions
• No additional onsite review or meetings with the applicant is required.
• Written responses to the submitted documents will be provided in a technical memorandum
format and will be limited to review of a single set of documents.
• A draft version of LAI’s Third-Party Review technical memorandum will be provided for City
review. A final version will be provided after addressing/incorporating City comments, as
appropriate.
• The cost estimate includes additional efforts completed under the original task authorization,
including second meeting with City/applicant, initial review of resubmitted documents
identifying deficiencies to be addressed prior to complete review, and review of additional
documents beyond those listed in the original task authorization.

Deliverables
• Electronic (Adobe PDF) versions only of LAI’s draft and final Third-Party Review technical
memorandum.
C ost E stimate
LAI proposes to provide the above-described services on a time-and-expenses basis in accordance
with the existing professional services agreement with the City for Third-Party Wetland/Stream
Review and Evaluation (signed August 9, 2019). The estimated cost for the scope of services is $2,800.
If project requirements change, or unforeseen conditions are encountered, that require services
beyond the scope outlined above, LAI will bring these to the City’s attention and seek approval for
modification to the scope of services and budget, as appropriate. LAI will not exceed the total
estimated cost for these services without prior authorization from the City. If this scope of services
and cost estimate are acceptable, please provide sign the authorization on the next page and return
to LAI, or authorize in writing by your preferred method.
