Below are the combined technical review comments on the pending applications. Community Development Planning Division Jim Harris, jim.harris@cityoffederalway.com 1. A delineated pedestrian connection from the building to the new parking area must be shown on the site plan per Federal Way Revised Code (FWRC) 19.115.050(4). The pedestrian connection should be similar in design to the existing pedestrian connection at the northeast corner of the subject property. 2. Per the Barghausen Consulting Engineers April 2, 2021 letter, the applicant is preparing a landscape modification request to modify required landscaping on the west site perimeter and at the base of the retaining wall. City staff will be holding off issuing a decision on the pending Process I application to consolidate and issue a determination on a forthcoming landscape modification request as an element of the Process I Director Decision on the site plan. 3. We have adequate information on the SEPA application and will be issuing a SPEA threshold determination shortly. Public Works Development Services Cole Elliott, PE, cole.elliott@cityoffederalway.com The following Public Works comments are primarily related to the engineering plans and do not appear to substantively impact the site plan. Therefore, these comments do not necessarily need to be addressed for the Process I review and SEPA compliance determination. These comments from Public Works Development Services will need to be addressed on the Engineering Plan (EN) plan submittal for review. Public Works Development Services offers the following comments on permits 21-100350-UP and 21-100351-SE. Teresa Fortin Page 2 of 2 April 8, 2021 21-100350-00-UP Doc. I.D. 81254 SEPA 1. A Background #10 – Installation of the proposed vault outside of the City Center will require a Public Work variance. Civil Plans 1. Sheet C3 of 6 – Provide more information on what provisions are being made for the temporary sediment and detention pond. Once construction begins on pond removal the site will not have any detention capability. 2. Sheet C3 of 6 – What provisions are being made to keep the medical operations separate from the construction? 3. Sheet C4 of 6 – Bends are not typically allowed on stormwater mains between structures without prior approval due to circumstances. The city will require submission of the written documentation of the special circumstance requiring this bend before issuing permit approval. 4. Sheet C4 of 6 – Stormwater vault design must meet all of the requirements of King County Surface Water Design Manual (KCSWDM) 5.1.3. 5. Sheet C6 of 6 – Please clarify why the current design indicates 2.5-feet of dead space? Typical designs minimize the dead space to six inches. Closing Please address the Community Development Planning Division items 1 and 2 above for city staff to further evaluate and make a written decision on the Process I application. City staff will be issuing a SEPA threshold determination on the proposal shortly. The Process I application is on hold until Community Development Planning Division items 1 and 2 above are addressed by the applicant. All resubmittals must be submitted thru the city’s online permit portal system. To take proactive measures to protect the health and safety of the Federal Way community, the Department of Community Development is implementing safety protocols and modifying our services. As a result, our doors will remain closed for in- person business.
