This letter summarizes the March 2, 1995, preapplication meeting, at which time committee members discussed development requirements applicable to constructing a shop and office building on lot 2 of King County Short plat #777058. The various requirements are provided below or are enclosed. LAND USE DIVISION (Deb Barker, 661-4103) 1. Review Process - The zoning of the site is MP, Manufacturing Park. This permits a variety of uses, including manufacturing, fabrication, and assembly of small parts. During the meeting, you indicated that your primary intent was to provide work space for cabinet makers and contractors. This use is allowed under Federal Way City Code (FWCC) section 22-861, Fabrication and Manufacturing Generally - furniture and fixtures fabrication and assembly (page 1549), and requires Site Plan Review for approval. A site plan information bulletin and master land use application form are enclosed along with applicable code sections. Processing time is approximately 60 to 75 days. Building permits are issued after Site Plan review has concluded. 2. State Environmental Policy Act (SEPA) - Structures in excess of 4,000 square feet are subject to SEPA review. As proposed, your project requires SEPA review. An environmental checklist must be submitted and reviewed prior to the city issuing an environmental threshold determination. All property owners and residents within 300 feet Mr. Toby Taylor March 10, 1995 Page 2 of the site are notified of that decision. The notification includes a 15-day comment and 14- day appeal period. SEPA review must conclude before the site plan approval may be granted. 3. Fees - The proposal to develop the site requires the following fees (fees are indicated in parentheses): Site Plan review ($1,218.00 includes fire review fee), and SEPA environmental determination review as part of project ($472.00 includes fire review fee). Additional fees are associated with other city and district regulations and permits. Building permits must be obtained before any work commences. 4. Parking - One parking stall for each 1,000 square feet of gross floor area is required per FWCC section 22-861. Standard size stalls are 8.5' X 18', and compact parking space sizes are 8' X 15'. Up to 25 percent of the required parking stalls may be compact. Vehicles should not overhang more than two feet into any required landscape area. 5. Required Landscaping - A preliminary landscape plan, prepared by a licensed landscape architect in accordance with FWCC Article XVII, Landscaping, is required as part of the site plan submittal. It should contain the following elements: a. Buffer Requirements - FWCC section 22-1566(i) requires Type II landscaping ten feet in width along the northern property line and Type III landscaping five feet in width along the south, west, and east property lines. Type II landscaping is intended to create a visual screen to separate industrial uses from the street. Type III landscaping provides a partial visual separation of uses, so as to soften the appearance of parking areas and building elevations. b. Parking Lot Landscaping - Type IV landscaping must be provided in the interior of the parking lot in accordance with FWCC section 22-1567. Twenty square feet of interior lot landscaping must be provided for each parking stall. Interior lot landscaping should be provided at the end of all parking rows and dispersed throughout the parking area in a manner to reduce visual impact of the parking lot. c. Plant Species - The landscape plan should state how it conforms to the drought tolerant plant species requirements of FWCC section 22-1564(f). d. Screening - Trash enclosures should be screened from abutting properties and rights of way by a 100 percent sight-obscuring fence or wall and appropriate landscape screen. Building walls which are uninterrupted by a window, door, or other architectural feature, and are 240 square feet in area or greater, must be screened by appropriate landscaping. Loading Areas - Loading areas must be screened from the public right-of-way or non- industrial manufacturing uses with Type I landscaping in accordance with FWCC section 22-1564(w). f. Modification - Opportunities to modify landscape requirements are available pursuant to section 22-1570, Modification options. 6. Signs - Sign category C applies to fabrication and manufacturing uses in this zone. It permits wall mounted, marquee, pedestal, and monument signs. A sign permit must be obtained under separate permit; a sign permit application and code section are enclosed. Please contact Richard Cottage, Code Compliance Officer, at 661-4017, with signage questions. 7. Setback Requirements - Buildings must be set back a minimum of 50 feet from the front property line and 20 feet from the side and rear property lines in accordance with FWCC section 22-756. The building roof may overhang up to 18 inches into the required yard. 8. Building Height - The maximum height of the building is 35 feet above average building elevation. 9. Site Design - FWCC section 22-1441 states that whenever feasible, buildings on the property should be located between the right of way and the parking area. If this requirement cannot be met, the applicant must submit a letter with the application stating why. 10. Pedestrian connection - Per FWCC section 22-1445, sidewalks along the perimeter of the building should be a minimum of five feet in width. Pedestrian access that connects these sidewalks to the right-of-way should be provided. 11. Recycling/Solid Waste Containers - Garbage and recycling receptacles must be installed in accordance with FWCC section 22-929. They may not be located in the required yards. 12. Special Regulations and Notes of FWCC Section 22-861, Fabrication and Manufacturing - Generally - There are numerous notes listed in this section that may apply to this project. The following influence the site design process: a. Administrative Process - If applicant can document that the lot lines defining the lot were lawfully created prior to March 1, 1990, and that the applicant has not owned any contiguous lots since March 1, 1990, then the Director of Community Development Services will determine the required yard, landscape, and buffer and other similar dimensional requirements on a case by case basis, based on the size and location of the Mr. Toby Taylor March 10, 1995 Page 4 subject property and the nature and intensity of the proposed use and development of the subject property per FWCC section 22-861, note 2. b. Toxic Release - Uses or activities that involve the release of toxic or noxious gases, fumes, or odors are prohibited on the subject property. c. Office Uses - An accessory office that utilizes no more than 30 percent of the gross floor area of the use is permitted. The site plan should depict how this requirement is met. d. Building Modulation - Building facades that exceed 60 feet in length and are visible from any area off the subject property must be modulated to a minimum depth of four feet, a minimum modulation width of five feet, and the maximum modulation width of 50 feet. Please be advised that Note #3 is superceded by FWCC section 22-1566, Landscaping. Land Use Issues 1. Storm water runoff from the site will need to be controlled through the use of facilities designed and constructed in accordance with the requirements of the latest edition of the King County Surface Water Design Manual (KCSWDM) . These facilities include, as a minimum, a biofiltration swale and oil-water separation as may be required. The site plan prepared for the project should take into consideration the spacial requirements for these facilities and depict their conceptual location for the land use permit. The plan that was submitted made no provisions for a swale and oil-water unit. Further design details will be required with the building permit in order to construct the facilities. 2 . The recommendations of the Hylebos Creek and Lower Puget Sound Basin Plan will need to be incorporated into the design of storm water detention facilities for the proposed project. More particularly, the site is located within the West Branch Hylebos Creek Sub-Basin which has been designated for implementation of basinwide recommendation BW-2 . This recommendation calls for the use of a 7 day storm event in sizing on site detention facilities, if required, instead of the 24 hour event generally used in the KCSWDM; however, a 30% safety factor does not have to be used in the detention facility design. According to the Basin Plan, the site is also located within an area designated for enhanced stormwater infiltration. The proposed drainage design should utilize infiltration to the maximum extent feasible based on the existing soil conditions. Soil investigation reports will need to be provided to verify the feasibility of utilizing infiltration to control stormwater runoff . 3 . The applicant will need to provide (with the application) a Level 1 downstream drainage analysis and a written narrative on the relevance to the subject site of the 7 Core and 12 Special Requirements of the KCSWDM. Copies of 5 foot topographic contour maps are available for use in preparing the drainage analysis and can be obtained from the City by contacting Kevin Peterson at 661-4126. 4 . The applicant will be required to provide a paved access road (24 foot minimum width) from Pacific Highway S to a cul-de-sac turnaround. The existing access road is in very poor condition. Storm drainage facilities will need to be provided for the new road in conformance with the aforementioned drainage requirements. The north 30 feet of the site must be set aside in a tract for future dedication to the City as part of the future improvements to S 343rd Street. The set aside tract shall be through an agreement between the applicant and City and is to be recorded against the property. In addition, the applicant will need to sign and notarize an LID no protest agreement related to the future S 343rd Street improvements. Setback of the applicant's on-site facilities will need to be based on the new tract boundaries. The paved access road is to be privately maintained until it has been fully improved to City standards and dedicated to the City for maintenance. 5. As part of the SEPA process, the applicant will be required to submit a Traffic Impact Analysis (TIA) . If the applicant decides to proceed with the project, then a scoping sheet will be prepared. The TIA will be based on information contained in the scoping sheet and will also be used to assist in determining any required pro- rata share contributions to traffic improvement projects (used to mitigate the impacts of development) . Any questions regarding this analysis or the scoping sheet should be forwarded to the City's Assistant Traffic Engineer, Hazem El-Assar, at 661-4142 . 6 . Wheel stops will need to be provided to keep vehicles from overhanging into sidewalks; otherwise, those sidewalks adjacent to parking areas will need to be increased to 7 feet in width. 7 . Curbing will need to installed along any new pavement edges. B. Building Permit Issues 1. Final site improvement plans will need to be prepared for the project and submitted with the building permit application. The plans shall be drawn on 24" x 36" size sheets at a scale of 1" = 20' , based on KCAS or NGVD-29 vertical datum and signed/sealed by a Professional Engineer licensed in the State of Washington. 2 . A Technical Information Report (TIR) will need to be prepared for the project and submitted with the building permit application. The TIR will require the signature/seal of a Professional Engineer licensed in the State of Washington. 3 . The applicant will need to provide a geotech report that addresses design pavement thicknesses for the off site roadways. 4 . The applicant shall reimburse the City for the cost of all required regulatory, warning and street name signs that are installed prior to acceptance by the City of all other required improvements. 5 . The applicant will need to provide a copies of the recorded short plat and easement documents that presently provide legal access to the site. 6.
