We hope that the information discussed at that meeting was helpful in understanding the general requirements for your project as submitted. This letter summarizes comments given to you at the meeting by the members of the DRC. The members who reviewed your project and provided comments include staff from the City's Planning and Building Divisions and Public Works Department,and representatives from Lakehaven Utility District and Federal Way Fire Department. Some sections of the Federal Way City Code(FWCC)and relevant information handouts are enclosed with this letter. Please be advised,this letter does not represent all applicable codes. In preparing your formal application, please refer to the complete FWCC and other relevant codes for all additional requirements that may apply to your project. For specific technical questions about your project,please contact the appropriate DRC representative as listed below. Otherwise, any general questions about the preapplication and permitting process can be referred to your key contact. PROJECT DESCRIPTION The applicant proposes to subdivide an existing 17,730 square foot lot into two single-family lots. Minimum lot size in this zoning district is 7,200 square feet.No measurements for the proposed lots were submitted. MAJOR ISSUES Outlined below is a summary of the major issues of your project based on the plans and information submitted for preapplication review. These issues can change due to modifications and revisions in the plans. These major issues only represent comments that the DRC consider most significant to your project and do not include the majority of the comments provided. The major issues section is only provided as a means to highlight critical requirements or issues. Please be sure to read the entire department comments made in the next section of this letter. • Mr.Bernard J. Murray Page 2 February 3,2004 • Planning Division The submitted drawing does not satisfy the requirement identified in FWCC Section 20-152,which states that all lots should abut a public right-of-way. Lot 2 is not adjacent to a right-of-way. It is unclear how the applicant proposed granting access to Lot 2.The Public Works Department will require a minimum 30-foot wide access to the proposed subdivided lots.This would necessitate a Boundary Line Adjustment(BLA)with the adjacent parcel; however, any existing structures on the western property would be required to maintain a minimum setback of five feet from the new property line. For your information, a BLA is a separate process from the short plat itself. • Public Works Development Services Division If over 5,000 square feet of new impervious area will be created,Level 1 flow control and basic water quality treatment will be required for this project. • Public Works Traffic Division 1. Construct half-street improvements and dedicate three feet of right-of-way along the property frontage on 18`h Avenue South to meet the City's adopted standard. Right-of-way dedication shall be conveyed to the City through a Statutory Warrant Deed and must have clear title prior to recording. 2. All newly created lots shall abut a public right-of-way. To meet this requirement a 30-foot flag lot must be created. • Lakehaven Utility District A developer extension agreement will be required to extend mainline sewer facilities to serve the site. The owner should apply separately to the District for this process at the same time formal application is submitted to the City of Federal Way to avoid delays in construction. Please allow three to four months for plan review and approval. DEPARTMENT COMMENTS Outlined below are the comments made by the representatives of each department present at the preapplication conference. Each section should be read thoroughly. If you have questions please contact the representative listed for that section. PLANNING DIVISION(Jane Gamble,253-661-4120, lane.gamble(a,cityoffederalway.com) 1. Short Plat and BLA Process—Pursuant to FWCC Chapter 20,Division 5, "Short Subdivision Plats," short plat applications are administratively processed through the Department of Community Development Services under FWCC Section 20-81 et al. The BLA review is administratively process under FWCC Section 20-41 et al.The administrative review process requires that the Director of Community Development Services issue a decision on the short subdivision request. Murray Page 3 February 3,2004 Public notice of the complete short plat proposal is required per FWCC Section 20-90, and a 14-day public comment period is provided. However, no public hearing will be required. Short plat filing fees are$2,077.00, less the$389.00 preapplication fee. The fee for filing the BLA $1,214.00. A master land use application, short plat handout, BLA handout, and code sections are enclosed. 2. State Environmental Policy Act(SEPA) —Pursuant to FWCC Section 18-143(a)(3),the short plat application may require environmental review under SEPA. The proposed development appears to be located within an erosion hazard area, according to the City's environmentally sensitive areas map. The applicant will be required to submit a soils report, prepared by a qualified geotechnical engineer, identifying whether the subject project contains any Geologically Hazardous Areas (GHA), as defined in the FWCC Section 22-1. For your information, a GHA includes: 1)erosion hazard areas; 2) landslide hazard areas; 3) seismic hazard areas; and 4)steep slope hazard areas. Please be aware that the geotechnical report must accompany the short plat application. After reviewing the geotechnical report,the City will notify the applicant as to whether or not the project will be subject to SEPA review. Please be aware that it may be necessary to obtain third party review of the submitted report. Review by the City's geotechnical consultant is conducted on a cost recovery basis. If SEPA is required, seven sets of a completed environmental checklist along with stamped mailing envelopes addressed to all property owners and residents located within 300 feet of the subject site must be submitted with the SEPA review fee of$817.00. If a GHA is present on the site,the applicant is required to show the GHA and its required 25-foot setback on the plat drawing. Assuming that SEPA is required,the Director of Community Development Services will issue a decision on the environmental application. All property owners and residents within 300 feet of the subject site will be notified of the environmental decision,and provided a 14-day comment period followed by a 14-day appeal period. An environmental checklist and handout on obtaining mailing labels are enclosed. The comment and appeal periods must conclude before the short plat approval can be granted. 3. Design Standards—All proposed lots must meet the design standards of FWCC Section 20-151 et al. In the case of this short plat, proposed Lot 2 does not appear to front on a right-of-way(18th Avenue South). In addition,the path of egress to Lot 1 (and presumably Lot 2) is only 20 feet wide with an additional five feet of easement from the property to the west. A 30-foot"pipe stem"would be required to provide access to the proposed two lots, in that the driveway surface must be a minimum of 20 feet in width, with required five foot side yards on each side of the driveway. By dividing the 30-foot pipe stem into two 15-foot pipe stems, each of the proposed lots would abut the right-of- way. A shared access and utility easement between the two lots would be required to be recorded as part of the short plat. Please see the enclosed example of a similar project design for clarification of the pipe stem requirement. 4. Lot Size—The zoning for the subject site is Residential Single Family, RS7.2. Minimum lot size for both lots is 7,200 square feet. The submitted drawing does not indicate the proposed lot area. Please be certain to maintain the minimum 7,200 square foot lot size for each proposed lot. 5. Setbacks—Existing and future residences must conform to the following structural setback requirements of FWCC Section 22-631, "Detached Dwelling Units"(enclosed): front yard at 20 feet, side yard at five feet, and rear yard at five feet. Please bear in mind that required yards are measured from the edge of property lines or vehicular access tracts or easements. If the site contains a GHA,the plat drawing must show the required 25-foot setback. Lot coverage for residential uses is limited to 60 percent and includes all impervious surfaces such as gravel or asphalt driveways,walkways,patios, and roof overhangs. 6. Landscape Plan—A landscape plan prepared by a licensed landscape architect must be provided with the short plat application. The plan must identify landscape features and significant trees.The FWCC defines significant trees as being 12 inches in diameter, in good health, and not detrimental to the community or obscuring safe sight distance requirements. Significant trees shall not include red alder, cottonwood, poplar,or big leaf maple. Trees that do not meet the definition of significant should not be represented on either the short plat map or the landscape plan. PUBLIC WORKS DEVELOPMENT SERVICES DIVISION (Ann Dower,253-661-4125, ann.dower(a,cityoffederalway.com) Land Use Issues—Stormwater 1. Surface water runoff control and water quality treatment will be required per the 1998 King County Surface Water Design Manual(KCSWDM), and the City of Federal Way Addendum to the 1998 KCSWDM. This project meets the requirements for a Full Drainage Review. At the time of preliminary plat submittal,a Technical Information Report(TIR), addressing the relevance of the project to the eight core and five special requirements of the KCSWDM will be required. A Level 1 downstream analysis shall also be included. The City has 1"= 100', five-foot contour planimetric maps that may be used for basin analysis. The TIR will require the signature/seal of a professional engineer registered/licensed in the State of Washington. 2. The project lies within a Level 1 flow control area,thus the applicant must design the flow control facility to meet this performance criteria. 3. Water quality treatment shall be designed to meet the criteria of the Basic Water Quality Menu. 4. For subdivisions,the detention and water quality treatment facility is required to be an open pond within a separate storm drainage tract,dedicated to the City for future maintenance. The water quality treatment system shall also be within a tract to be dedicated to the City. Both detention and water quality facilities may be within the same tract Best Management Practices (BMP's) may be used to eliminate or reduce the size of the detention facility. All detention and/or treatment measures must be shown on the construction drawings. Right-of-Way Improvements 1. See the Traffic Division comments from Sarady Long, Traffic Analyst, for traffic related items. 2. If dedication of additional right-of-way is required,the dedication shall be conveyed to the City through a statutory warranty deed. The dedicated area must have clear title prior to recording. The"Federal Way Development Standards Manual"(including standard detail drawings, standard notes, and engineering checklists) is available on the City's website at www.cityoffederalway.com to assist the applicant's engineer in preparing the plans and TIR. 2. The applicant shall reimburse the City for the cost of all required regulatory,warning, and street name signs that are installed, prior to acceptance by the City of all other required improvements. 3. Bonding is required for all improvements associated with the project. The bond amount shall be 120 percent of the estimated costs of the improvements. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. Upon completion of the installation of the improvements,and final approval of the Public Works Inspector, the bond will be reduced to 30 percent of the original amount for a two-year maintenance period. 4. The developer will be responsible for the maintenance of all storm drainage facilities(including the detention and water quality facilities), and street systems for the two-year maintenance period. During that time,the Public Works Inspector will make periodic visits to the site to ensure the developer's compliance with the maintenance requirements. 5. When topographic survey information is shown on the plans, the vertical datum block shall include the phrase"DATUM:N.G.V.D.-29"or"DATUM: K.C.A.S.,"on all sheets where vertical elevations are called out. 6. All drawings shall be drafted/plotted on 24"x 36"or 22" x 34" mylar sheet with permanent black ink. Drawings submitted for plan review shall be printed on 24"x 36"or 22"x 34" paper. Site plans shall be drawn at a scale of 1"=20', or larger.No architectural scales are permitted on engineering plans. 7. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures, per Appendix D, 1998 KCSWDM, must be shown on the building set plans. 8. The site plan shall show the location of any existing and proposed utilities in the areas affected by construction. PUBLIC WORKS TRAFFIC DIVISION (Sarady Long,253-661-4139, sarady.long(a,cityoffederalway.com) 1. A traffic impact analysis(TIA) is not required for the project. Based on the Institute of Transportation Engineers Trip Generation (ITE) 6'"Edition land use code 210(Single Family),the project is estimate to generate approximately two weekday PM peak hour trips. 2. Per FWCC Section 22-1474,the applicant/owner would be expected to construct half-street improvements consistent with the planned roadway cross-sections as shown in Map 1II-7 of the Federal Way Comprehensive Plan(FWCP)and Capital Improvement Program(CIP) shown as Table III-19. Based on the analysis and FWCC,the applicant would be expected to construct street improvements on 18th Avenue South to a Type R street, consisting of a 40-foot wide paved street from curb to curb,four-foot planter strips with street trees, six-foot sidewalks,and streetlights, all in a 66-foot right-of-way. 3. Per FWCC Section 20-153, all newly created lots should abut a public right-of-way. To meet this requirement a 30-foot flag lot should be created for the back lot. 4. The flag lot should be paved to provide a 20-foot paved surface from the right-of-way to the back lot. BUILDING DIVISION(Scott Sproul,253-661-4112,scott.Sproul(a,cityoffederalway.com) Codes 1. Submit_sets of drawings and specifications. Specifications shall include: _Soils report Structural calculations _Energy calculations _Ventilation calculations. 3. Submit copies with King County Health Department approval stamp for all projects that include food service facilities, septic systems,or other elements within the project that require health department approval. 4. Wet stamp and signature on all sheets of plans and cover of calculations at submittal. 5. First comment letter can be expected within_weeks of submittal date. 6. Recheck will occur in one to three weeks after resubmittal. 7. Federal Way has an expedited review process. Information is available at the front counter. 8. Plans for all involved departments will be forwarded from Community Development Services. 9. Separate permits are required for electrical, mechanical,plumbing, fire suppression systems, and signs. Applicant may apply for separate permits at any time prior to commencement of construction. 10. Changes to documents shall be accomplished by one of the following methods: redline, 8'/2"x 11", or full size sheets and submitted prior to plan approval. 11. When required, special inspections shall be performed by WABO approved agencies, or by agencies approved by the Building Official prior to permit issuance. Construction must be approved by all reviewing departments prior to final building division inspection. 12. All concerned departments must sign off before the Building Division will final. Building final must be approved prior to the issuance of a Certificate of Occupancy(CO).The City of Federal Way does not issue temporary CO's. 13. All construction projects may be required to have a pre-construction conference. If a pre-con meeting is required,all subs, the general or representative,the architect or representative,the engineer or representative,electrical contractor, and any other interested party, should attend this meeting. Murray Page 8 February 3,2004 LAKEHAVEN UTILITY DISTRICT(Mary E.Young,253-946-5400,myoung(uilakehaven.org) Water Issues The District will allow temporary water service connections from 181h Avenue South. A Temporary Water Service Agreement shall be executed for each of the proposed new lots. Easements for private water service lines will need to be executed or dedicated on the short plat document. An easement shall be granted to the District for extension of future water main(south 15 feet of the property). Sewer Issues A developer extension agreement will be required to extend mainline s ewer facilities to serve the site. The owner should apply separately to the District for this process at the same time formal application is submitted to the City of Federal Way to avoid delays in construction.Please allow three to four months for plan review and approval. General Comments The District's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units (ERU). One single-family residence is equal to one ERU. The District's current Capital Facilities Charges are $3,212/ERU for water and$2,702/ERU for sewer. FEDERAL WAY FIRE DEPARTMENT (Greg Brozek,253-946-7241,greg.brozek(cr�,federalwayfire.org) Water Supplies for Fire Protection A Certificate of Water Availability shall be provided indicating the fire flow available at the site. Fire hydrants shall be spaced 700 feet or less apart. Every building lot shall have a fire hydrant within 350 feet.All measurements shall be made as vehicular travel distance. Fire hydrants shall be in service PRIOR to and during construction. Fire Apparatus Access Roadway Fire apparatus access roadways shall be required for every building when any portion of an exterior wall of the first story is located more than 150 feet from fire apparatus vehicle access. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 25 ton fire apparatus, and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 20-foot inside turning radius and not less than a 40-foot outside turning radius. File#04-100033-000-00-PC Doc.I .25713 Mr.Bernard J.Murray Page 9 February 3,2004 With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac or fire department approved alternative at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. Gradient shall not exceed 15 percent. Serving a single residential property that has a dead end in excess of 150 feet in length shall be provided with a turn around approved by the chief(KCFD#39 Administrative Policy Guideline No. 1006). EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Fire apparatus access road gates shall comply with KCFD#39 Administrative Policy Guideline No. 1001. Automatic Fire Sprinkler Systems An automatic fire sprinkler system shall be installed in Group R,Division 3 occupancies: 1) When the occupancy exceeds 2,500 square feet(including attached garages)without adequate fire flow. 2) Without approved fire department access. 3) When the occupancy exceeds 10,000 square feet. 4) When the building is classified as an over-water structure. Comments: The minimum fire flow for one-and two-family dwellings shall be 1,000 gallons per minute If the slope of a building lot does not allow the building(s)on the site to comply with the"life safety/rescue access" requirement,the building(s)shall be provided with an approved automatic fire sprinkler system.Life safety/rescue access shall mean an unobstructed access to all floor levels and each roof level of a building on not less than 20 percent of the building perimeter by utilizing a 35-foot ladder.An alternate method would be at least one stairway enclosure with exit doorways from each floor level and with a door opening onto each roof level that conforms to the requirements of the Uniform Building Code.
