Dear Chaney:
Landau Associates, Inc. (LAI) is pleased to provide this proposed scope of services and cost estimate
for peer review services to the City of Federal Way (City) for the above -referenced project and the
three King County parcels (collectively referred to as the subject property). This proposal is in
response to your request, dated April 30, 2021, and is based on a brief review of the information you
provided in the Consultant Authorization form (attached) and LAI's experience on similar projects.
This proposal outlines how LAI will fulfill the task scope elements requested on the Consultant
Authorization form. Assumptions for the proposed scope of services are summarized below.
Assumptions
• The City will coordinate necessary access permission to the subject property, and the
applicant will provide necessary access permissions to offsite properties, as necessary.
• Onsite soil sampling test pits, if necessary, will be excavated by hand for comparison with
conditions noted in the documents provided (i.e., those referenced in the attached Consultant
Authorization form).
• Written responses to the original submitted documents and one iteration of responses to
applicant-resubmitted/corrected documents will be provided in a technical memorandum
format.
• A draft version of LAI's Third -Party Review technical memorandum will be provided for City
review. A final version will be provided after addressing/incorporating City comments, as
appropriate.
• A meeting with the applicant's biologist, if requested, will occur at the time of LAI's site visit;
costs to manage this meeting are included with this cost estimate.
• LAI's scope of services does not include delineation of waterways or wetlands.

Deliverables
• Electronic (Adobe PDF) versions only of LAI's draft and final Third -Party Review technical
memorandum will be provided.
Cost Estimate
LAI proposes to provide the above -described services on a time -and -expenses basis in accordance
with the existing professional services agreement with the City for Third -Party Wetland/Stream
Review and Evaluation (signed August 9, 2019). The estimated cost for the scope of services is $6,633,
which consists of up to $5,476 for review of the initial application materials and up to $1,157 for
review of revised documents, if necessary (see attached table).
If project requirements change, or unforeseen conditions are encountered, that require services
beyond the scope outlined above, LAI will bring these to the City's attention and seek approval for
modification to the scope of services and budget, as appropriate. LAI will not exceed the total
estimated cost for these services without prior authorization from the City. If this scope of services
and cost estimate are acceptable, please provide sign the authorization on the next page and return
to LAI, or authorize in writing by your preferred method.
