City staff has provided the following comments that will need to be addressed prior to approval of your application, or as otherwise noted. Questions regarding the technical review comments should be addressed to the referenced staff representative. COMMUNITY DEVELOPMENT – PLANNING DIVISION Chaney Skadsen, 253-569-1772, chaney.skadsen@cityoffederalway.com 1. The proposed pedestrian pathways shall be depicted on the civil drawings, landscape plan, and site plan. The pedestrian pathway from the off-site parking shall connect to espresso stand. Both pedestrian pathways shall meet the criteria per Federal Way Revised Code (FWRC) 19.115.050(4)(b). PUBLIC WORKS – DEVELOPMENT SERVICES DIVISION Kerry Murdock, 253-835-2746, kerry.murdock@cityoffederalway.com The italicized text is in response to the comments from the submitted response letter. 1. The resubmittal did not include an updated Technical Information Report (TIR). Please provide a copy when it becomes available. 2. The BioPod had been replaced by a stormwater wetland to meet water quality requirements. Please provide an updated Technical Information Report (TIR) in order to evaluate the stormwater wetland. 3. Bioretention is no longer proposed. The UP-arch site plan still shows bioretention on the plan south of the trash enclosure and the landscape plan shows a bioswale in the same location; both should be removed from the plans and updated accordingly. Show improvement and rights-of-way dedication along the frontage on SW 320th Street consistent with planned roadway cross-sections Type “I” street. The improvement and rights-of-way dedication must be shown on the plans unless a rights-of-way modification waiver is approved by the Public Works Director. Please note, a right-of-way modification will be reviewed under a separate permit once received and the appropriate fee is paid. 2. Upgrade/improve the existing driveway on SW 320th Street to the current commercial driveway standard. The improvement must be shown on the civil plan. APPLICATION STATUS The review period for the Use Process II will begin again within 14 days of a complete resubmittal of items requested/corrected. Please make the corrections and resubmit the requested materials with a completed “Resubmittal Information Form” (enclosed), and a letter indicating how the above comments have been addressed. All resubmittals need to go through the permit portal at https://www.cityoffederalway.com/node/4588. Pursuant to FWRC 19.15.050, if an applicant fails to provide additional information to the city within 180 days of being notified that such information is requested, the application shall be deemed void. The FWRC can be reviewed in its entirety at https://www.codepublishing.com/WA/FederalWay/. Please note that as a result of redesigning and/or revising the preliminary plans, other city and agency comments and conditions may result in a request for additional or revised information.
