Dear Mr. Pixton:
City staff has conducted review of your September 23, 2021 resubmittal of documents as part of the
Process II Master Land Use application for the proposed Jump Start Espresso at the above-mentioned
address.
City staff has provided the following comments that will need to be addressed prior to approval of your
application, or as otherwise noted. Questions regarding the technical review comments should be
addressed to the referenced staff representative.
PUBLIC WORKS – TRAFFIC DIVISION

The resubmittal materials did not address the Public Works Traffic Division review comments from
August 16, 2021. Below are outstanding comments that must be addressed prior to land use approval.
1. Show street improvement and right-of-way (ROW) dedication along the frontage on SW 320th
Street consistent with planned roadway cross-sections Type “I” street, consisting of a 58-foot
street with curb and gutter, 6-foot planter with street trees, 8-foot sidewalks and street lights in a
92-foot right-of-way. Assuming a symmetrical cross section, 4 feet of right-of-way dedication
and half-street improvements are required as measured from street centerline. The improvement
and right-of-way dedication must be shown on the plans unless a right-of-way modification
waiver is submitted by the applicant and approved by the Public Works Director. Please note, a
right-of-way modification will be reviewed under a separate permit once received and appropriate
fee is paid.
2. The existing driveway on SW 320th Street shall be constructed to the City of Federal Way
commercial driveway approach standard and not King County Road Standards as depicted on the
civil plans.
APPLICATION STATUS
Please make the corrections and resubmit the requested materials with a completed “Resubmittal
Information Form” (attached), and a letter indicating how the comments above have been addressed.
All resubmittals need to go through the permit portal at https://www.cityoffederalway.com/node/4588.
Pursuant to FWRC 19.15.050, if an applicant fails to provide additional information to the City within
180 days of being notified that such information is requested, the application shall be deemed void. The
FWRC can be reviewed in its entirety at https://www.codepublishing.com/WA/FederalWay/.
Keep in mind that as a result of redesigning and/or revising the preliminary plans, other City and agency
comments and conditions may result in a request for additional or revised information.
Please note, the original plan review fee collected at submittal of your permit covers the initial review and
one resubmittal only. On September 1, 2021, the City began charging applicants for any additional staff
time necessary to complete each review following the first resubmittal.
