21-104847_Arch Design Intent_11-16-2021_v1 Page 1 of 2 Redondo Heights TOD Land Use Application Architectural Design Intent: Site C KC Parcels 720480-0188 and 720480-0190 The project: Redondo Heights Frontage Site (Mixed-Use) The Project envisions expanding an existing RM2400 zoned multifamily apartment development (Silver Shadow Apartments, built 1978, aka Site B: SS Existing) to the west, to the currently vacant 1.4-acre Site C along Highway 99. A separate development proposal by the same ownership for the 5-acre site east of Silver Shadows is currently under permitting. It is the intent that all three sites be under single entity ownership and treated as one development. Adjacent zoning and uses: · West: BC, commercial (parking) · North: RM 2400, Multifamily Use (Silver Shadows). · East: RM 2400, Multifamily Use (Silver Shadows). · South: BC, auto shop Access: The main access will be through Site B Existing Silver Shadows at the existing entry. This existing entry is planned for significant improvements to make the entry safer, more pedestrian friendly and more visually attractive. There is a secondary entry to the south to allow emergency vehicle access. Topography/Grading The site generally slopes down from south to north, for a total of about 8 feet. There is a retaining wall along the north property line and the adjacent lot is 3 feet higher at the lot line. Development Program: The intent is to create quality affordable housing for work force families, and support facilities such as food bank and counseling services on site. At the street front, the west wing has a 6,500 sf food bank operated by the ownership affiliated programs, providing services to the tenants of the Redondo height Development and nearby families. The south plaza and a small café at the SW corner of the food bank provide social spaces for the patrons to congregate. There are 3 stories of residential units in the west wing above the food bank, connected to the 5-story residential wing to Page 2 of 2 the east with a bridge. The landscaped and furnished courtyard between the two wings provides the tenants a common open space sheltered from the traffic noise and pollution from the busy street. There is a below-grade parking garage under the east wing and the courtyard. The building to the north will be used as leasing, management and maintenance offices. It is located right at the significantly improved main site entry, directly across from the existing Silver Shadows Amenity building. Combining three site under one development allows us to improve both vehicle and pedestrian flow at the site entry, increase visibility from the street and improved safety for both vehicles and pedestrians. Housing: 72 affordable units of 1-bedroom, 2-bedroom and 3-bedroom units, type VA construction Food Bank: About 6,500 sf, type VA construction. Parking 99 surface and below-grade parking spaces, Type 1A construction. Office About 3,000 sf office spaces, type VA construction. Materials and Colors Continuity between proposed buildings is a key design objective that is supported by implementing materials and colors throughout the development. Primary materials used are fiber cement board and lap siding, with special use materials such as concrete, wood, and metal implemented as accents. These materials were selected for their high quality, versatility, lower maintenance, and longevity, while establishing a character in keeping with the region and surrounding context. The proposed color palette is warm, neutral, and earth-toned to help create a sense of welcome, and create an association with nature that will compliment both commercial and residential building alike, and extensive landscape plan to tie the project together from ground plan to roof ridge.
