A full drainage review will be required Per 2021 KCSWDM 1.1.1 using Section 1.1.2.4 process. – The project will result in 2,000 SF or more of new imperious surface. The submittal shall be per Chapter 2 of the 2021 KCSWDM for Drainage Review. A Technical Information Report (TIR) per section 2.3.1.1 (p. 2-30) will be required. What are the anticipated impact fees? PW Fees that are know at this point and maybe subject to change as additional information is presented – EN $2,252.00, Inspection Fee $153.00/Hour, ROW Modification if requested $1,472.00, Stormwater Development charge and additional review if required. Does the 16-foot ROW dedication meet the City’s requirements for street width? In the previous application a ROW Modification was granted to waive the requirements for frontage improvements. Can we apply for this modification again?Yes, you can apply for a street modification. The application would take place prior to final plat approval with a determination from the Public Works Director. Does the proposed private driveway easement meet the City’s requirements? Are the yard setbacks measured from the property line or the easement? Since the City is requiring only 1 access point for this short plat, the access to each lot comes from the private driveway easement. The yard setbacks for the 4 lots were oriented with the front yards parallel to that driveway easement property line. Is that acceptable? Our assumption is that Lot 1 & 4 would be treated like corner lots, so a 10-foot side yard was added along the South property lines. Can you confirm this meets the requirement? As allowed by King County Surface Water Design Manual, can the drainage for the short plat improvements be looked at separately from that of the future single-family residences/private driveways? Yes, but the short plat would need to account for the access road and all the lot drainage and address all 9 core elements from the 2021 KCSWDM. If the private access driveway results in less than 5,000 SF, of new pollution generating impervious surface, will the short plat be exempt from water quality requirements (Core Requirement #8)?The trigger point is > 2,000 SF of new impervious surface or 7,000 SF of land disturbance for a full drainage review. As for Core Requirement #8 – 1.2.8 page 1-68 – All proposed projects must provide water quality (WO) facilities to treat the runoff from those new and replaced pollution-generating impervious surfaces. This project falls within our Enhance Basic Water Quality Treatment Required area. The exemption #1 of less than 5,000 Sf of PGIS and less than ¾ acre of new PGIS will be added does not apply for the Shot plat as a whole will be considered to be PGIS. Will the future private driveway areas need to be included to determine whether the short plat is exempt from water quality? Answer above question #10 If the proposed short plat improvements are less than 5,000 SF, will the short plat be exempt from flow control requirements (Core Requirement #3)?Per Core Requirement #3 1.2.3 page 1-38 – All proposed projects, including redevelopment projects, must provide onsite flow control facilities to mitigate the impacts of storm and surface water runoff generated by new impervious surface, new pervious surface, and replaced imperious surface targeted for flow mitigation as specified in the following sections Flow control facilities Section 1.2.3.1 (p. 1-39), Section 1.2.3.2 (p. 1-50). If Flow control BMPs, per Core Requirement#9, are not feasible for the short plat improvements due to soil slope/conditions on-site, will the City allow a direct connection to the existing City storm system in South 288th Street?Per Core Requirement #9 Section 1.2.9 (p. 1-82) basic exemption of Less than 2,000 SF of new impervious surface will be created and Less than 7,000 SF of land disturbing activity will occur would not apply to this project, but a modification can be applied for and the determination would be from the Public Works Director. Will a perforated pipe connection be required in this instance for the tributary road area?Per Core Requirement #9 Section 1.2.9.1 (p. 1-82) and requirements of Section 1.2.9.2 and 1.2.9.3 to demonstrate compliance with Low Impact Development (LID) performance standards. Will flow control requirements under Core Requirement #3 be triggered if flow control BPMs under Core Requirement #9 are not able to be met? Per Core Requirement #3 Section 1.2 B for Conservation Flow Control Areas would need to be met.
