City staff has provided the following comments that will need to be addressed prior to approval of your application, or as otherwise noted. Questions regarding the technical review comments should be addressed to the referenced staff representative. PUBLIC WORKS – DEVELOPMENT SERVICES DIVISION Cole Elliott, 253-835-2730, cole.elliott@cityoffederalway.com The italicized text is a specific comment with regard to the submitted response letter: 1)No updated Technical Information Report (TIR) was submitted with the packet. Please provide a copy when it becomes available. 2)The current plan set is on the wrong vertical datum. A check of the site survey indicates the datum used is NAVD 88 we cannot grant land use until the datum, all contours and call outs, are changed to NGVD 29. No math correction will be accepted. 3)Provide a truck turning diagram using a Vactor truck as the model from the driveway onto the storm pond access road. Please provide an updated Technical Information Report (TIR) in order to evaluate the stormwater wetland. 5)Bioretention is no longer proposed. The Architectural Site Plan submitted with the Use Process application still shows bioretention on the plan south of the trash enclosure and the Landscape Plan shows a bioswale in the same location; both should be removed from the plans and updated accordingly. 6)As of August 16, 2021, a right-of-way modification waiver request has not been submitted; therefore, all traffic comments still apply including the requirement to improve the driveway from SW 320th Street. 7)Pond Section A does not include the control structure. Revise drawing to depict control structure. 8)The pond sections indicate vertical wall approximately six-feet in height but no fencing. Please explain why. 9)Provide proposed elevation of the top of the pond berms at inlet and outlet ends. The submitted plan must show improvement and rights-of-way dedication along the frontage on SW 320th Street consistent with planned roadway cross-sections Type “I” street. Please note, a right-of-way modification will be reviewed under a separate permit once received and appropriate fee is paid. 2)The submitted plans did not show upgrade/improve to the existing driveway on SW 320th Street as stated in the summary responses from the engineer. The driveway must be improved to the commercial driveway standard and such improvement must be shown on the civil plan. APPLICATION STATUS Please make the corrections and resubmit the requested materials with a completed “Resubmittal Information Form” (attached), and a letter indicating how the comments above have been addressed. All resubmittals need to go through the permit portal at https://www.cityoffederalway.com/node/4588. Pursuant to FWRC 19.15.050, if an applicant fails to provide additional information to the City within 180 days of being notified that such information is requested, the application shall be deemed void. Please note, the original plan review fee collected at submittal of your permit covers the initial review and one resubmittal only. Commencing September 1, 2021, the City will begin charging applicants for any additional staff time necessary to complete each review following the first resubmittal.
