19.142, the floodplain permit is hereby approved, subject to the following conditions:
1. The proposed improvement shall be constructed per the application and associated materials
and studies in file 19-104208-AD. A building permit is also required.
2. The proposal shall comply with the conservation measures contained within the August
2020, “Floodplain Habitat Assessment Report – Grealish Bulkhead Repair/Replacement
Project” prepared by North Fork Environmental Inc., located on pages 16-17 and 32-33.
3. The owner shall provide verification to the Department of Community Development that
the above conditions have been met.
The city’s decision is based on, and applicable only to, the project application submitted to the city. Any
changes in the nature or timing of work for the project, or the geographic scope of the project, must be

FINDINGS OF FACT
1. According to the submitted application, “The property owner is proposing to replace the existing

and reduce impacts to the floodplain while protecting the Grealish and neighboring properties.”
2. The project is required to comply with the following requirements of Federal Way Revised Code (FWRC)
Chapter 19.142 “Flood Damage Prevention,” for development within the regulatory floodplain:
