The Department of Community Development hereby approves the BLA based on the survey drawing prepared by Barghausen Consulting Engineers, Inc., received on December 17, 2021. BACKGROUND The applicant proposes to remove interior lot lines between two lots, parcel numbers 926480-0060 and 926480-0070, in the Commercial Enterprise (CE) zone. The application was deemed complete on January 11, 2022. Existing and revised lot information is as follows: DECISIONAL CRITERIA The BLA meets decisional criteria set forth in the Federal Way Revised Code (FWRC) Chapter 18.10: 1. The BLA is a minor alteration in the location of lot boundaries on existing lots. The proposal is to remove the interior lot line between tax parcels. The BLA will not increase the number of lots, nor diminish the size of open space or other protected environments. 2. The BLA will not diminish the size of any lot so as to result in a lot of less square footage than prescribed in the CE zoning district. The subject property is under land use review for a new manufacturing, production; warehouse, distribution, and office facility (city file no. 21-102066-UP). The minimum lot size for the proposed uses is 1.5 acres, per 19.240.010, “Manufacturing and production, general”; FWRC 19.240.020, “Warehouse – Distribution”; and FWRC 19.240.080, “Office Uses.” New Parcel A is 4.2 acres, which exceeds minimum lot size requirements. 3. The BLA will not result in the reduction of setbacks or site coverage to less than prescribed by the BC zoning district. The subject property is currently vacant. I.D. 82060 include manufacturing, production; warehouse, distribution, and office, for which there is no prescribed lot coverage per 19.240.010, “Manufacturing and production, general”; FWRC 19.240.020, “Warehouse – Distribution”; and FWRC 19.240.080, “Office Uses.” Pursuant to the listed use zone charts, the proposed project has a 20-foot front yard and 15-foot side and rear yard setback. The BLA will not affect the project’s ability to meet these required setbacks. 4. All lots resulting from the BLA will be in conformance with the design standards of the city’s subdivision title. REVISIONS TO BLA DRAWING The following comments must be revised on the final BLA drawings prior to recording. 1. The name, address, and phone number of each property owner needs to be added to the BLA drawing. RECORDING Pursuant to FWRC 18.10.060, all boundary line adjustments shall be recorded with the King County Division of Elections and Records. To finalize the BLA process, please use the enclosed Resubmittal Information form and submit to the Permit Center one signed and notarized drawing (mylar or paper) for city signatures. Do not fold the BLA drawing. Per state law, on the drawing all signatures and writing shall be made with permanent black ink, including notary stamps. After city signatures are obtained, the applicant must obtain the King County Assessor’s signature and record the BLA with the King County Recorder’s Office. Please return one conformed copy of the BLA to the city immediately after recording. No changes to the BLA document are allowed following city signature. If the county recording process necessitates revisions to the BLA, you must request and receive approval of any change from city staff prior to recording. CLOSING The BLA is hereby approved. This land use decision does not waive compliance with future City of Federal Way codes, policies, and standards relating to this development.
