The CDRC includes representatives from the Lakehaven Utility District,Federal Way Fire Department, and staff from the city's Community Development Services and Public Works Departments. This letter summarizes the preapplication conference held October 18,2001,at which time CDRC members discussed the general requirements that apply to the proposed 12-lot residential subdivision. Sections of the Federal Way City Code(FWCC)referenced herein are enclosed,and are available on the city's web site at www.cityoffederalway.com.In preparing your application, all pertinent portions of the city's land use code should be consulted. The comments contained below summarize the Planning Division comments of the preliminary plat map submitted for the preapplication conference. 1. PLANNING DIVISION(Jim Harris,253-661-4019, jim.harris(a,ci.federal-way.wa.us) a) Zoning and Comprehensive Plan Designations—The site is presently zoned RS 7.2, and the comprehensive plan designation is High Density Single Family. b) Preliminary Plat Review Process—The first step in reviewing a preliminary plat application is determining if the application is complete.Following a determination of complete application,a Notice of Application is issued. Following the Notice of Application,the proposal proceeds to a review of the State Environmental Policy Act(SEPA)checklist and accompanying technical studies. Following issuance of an environmental decision,a public hearing will be scheduled. Under the subdivision code,the Federal Way Hearing Examiner conducts a public hearing on the application and then following a public hearing;the Examiner issues a written recommendation to the City Council. The City Council's Land Use/Transportation Committee (LUTC)will review the Hearing Examiner recommendation and forward their recommendation to the full City Council for final decision on the preliminary plat application. Mr. Amin Somani Page 2 October 29,2001 c) Fees—The current preliminary plat application fee is$5,334.00,plus $58.00 per acre. The SEPA checklist application fee is$550.00. The$321.00 preapplication review fee will be credited towarc"your plat application fee. The application must be prepared in accordance with the submittal requirements listed in the subdivision code and the enclosed information bulletin. Separate fees are required for Public Works engineering review and inspection. d) Application Requirements—A preliminary plat map in conformance with FWCC Section 20- 111 must be submitted with the Master Land Use Application.A licensed land surveyor registered in the State of Washington must prepare the preliminary plat map.In addition,a property survey(FWCC Section 20-111[b]),preliminary clearing and grading plan(FWCC Section 20-179),and preliminary landscape plan(FWCC Section 20-186)must be submitted with the application. Please reference all applicable code sections and the enclosed Preliminary Plat Submittal Requirement handout. e) Public Notification—With the application,provide three sets of stamped,addressed envelopes for property owners within 300 feet of the subject site.Also,provide one(additional)set of stamped addressed envelopes for occupants within 300 feet of the site. Occupant envelopes are necessary for any non-owner occupied residences or businesses within the 300-foot mailing radius. Include the City of Federal Way return address(City of Federal Way,PO Box 9718, Federal Way, WA 98063-9718)on all envelopes. For our records,provide lists of the owners and occupants within 300 feet of the subject site and provide a corresponding parcel map showing the 300-foot radius from the subject site. A handout for procedures on mailing labels and envelopes is available at city hall. f) Environmentally Sensitive Areas—No environmentally sensitive areas are mapped or known to exist on or within 200 feet of the subject property.Please verify this in conjunction with completing the SEPA checklist. g) Significant Trees, Vegetation, and Grading—All existing significant trees and natural vegetation must be retained on the site to be subdivided,except that which will be removed for improvements or grading as shown on approved engineering plans. Clearing and grading of individual future lots is not permitted during construction of the plat infrastructure,except in locations to be determined by the city that present topography or other unusual conditions.A preliminary clearing and grading plan shall be submitted as part of the preliminary plat application(FWCC Section 20-179). Also,note that trees defined as"significant"by the FWCC(Section 22-1)shall be identified and retained or replaced at the rate of at least 25 percent of the significant trees on the site. Removal of significant trees that are located within areas to be developed for right-of-ways or other plat utilities are exempt from the 25 percent retention calculation. The application must include an inventory of significant trees presently on the site. A landscape plan prepared by a licensed landscape architect, and consistent with FWCC Section 20-186, must be submitted with the preliminary plat application.The plan shall identify the following: significant trees to be retained; street trees along the internal plat streets; and landscaping around all sides of detention pond(FWCC Section 20-178). h) Open Space Requirements—Pursuant to FWCC Section 20-154(e), a preliminary plat must provide a minimum 15 percent open space on site.Alternatively,pursuant to FWCC 01-103738-00-PC Doc.1.D.16745 I Mr.Amin Somani Page 3 October 29,2001 Section 20-155, a fee-in-lieu of open space dedication may be provided at the discretion of the PARCS Director. The fee-in-lieu, if acceptable, is calculated based on 15 percent of the most recent assessed value of the property at the time of final plat. The proposal shows an open space tract located across the street from all of the proposed residences. The proposed open space would likely not qualify as usable open space due to its isolated location across the street from all of the lots. Credit for buffer open space may be supportable by city staff for a portion of the open space as proposed, if requested and an appropriate buffering plan is implemented.However,pursuant to FWCC Section 20-155,a maximum of two percent open space credit would be granted. Therefore,an additional 13 percent of open space would be required. A mixture of open space alternatives may be used to fulfill the 15 percent open space requirement. Usable open space design options, along with provisions for access, improvements,ownership, and maintenance,will be reviewed and determined by the city at the time of application. i) School Access—A copy of the application packet has been forwarded to the Federal Way School District for review of school pedestrian access and circulation.I will forward comments from the district upon receipt.At a minimum, a school access analysis will be required,and details of the required school access analysis will be identified in the district's forthcoming review. j) Miscellaneous Design Requirements— • Access to adjoining parcels and future street connectivity must be addressed with a formal application(see Traffic Division comments for additional information). • For the preliminary plat review,a civil engineer must verify the size and location of the proposed detention pond for applicable design requirements, including landscape screening (see Public Works Development Services comments for additional information). • Fencing of any stormwater facilities must be in accordance with appropriate materials, generally consisting of dark colored vinyl coated chain link,with landscape screening. • Locations and size of all proposed rockeries and/or retaining walls must be identified on the preliminary grading and drainage plans.Aesthetic treatment of these structures may be required depending upon size and visibility from public areas. • The subject property is encumbered by multiple easements granted to BPA and Puget Sound Energy.Please provide copies of all easements,as the easements will likely impact layout of the plat, lots, roadways, and utilities.Easements must be considered during plat design and will require additional project coordination by the developer. Submit copies of any correspondence with easement grantees. • For your information,pursuant to the underlying Wright's Hi-Line Tracts plat map, it appears that SW 347th Street was dedicated to the public in conjunction with the platting of the Wright's Hi-Line Tracts plat in 1939. Therefore, if SW 347th Street was to be vacated it would likely entirely revert to the ownership of the abutting Meridian Newcastle property. 01-103738-00-PC Doc.1.D.16745 Mr.Amin Somani Page 4 October 29,2001 • Please provide information on the how the property was segregated into its current configuration. k) School Impact Fee—A school impact mitigation fee(currently$2,710.00)per single-family residence must be paid at the time of issuance of each individual single-family residence building permit following final plat recording. 1) Final Plat—The city currently requires a$2,044.00 final plat application filing fee(subject to annual fee adjustment). Substantial completion of the plat infrastructure must be completed before submittal and processing of the final plat. The city allows bonding of only minor improvements identified in FWCC Section 20-135 in order to process the final plat. FWCC Section 20-136 requires City Council review of the final plat. 3. Transportation Impact Analysis No Transportation Impact Analysis would be required for this project Site Access and Traffic Circulation FWCP Policy TP21 and FWCC Sec. 20-151 require collector streets every quarter-mile, block perimeters of 2640 feet, and pedestrian block perimeters of 1320 feet. The proposed street extension will help satisfy this condition. A street stub will be required at the east end of the extension of SW 347 Street. The stub shall be at the eastern property line. A temporary cul-de-sac is also required. The applicant may use an asymmetrical (lop sided)end treatment if desired. Full street improvements are expected to be in accordance to roadway cross section W.However, due to the unique nature of the site,the applicant may submit a written modification request(addressed to the Public Works Director)not to construct a sidewalk and a planter strip on the south side of the road. Existing Easements Preliminary plans indicate a BPA easement running in the proposed pavement and parallel to the roadway centerline. Public works department has no interest in keeping such easement. At this time we are not sure what this easement entail. This subject may be included in the above-mentioned modification request as well. Written communication with utilities will help support the waiver. We strongly recommend the applicant to do his best in communicating with both BPA and PSE, especially that this plat would be required to underground utilities and the existing poles are outside the legal easements anyway. The applicant might be able to relocate, or totally remove such easement rights of the subject property. This project must meet the requirements of the 1998 King County Surface Water Design Manual (KCSWDM) and the City of Federal Way Addendum to the KCSWDM. 2. A Technical Information Report must be provided with the preliminary plat application addressing the 8 core and 5 special requirements outlined in the KCSWDM. A minimum Level 1 Downstream Analysis must be completed with the land use application. 3. Level 1 flow control will be required. As an alternative to onsite detention,the applicant may elect to convey undetained storm water to Panther Lake Regional Facility. The fee for this is$1,728 per acre applied to the whole site irrespective of impervious area. The downstream conveyance system must have capacity for the additional storm water. Any necessary upgrades to the downstream conveyance system will be the responsibility of the applicant. 4. Water quality treatment must be provided using the Resource Stream Protection Menu. 5. Water quality and flow control requirements will apply to all frontage improvements and to each lot using the maximum lot coverage, sixty percent. BUILDING PERMIT ISSUES 6. The applicant will need to provide a geotechnical report that addresses design pavement thicknesses for the roadways. 7. The applicant shall reimburse the City for the cost of all required regulatory,warning and street name signs that are installed prior to acceptance by the City of all other require improvements. 8. Copies of Public Works' standard checklists are available upon request to assist the applicant's engineer in preparing the plans and the TIR. 9. Performance and maintenance financial securities will be required for all improvements associated with the project. The amount of the financial security shall be 120% of the estimated cost of the improvements. When construction is complete and approved by the Public Works Department,the bond value will be reduced to 30%of the original amount. The reduced bond amount will be retained until the end of the 2-year maintenance period. An administrative fee deposit must accompany the bond. 10. The developer will be responsible for the maintenance of the street improvements and storm drainage for the two-year maintenance period. During that time,the Public Works inspector will make periodic visits to assure developer's compliance with maintenance requirements. 11. When topographic survey information is required, the vertical datum block shall include the phrase "DATUM: N.G.V.D.-29" or"DATUM: K.C.A.S."on all sheets where elevations are called out. 12. All drawings shall be drafted/plotted on 24"x 36"mylar sheets with permanent black ink. Site plans shall be drawn at a scale of 1"=20'or larger. Drawings submitted for plan review shall be printed on 24"x 36" paper. 13. Cut and fill quantities shall be provided on the grading plan. 14. The site plan must show the location of any existing and proposed utilities in the areas affected by construction. 15. As-built construction drawings, on mylar per the City's as-built standards, will be required prior to release of the performance portion of the bond. 16. Engineering plan review fees are currently$578 for up to 12 hours of plan review time. Any additional review time will be billed at$48 per hour. Inspection fees are$43 per hour. Fire hydrants shall be spaced 700 ft. or less apart. Every building lot shall have a fire hydrant within 350 ft. All measurements shall be made as vehicular travel distance. Fire hydrants shall be in service PRIOR to and during construction. FIRE APPARATUS ACCESS ROADWAY Fire apparatus access roadways shall be required for every building when any portion of an exterior wall of the first story is located more than 150 ft. from fire apparatus vehicle access. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 25 ton fire apparatus and shall be provided with a surface so as to provide all- weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac or Fire Department approved alternative at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. 1 5) Gradient shall not exceed 15 percent. 6) Serving a single residential property which have a dead end in excess of 150 feet in length shall be provided with a turn around approved by the chief. [K.C.F.D.#39 Administrative Policy Guideline No. 1006] EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative Policy Guideline No. 1001 (copy attached). AUTOMATIC FIRE SPRINKLER SYSTEMS An automatic fire sprinkler system shall be installed in Group R, Division 3 occupancies: 1) When the occupancy exceeds 2,500 square feet (including attached garages) without adequate fire flow. 2) Without approved fire department access. 3) When the occupancy exceeds 10,000 square feet. 4) When the building is classified as an over-water structure. Comments: The minimum fire flow for one- and two-family dwellings shall be 1,000 gallons per minute. If the slope of a building lot does not allow the building(s) on the site to comply with the "life safety/rescue access" requirement, the building(s) shall be provided with an approved automatic fire sprinkler system. Life safety/rescue access shall mean an unobstructed access to all floor levels and each roof level of a building on not less than 20 percent of the building perimeter by utilizing a 35-foot ladder. An alternate method would be at least one stairway enclosure with exit doorways from each floor level and with a door opening onto each roof level which conforms to the requirements of the Uniform Building Code.
