(Tax Lot #202104-9171) Federal Way File No. PRE96-0008 Dear Mr. Ford: Thank you for meeting with the city's Community Development Review Committee (CDRC) regarding your proposed project. This letter summarizes the pre-application conference, at which time committee members discussed development standards applicable to the project. The various comments are provided below or are enclosed. BACKGROUND The proposal is to develop a landscape supply and storage yard at 1210 South 343rd Street. The subject property is currently vacant. LAND USE DivISION (Jim Harris, 661-4019) 1. Zoning — According to the Federal Way Zoning Map, the site is zoned Manufacturing Park, (MP). The Comprehensive Plan designates the site as Business Park, (BP). Enclosed you will find a copy of the Federal Way City Code (FWCC) Use Chart 22-872, which provides specific design and use requirements for the proposed outdoor storage yard. The Planning Commission recently recommended approval of new commercial zoning district code amendments and design guidelines that will implement the goals and policies of the 1995 Comprehensive Land Use Plan. The City Council will review the proposed Mr. Charlie Ford March 5, 1996 Page 2 zoning code amendments and design guidelines in April 1996. Please be advised that there may be changes to the land use regulations now in effect. If you have any questions about the proposed zoning code update, contact myself or Lori Schill, Senior Planner, at 661-4045. 2. Review Process — An outdoor storage yard in the MP zoning district requires an administrative site plan review under FWCC section 22-872. Site plan review must be completed prior to issuing construction permits, however building permits may be processed concurrently with site plan review. A site plan review submittal requirement handout is enclosed. 3. State Environmental Policy Act (SEPA) — Compliance with the State Environmental Policy Act is required if more than 20 parking stalls are proposed. An environmental checklist must be submitted and reviewed prior to the city issuing an environmental threshold determination. All property owners and residents within 300 feet of the site are notified of the decision. Public notification includes a 15-day comment and 14-day appeal period. SEPA review must conclude before the site plan approval may be granted. For public notification purposes, the applicant is required to provide stamped, addressed envelopes and a list of all property owners, residents, and tenants of properties within 300 feet of the subject proposal. 4. Required Parking — Pursuant to FWCC Section 22-872, an outdoor storage use requires one parking stall for each 1,000 square feet of gross floor area. For this outdoor use, FWCC section 22-1113(d), states an outside use area will be used in calculating parking requirements. As an example, if the proposed outdoor storage area and building on the site comprise 24,000 square feet of land area (not including parking and required landscaping areas), then 24 parking stalls are required. Typical parking stall dimensions are 8'xl5' for compact and 8.5'x18' for standard parking stalls, and 25.5 foot wide two- way drive aisles. Backing Onto Streets/Streets TTsed in Circulation Pattern Prohibited— Pursuant to FWCC Sections 22-1452 and 22-1454, a parking area must be designed so that traffic need not back onto any street and a street may not be used as part of a parking lot circulation pattern. FWCC Section 22-1453, requires the parking lot, driveways, and other vehicle circulation areas to be surfaced with material comparable or superior to the surface material of the right-of-way providing access to the parking area. Mr. Charlie Ford March 5, 1996 Page 3 FWCC Section 22-1398, allows a decrease in the number of required parking stalls if a thorough parking study by the applicant documents that fewer spaces will be adequate to fully serve the use. 5. Bulk regulations — FWCC Section 22-872, requires a 50 foot front setback and 20 foot side and rear setback. However, since this site is smaller than five acres, and if the current owners can show they have not owned contiguous property since March 1, 1990, comprising five acres, the above referenced setbacks would not apply. The Director of Community Development Services will determine the setbacks, landscaping, and other dimensional requirements for developments that meet the five acre lot size exemption. The Director's decision on setbacks and dimensional requirements will be based on the size and location of the subject property and the nature of the proposed use and development. In developing a site plan, you should consider all of the site plan elements including landscaping, parking, vehicular circulation, building, and outdoor storage areas. Please be advised that landscaping of the site will be required and is discussed in further detail below. Building height is limited to 35 feet above average building elevation. Rooftop mechanical equipment must be screened from the street and adjacent properties. Per the notes in Use Chart 22-872, building facade modulation is required for any building facade exceeding 60 feet in length. 6. Outdoor Storage — Sections 22-1111 through 22-1113, discuss the standards for outdoor storage. In summary, all outdoor storage uses shall be accurately depicted on the site plan, and shall not prohibit safe vehicular and pedestrian movement to, from, and on the site. A six foot high solid screening fence or other appropriate screening is required around the outdoor storage use area. The height of items stored outdoors shall not exceed six feet above finished grade. 7. Fees — Site plan review requires a $1,218 filing fee. SEPA environmental determination review (if required) has a $472.00 filing fee. Additional fees may include Public Works plan review fee and building permit fees. 8. Required Landscaping — A preliminary landscape plan, prepared by a licensed landscape architect in accordance with FWCC Article XVII, Landscaping, is required as part of the site plan submittal. Following is a brief summary of portions of the landscape code. Mr. Charlie Ford March 5, 1996 Page 4 a. Buffer Requirements— FWCC Section 22-1566(h), requires Type III landscaping ten feet in width along the north property line adjacent to the street. Ten feet of type II landscaping is required along the east property line, as the parcel to the east is zoned Community Business. And five feet of type III is required along the south and west property limits. Type III landscaping provides a partial visual separation of uses to soften the appearance of parking areas and building elevations. Type III landscaping includes a mixture of six foot tall evergreen trees and 1.5 inch caliper deciduous trees, interspersed with 24 inch tall shrubs and groundcover. Type II landscaping is intended to create a visual separation that may be less than 100 percent sight obscuring. Type II landscaping is more dense than type III landscaping and includes a mixture of evergreen and deciduous trees, interspersed with 24 inch tall shrubs and groundcover. b. Parking T.nt T andscaping —Type IV landscaping must be provided in the interior of the parking lot in accordance with FWCC Section 22-1567. Twenty square feet of interior lot landscaping must be provided for each parking stall. Parking lot landscaping shall generally be provided at the end of all parking rows, and dispersed throughout the parking area in a manner to reduce visual impact of the parking lot. c. Plant Species —The landscape plan shall state how it conforms to the drought tolerant plant species requirements of FWCC Section 22-1564(f). d. Screening — Trash enclosures shall be screened from abutting properties and rights- of-way by a 100 percent sight-obscuring fence or wall and appropriate landscape screen. e. Modification — Opportunities to modify landscape requirements are available pursuant to Section 22-1570, Modification Options. 9. Signage — Signage requires a separate permit application. 10. Solid Waste and Recycling Storage —FWCC Section 22-949, requires solid waste and recycling storage areas to be included in all new commercial developments. A solid waste, recycling storage, and/or garbage receptacle area must be depicted on the site plan application drawing. Lot Boundary Line Adjustment— If the development will include both lots 2 and 3, as shown on the site plan, a lot line elimination will be required. The review fee for the lot line elimination is $100.00 plus recording fees. A lot line elimination information packet is included for your convenience. Land Use Issues 1. Storm water runoff from the site will need to be controlled through the use of facilities designed and constructed in accordance with the requirements of the latest edition of the King County Surface Water Design Manual (KCSWDM). These facilities include, as a minimum, a biofiltration swale and oil-water separation as may be required. The site plan prepared for the project should take into consideration the spacial requirements for these facilities and depict their conceptual location for the land use permit. The plan that was submitted made no provisions for a swale and oil-water unit. Further design details will be required with the building permit in order to construct the facilities. 2. The City has identified downstream conveyance, erosion and habitat problems associated with stormwater runoff. As part of the land use application and SEPA process, the applicant will need to analyze those problems and provide appropriate mitigation as approved by the City. The applicant may choose to provide mitigation as recommended by an independent study or follow the recommendation in the Executive Proposed Basin Plan, Hylebos Creek and Lower Puget Sound, which at present is the best available information. More specifically, the site is located within the West Hylebos Sub-Basin in an area recommended for enhanced stormwater infiltration and implementation of basinwide recommendation BW-2. Soil logs will need to be provided to verify infiltration suitability. In the event that infiltration cannot be achieved and runoff must be discharged off-site, the Basin Plan calls for the use of a 7 day storm event (BW-2) in sizing on-site detention facilities (if required) instead of the 24 hour event generally used in the KCSWDM. 3. The applicant will need to provide (with the application) a Level 1 downstream drainage analysis and a written narrative on the relevance to the subject site of the 7 Core and 12 Special Requirements of the KCSWDM. Copies of 5 foot topographic contour maps are available for use in preparing the drainage analysis and can be obtained from the City by contacting Kevin Peterson at 661-4126. 4. The applicant will be required to provide street improvements to the industrial/commercial street standards per Section 22-1525, which includes street widening, sidewalks, curb and gutter, landscape strip and a cul-de-sac turnaround. The existing access road is in very poor condition. Storm drainage facilities will need to be provided for the new road in conformance with the KCSWDM. The applicant may request in writing, to the Development Services Manager, a modification, waiver of deferment of the aforementioned improvements per Section 22-1477. The request must address and meet at least one of the four criteria listed in the code section. After the request has been received, it will be routed to City staff for determination of an appropriate response. The submittal of a request does not assure that a modification, waiver or deferment will be granted. 5. The north 30 feet of the site must be set aside in a tract for future dedication to the City for the future improvements to S 343rd Street. The set aside tract shall be through an agreement between the applicant and City and is to be recorded against the property. Setback of the applicant's on-site facilities will need to be based on the new tract boundaries. The paved access road is to be privately maintained until it has been fully improved to City standards and dedicated to the City for maintenance. Additionally, the applicant will need to sign and notarize a LID No Protest Agreement related to the future S 343rd Street improvements. 6. As part of the SEPA process, the applicant will be required to submit a Traffic Impact Analysis (TIA). If the applicant decides to proceed with the project, then a scoping sheet will be prepared. The TIA will be based on information contained in the scoping sheet and will also be used to assist in determining any required pro-rata share contributions to traffic improvement projects (used to mitigate the impacts of development). Any questions regarding this analysis or the scoping sheet should be forwarded to the City's Assistant Traffic Engineer, Hazem El-Assar, at 661-4142. 7. Wheel stops will need to be provided to keep vehicles from overhanging into sidewalks; otherwise, those sidewalks adjacent to parking areas will need to be increased to 7 feet in width. 8. Curbing will need to installed along any new pavement edges. B. Building Permit Issues 1. Final site improvement plans will need to be prepared for the project and submitted with the building permit application. The plans shall be drawn on 24" x 36" size sheets at a scale of 1" = 20', based on KCAS or NGVD-29 vertical datum and signed/sealed by a Professional Engineer licensed in the State of Washington. 2. A Technical Information Report (TIR) will need to be prepared for the project and submitted with the building permit application. The TIR will require the signature/seal of a Professional Engineer licensed in the State of Washington. 3. The applicant will need to provide a geotech report that addresses design pavement thicknesses for the off site roadways. 4. The applicant shall reimburse the City for the cost of all required regulatory, warning and street name signs that are installed prior to acceptance by the City of all other required improvements. 5. The applicant will need to provide a copies of the recorded short plat and easement documents that presently provide legal access to the site. 6. Copies of Public Works' standard checklists have been included to assist the applicant's engineer in preparing the plans and the TIR. From: JIM HARRIS To: juliev Date: Thursday, February 15, 1996 11: 28 am Subject: pre96-0008 Landscape supply business. In DRC this morning I did not have an answer if SEPA is required for this project, and I will need to determine this if this project is SEPA exempt. SEPA will be required for the landscape supply if 20 or more parking stalls are created. One parking stall is required per 1, 000 square feet of gross floor area. The outdoor usage is included in the gross floor area calculation. The setbacks per code for this use are 50 ' front and 20 ' sides and rear (these setbacks are based on a five acre minimum lot size) . For lots under five acres, the director may determine required yard and landscape standards under certain conditions per note 2 , FWCC 22-871. This lot is approximatly 29 , 000 sq. ft. I drew up three different scenarios to determine if SEPA will be required. Scenario 1 used the setbacks above to determine a maximum usable area of approx. 14 , 000 sq. ft. , therefore 14 parking stall so SEPA exempt. Scenario 2 : Reducing the setbacks to be consistent with the landscape code for perimeter buffers for proposed use: 10 foot front, 10 foot east side, and five on rear and west side. Results of this is maximum usable area approx 24, 155 gross floor area, therfore 24 parking stalls, so SEPA. Scenario 3 : Reduce the setbacks to ten feet around the entire site (I don't have rational for these setbacks) , allows a maximum usable area approx 22 , 500 sq. ft. , therefore 23 parking stalls so SEPA yes. After reviewing these three alternatives, we still have not concluded if the project requires SEPA, so. . . I will discuss this with greg F. as the SEPA issue is intergral to include in our comments to the applicant. I will let you know what becomes of this, let me know if you have any ideas. A Certificate of Water Availability shall be provided indicating the fire flow available at the site. This project will require fire hydrant(s). Existing fire hydrants on public streets are available for this project. Existing fire hydrants on adjacent properties shall not be considered unless fire apparatus access roads extend between properties and easements are established to prevent obstructions of such roads. When any portion of the facility or building protected is in excess of 150 feet from a water supply on a public street, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains capable of supplying the required fire flow shall be provided. Fire hydrants: 1) Shall be located not more than 300 feet on center. All measurements shall be made as vehicular travel distance. 2) Shall not be located closer than 50 feet to any building. 3) Shall not be obstructed by any structure or vegetation, nor shall the visibility of the fire hydrant be impaired for a distance of 50 feet in the direction of vehicular approach to the fire hydrant. [K.C.F.D. #39 Administrative Policy Guideline No. 1004] Fire hydrant locations are subject to the approval of the Fire Marshal or his/her designee. When exposed to vehicular damage, fire hydrants shall be suitable protected. Fire hydrants shall be in service PRIOR to the start of combustible construction. FIRE APPARATUS ACCESS ROADS Fire apparatus access roads shall be provided when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system, these provisions may be modified by the chief. Plans for fire apparatus access roads shall be submitted to the fire department for review and approval prior to construction. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 25 ton fire apparatus and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 32 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac at the dead end. All such cul-de-sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. [K.C.F.D. #39 Administrative Policy Guideline No. 1006] Designated fire lanes may be required for emergency access. This may be done during the plans check or after the facility is in operation. When required, approved signs or other approved notices shall be provided and maintained for fire apparatus access roads to identify such roads and prohibit the obstruction by parking and other obstructions. Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative Policy Guideline No. 1003 (copy attached). Fire apparatus access roads shall be installed and made serviceable PRIOR to and during the time of construction. AUTOMATIC FIRE DETECTION SYSTEM Plans and specifications for fire alarm systems shall be submitted to the fire department for review and approval prior to system installation. Plans and specifications shall include, but not be limited to, a floor plan; location of all alarm- initiating and alarm-signaling devices; alarm control and trouble-signaling equipment; annunciation; power connection; battery calculations; conductor type and sizes; voltage drop calculations; and manufacturer, model numbers and listing information for all equipment, devices and materials. Fire alarm systems, automatic fire detectors, emergency voice alarm communication systems and notification devices shall be designed, installed and maintained in accordance with U.F.C. Standards 10-2 and 10-3 and other nationally recognized standards. Systems and components shall be listed and approved for the purpose for which they are installed. An automatic fire detection system shall be installed in all buildings exceeding 3,000 square feet gross floor area. This fire detection system shall be monitored by a central and/or remote station conforming to the current requirements of the National Fire Protection Association standards and/or the fire chief or designee. Numbers shall contrast with their background. Numbers shall be a minimum of 5 inches in height. When access to or within a structure or an area is unduly difficult because of secured openings or where immediate access is necessary for life-saving or firefighting purposes, the chief is authorized to require a key box to be installed in an accessible location. The key box shall be of a type approved by the chief and shall contain keys to gain necessary access.
