Dear Ms. Kravtsova:
The Department of Community Development at the City of Federal Way received you request for a zoning
verification letter on June 26, 2020, pertaining to SeaTac Village Apartments located at 1808, 1818, and 1828
South 311th Place, Federal Way, WA, 98003 (parcel numbers 785360 0070, 785360 0071, and 785360 0072).
1. The current zoning of the subject property is Multifamily Residential (RM) 1800 (one unit/1,800 square feet).
2. The adjacent property zoning designations are as follows:
North: Multifamily Residential (RM) 1800
South: City-Center Frame (CF)
East: Single Family Residential (RS) 7200
West: Community Business (BC)
Pursuant to Federal Way Revised Code (FWRC) Chapter 19.205.040, multifamily dwelling developments
zoned RM 1.8 have a maximum height of 35 feet above average building elevation. However, if any
portion of a structure on the subject property is within 100 feet of a single-family residential zone, then
that portion of the structure shall not exceed 30 feet above average building elevation, and the structure
shall be set back a minimum of 20 feet from the property line of the residential zone.
3. According to the City of Federal Way, there are no records of unresolved zoning or building code
violations on the subject properties.
4. Although the use and density on the subject property appear to be conforming, it does not mean that the
improvements on the property are conforming developments (that is, built to current zoning code
regulations). Verification of conformance is typically performed at the time of a formal project review. At
this time, the city cannot confirm compliance with the current zoning code or building requirements
without a formal site plan review.

5. The city is not aware of any conditional use, special use, variances, or special exceptions granted for these
properties.
6. Due to the development occurring prior to 1990 when the City of Federal Way incorporated, SeaTac
Apartments were built under the jurisdiction of King County. Therefore, the city cannot say whether or
not the property was developed with site plan approval.
7. The subject property is not part of a Planned Unit Development. The subject property was developed
initially under the jurisdiction of King County, prior to the adoption of the city’s zoning code.
8. King County was the applicable zoning and building authority at the time of construction for this
property. Contact the King County Department of Permitting and Environmental Review Record Center
at permitrecords@kingcounty.gov, or 206-296-6696, to inquire about records they may have, and to
obtain the Certificates of Occupancy or site plans they may have. You will need to provide them with the
parcel number pertaining to the property.
