21-103195-Project Narrative-07-30-2021-V1 July 29, 2020 City of Federal Way Pre-Application Conference Narrative Jacob’s Plat Parcel #152104-9003 Applicant: Toni Cavalli, Azure Northwest Agent: Lisa Moore, MacKay Sposito Project Description: A proposed subdivision of 35 lots on an existing 7.34-acre lot. Rezone the subject property from Single-Family Residential (RS) 9.6 to RS 5.0. Narrative: Existing Parcel #152104-9003 is a 7.34-acre lot, with right-of-way frontage on the east side of Military Road S located in Federal Way, WA. The subject property was previously discussed under permit #20-104277-00-PC, with a different applicant / agent on March 9, 2021. The mostly rectangular lot is moderately sloped (about 10%) for the majority of the site descending to the east away from Military Road S. A steep slope borders the eastern side of the property that descends about 50 ft vertically to S Peasley Canyon Road. The S Peasley Canyon Road right-of-way bisects the property on the eastern side, creating an approximately 0.16-acre unusable corner within a steep slope. The property includes approximately 6.7 acres of developable land, and is currently zoned as Single-Family Residential (RS) 9.6. The proposed project will subdivide the land into 35 5,000-sf lots, and construct approximately 1,160 LF of local road and associated utilities. A rezone is required to change the zoning to RS 5.0 from RS 9.6. Other proposed improvements include Military Road S ROW dedication, and Military Road S frontage improvements. Due to traffic and intersection spacing complications, there will be no direct access to Military Road S. Instead primary access will be southbound from 44th Ave S. Emergency vehicle access will be provided northbound from parcel #15214-9064, where there is an existing 30 ft access easement. Secondary access is not proposed as public right- of-way at this time since 30 ft is not wide enough to construct a full road section, and access to Military Rd S would not align at the existing intersection without dedication from a different neighboring property, Parcel #152104-9101. Stormwater will be managed through on-site infiltration at each individual lot to the extent feasible. Similarly, the right-of-way will be divided into two basins with each basin discharging to an infiltration trench within a landscape tract. If the soils evaluation determines that infiltration is infeasible then the stormwater will be detained underground at the east side of the site before being released at the bottom of the hillside to in an above ground pipe to S Peasley Canyon Road. Stormwater quality measures will be implemented as appropriate. Wastewater collection will be provided by a low-pressure force main that will tie into another low-pressure forcemain on S 326th Pl/44th Ave S, which will be constructed as part of another development prior to the subject property’s development. Water service and dry utilities will similarly be extended to the site.
