Project Narrative:
The Applicants proposal is a Four phase commercial and senior residential development. Project
includes Fast food, 50 units of senior living and a memory care unit composed of a grouping of several
smaller buildings. The fourth parcel (lot 3) has not yet been determined. The site has grading challenges
that need to be addressed. Applicant proposes to take primary access from Pac Hwy and secondary
access from 16th Ave S. There is also an access easement to the south, through the adjoining
commercial strip mall.
The Applicant would prefer to develop the project in phases to spread the development costs out as the
project grows. We assume a binding site plan may be the most appropriate method to segregate the
property and phase the development elements. We are open to alternatives. The site plan and grading
are conceptual and additional work is required. We have questions listed below.
Questions:
• Given the investments by the City on Pac Hwy, are any other improvements required? If so,
what?
• What improvements are required on 16th Ave SE ? We would prefer to complete frontage
improvements adjacent to lot#4 (South property line to proposed S. 302"d St. Intersection) with
Phase 1. The remaining frontage improvements would come with Phase 2 or 3.
• We assume the easterly on -site frontage road will be required with Phase 1. (also associated
drainage systems) The southern and eastern extensions of the internal road up to the S. 302nd
St. Intersection would also be included in Phase 1. The remaining segments will be delayed to
Phase 2 or 3 as needed.
• Geotechnical analysis shows that infiltration is not an option on this site. Does the City accept
the R-tank system for underground storm water storage?
• Are there any limitations or special regulation for wall construction and grading on a site like
this?
• Given the existing grade, how is building height calculated? Several building may have 2 or 3
floors day lighting on the Pac Hwy Side and only 2 floors above grade on the 16th Ave Side
(Residential zone adjacent) . From Pack Hwy, this would appear to be a 5 story building.
