Response to Review Comments
Ms. Skadsen:
This letter includes a response to the review comments, dated February 23, 2021, as
follows:
Community Development:
5. Per FWRC 19.120.120(6), retaining walls shall have a maximum of six feet in
height as measured from the finished grade at the base of wall to top of wall in
commercial zones. Provide elevation drawings of the proposed retaining wall
and demonstrate compliance with the maximum height requirement.
The retaining wall at the edge of the pond is less than 6 feet in height. Top and
toe callouts are provided in all locations to show this clearly.
Public Works
1. Plans indicate the use of an underground Biopod water quality treatment system
underneath the proposed drive thru in order to meet the enhanced basic water
quality treatment menu. Water quality facilities for commercial developments
must be above ground. Underground facilities are only allowed with approval
from the Public Works Department. This will require a variance request to be
submitted to the Public Works Director for consideration.
The BioPod has been replaced by a stormwater wetland to meet water quality
requirements.
2. You are proposing onsite bioretention to meet core requirement #9 and mitigate
42.39 percent of the target impervious surfaces. You have referenced that the
geotechnical engineer stated in the soils report that the onsite soils are gravelly
silty sands to support the feasibility of bioretention. He also states in the report
that these types of soils are "referred to as glacial till' and the "near -surface
glacial till soils will not allow downward percolation of any shallow infiltrated
water, which would move laterally toward the sidewalk and street to the south
and the maintenance yard to the west." Appendix C of the King County Surface
Water Design Manual (KCSWDM), Section C.2.6 states, "Many locations in King
County have soils that are underlain by a compacted layer of soil (i.e., glacial till
or hardpan) which severely limits soaking capacity and causes water to perch on

the relatively impervious layer during the wet season. This can make
bioretention impracticable, unreliable, and reduce plant survivability in the
bioretention system. Thus, a soils report is necessary to identify soil types, depth
to impermeable layers (hardpan) or the maximum wet season groundwater level,
and infiltration rates." The submitted soils report does not discuss infiltration
rates and states that infiltration would be infeasible for this site. Please confer
with the geotech to provide his opinion of the feasibility of bioretention in light
of these details.
The plans and stormwater report have been revised to show basic dispersion
for 4,430 SF of the property. Biorete ' ntion is no longer proposed.
3. Please include the existing width of SW 320th Street, the existing sting right-of-way
line, and existing improvements. Although the new sidewalk, curb, and gutter
are. shown, the dimensions of the new improvements are not.
The existing width of SW 320thhas been clarified on the plans.
4. Per the Traffic Division, an additional four feet of right-of-way dedic .tion is
required across the frontage of the parcel, and will need to be reflected on the
plans. As such, building setbacks may need to be adjusted along with any new
appurtenances and asphalt sections that encroach or cross other utilities.
A written request to waive the proposed improvements has been included
with this submittal.
5. Please include the total area of the site on the plans. Include existing and new
impervious surface areas with totals. Include the building dimensions.
The areas and requested dimensions have been added to CL
6. A Technical Information Report (TIR) worksheet will need to be added to the
existing TIR.
The worksheet has been added to the report.
7. The Operation and Maintenance Manual states that the City of Kent is to review
and approve any changes to this manual prior to its implementation. Change this
to the City of Federal Way.
The manual has been updated accordingly.
8. Please include flow arrows on newly submitted engineering plans that clearly
designate the inlets and outlets.
Flow arrows have been added to C30
9. FWRC Chapter 19.96 requires that a system development charge (SDC) be paid
prior to connection of private stormwater infrastructure to the public drainage
system. This charge is $981.00 per Equivalent Service Unit (ESU). One ESU is
3,200 square feet of impervious surface area. The total fee will be calculated upon
receipt of the engineering permit/ review submittal for total impervious surfaces.

Show that will explore equity and critical race theory trainings in Washington schools.
The Edmonds School District endorsed the'use of radical and nonsensical pers, oncal pronouns during a recent,
mandatory equity training for all certified staff.
Despite orksheet described as "A (Very Short) L Jst of Pronouns,," staff were offered, eig.h.t. alternatives t the
standard "he" or "she" to describe someone's gender identity. You'll never have heard of most of them. It's part
of the language leftist radicals have made up.
Indeed, some of the absurd pronoun alternatives reach parody levels. They included "Hu," "Fae," and "E" or
Ey." And that's just the subject pronouns. The intent here is to get to your kids.
A very long list of made-up words
The training hosted by the district discussed several issues around equity during the first quarter of the year.
The Jason Rantz Show obtained it on KITH via a public disclosure request.
During breakout sessions, staff members were asked to share their gender identities. The training explained
that you may not "always know what. someone's pronouns are by looking at them."
The training instructed staff to ask the preferred pronouns of those they spoke to. After all, the training
explains, it "simply means asking someone what the most respectful way to refer to them is, if you're not using
their name.
But judging by the supposedly short list of possible pronouns you could be told to use, most people would be
caught off -guard. They give a total of eight alternatives to "he" and "she," broken out by subject pronoun, object
pronoun, possessive pronoun, and reflexive pronoun.
The pronoun list includes:
