Thank you for participating in the preapplication conference with the City of Federal Way's Development
Review Committee(DRC)held September 11,2003. We hope that the information discussed at that
meeting was helpful in understanding the general requirements for your project as submitted.
This letter summarizes comments given to you at the meeting by the members of the DRC. The members
who reviewed your project and provided comments include staff from the City's Planning and Building
Divisions and Public Works Department,and representatives from Lakehaven Utility District and Federal
Way Fire Department. Some sections of the Federal Way City Code(FWCC)and relevant information
handouts are enclosed with this letter.Please be advised,this letter does not represent all applicable
codes. In preparing your formal application,please refer to the complete FWCC and other relevant codes
for all additional requirements that may apply to your project.

PROJECT DESCRIPTION
The proposal is to subdivide two existing single-family lots to create three single-family lots.The subject
property is located at 849 SW 312th Street; zoning is Single-Family(RS7.2). Existing Lot 1(tax lot
number 072104-9205) is currently developed with a single-family residence and is accessed from SW
312th Street. Existing Lot 2(tax lot number 072104-9230), is developed with a garage that is accessory to
the dwelling unit on Lot 1. The applicant has indicated that both structures would be removed as part of
the application.
MAJOR ISSUES
Outlined below is a summary of the major issues of your project based on the plans and information
submitted for preapplication review.These issues can change due to modifications and revisions in the
plans.These major issues only represent comments that the DRC consider most significant to your project
and do not include the majority of the comments provided. The major issues section is only provided as a
means to highlight critical requirements or issues. Please be sure to read the entire department comments
made in the next section of this letter.

• Public Works Development Services Division
1. If drainage facilities are required, connection to an existing conveyance system will be
required.This may require a drainage easement from adjacent property owner(s) in Mirror
Lake Terrace Subdivision.
2. If water quality treatment is required,this project lies within a Resource Stream Protection
area,and water quality facilities shall be designed to the Resource Stream Protection Menu of
the 1998 King County Surface Water Design Manual.
• Public Works Traffic Division
1. Per FWCC Section 22-1474,the applicant/owner would be expected to construct half-street
improvements on SW 312`h Street,which is a Type K street consisting of a 44-foot street with
curb, gutter, six-foot planter strip with trees,eight-foot sidewalk, and streetlights in a 78-foot
right-of-way. The improvements shall be from the street centerline.
2. The applicant/owner shall dedicate sufficient public right-of-way across the entire street
frontage on SW 312th Street;to widen and improve the abutting public streets to the City
adopted street standards.Assuming a symmetrical cross section, additional nine feet of right-
of-way on SW 312th Street would need to be dedicated to the City. Right-of-way dedication
shall be conveyed to the City through a Statutory Warranty Deed, and must have clear title
prior to recording.
3. The proposed 30-foot easement is not an acceptable access. A cross section"Y"street less
than 150 feet in length would need to be constructed to serve the proposed three lots.The plat
would need to be reconfigured to meet this requirement. Streetlights would be required at the
intersection.
• Lakehaven Utility District
Sewer main will need to be extended to the far edge of the property,where adjacent uphill
property can be served(see section V, item 2).
DEPARTMENT COMMENTS
Outlined below are the comments made by the representatives of each department present at the
preapplication conference.Each section should be read thoroughly. If you have questions please contact
the representative listed for that section.
PLANNING DIVISION(Jane Gamble,253-661-4120, lane.gambleQi cityoffederalway.com)
1. Short Plat Process—Pursuant to FWCC Chapter 20,Division 5,"Short Subdivision Plats,"short plat
applications are administratively processed through the Department of Community Development
Services under FWCC Section 20-83,et al.The administrative review process requires that the
Director of Community Development Services issue a decision on the short subdivision request.

Public notice of the complete short plat proposal is required per FWCC Section 20-90, and a 14-day
public comment period is provided. However, no public hearing will be required. Short plat filing
fees are$2,044.50, less the $382.50 preapplication fee.A master land use application, short plat
handout, and code sections are enclosed.
2. State Environmental Policy Act(SEPA) —The proposed short plat is exempt from environmental
review under SEPA.
3. Design Standards—All proposed lots must meet the design standards of FWCC Section 20-151,et
al.In the case of this short plat, proposed Lot 2 and Lot 3 do not abut the public right-of-way;the
proposed access to these two lots is via a reciprocal access easement,which does not satisfy code
requirements pursuant to FWCC Section 20-152(d). The short plat must be reconfigured so that Lot 2
and Lot 3 abut either public right-of-way or a Cross Section Y in-fill cul-de-sac(see Public Works
Traffic comments below for further details).
4. Lot Size—The zoning for the subject site is Residential Single Family,RS 7.2. Minimum lot size for
each lot is 7,200 square feet. Public right-of-way may not be included in the lot area calculations.
According to King County Assessor's records,the combined square footage of the existing two lots
is 30,032. As depicted,the proposed lots satisfy the minimum lot size requirements;however,as
discussed above,the lots must reconfigured to provide approved access, and lot size cannot include
dedicated right-of-way or a private access tract. Please be certain to maintain the minimum 7,200
square foot lot size for each proposed lot.
5. Setbacks—Existing and future residences must conform to the following structural setback
requirements of FWCC Section 22-631,"Detached Dwelling Units"(enclosed): front yard at 20 feet,
side yard at five feet,and rear yard at five feet.The formal short plat drawing must depict these
typical building setback requirements. Lot coverage for residential uses is limited to 60 percent and
includes all impervious surfaces such as gravel or asphalt driveways,walkways,patios,and roof
overhangs.
6. Landscape Plan—A landscape plan prepared by a licensed landscape architect must be provided
with the short plat application. The plan must identify landscape features and must show open space
and significant trees. The FWCC defines significant trees as being 12 inches in diameter, in good
health,and not detrimental to the community or obscuring safe sight distance requirements.
Significant trees shall not include red alder, cottonwood,poplar,or big leaf maple.Trees that do not
meet the definition of significant should not be represented on either the short plat map or the
landscape plan.

Land Use Issues—Stormwater
1. If future construction on this proposed site creates 5, 000 square feet or more of new impervious
surface, surface water runoff control will be required per the 1998 King County Surface Water
Design Manual(KCSWDM)and the City of Federal Way Addendum to the 1998 KCSWDM. If
future construction creates more than 5,000 square feet of new Pollution Generating Impervious

Surface(PGIS),water quality treatment will be required per the 1998 KCSWDM and the City of
Federal Way Addendum to the 1998 KCSWDM. This project meets the requirements for a Targeted
Drainage Review. The project lies within a Level 1 flow control area;thus the applicant must design
the flow control facility to meet this performance criteria.The project also lies within a Resource
Stream Protection Water Quality Area. Water Quality Treatment shall be designed to meet the
treatment criteria of the Resource Stream Protection Menu.
2. At the time of land use site plan submittal, a preliminary Technical Information Report(TIR),
addressing the relevance of the project to the eight core and five special requirements of the
KCSWDM will be required.A Level 1 downstream analysis shall also be provided in the
preliminary TIR. The City has 1"= 100',five-foot contour planimetric maps that may be used for
basin analysis. If drainage facilities are required, connection to an existing conveyance system will
be required.This may require a drainage easement from adjacent property owner(s) in the Mirror
Lake Terrace Subdivision.
3. This proposal meets the definition of"redevelopment"as set forth in FWCC Section 22-337.
Therefore, stormwater treatment must be provided for the entire site, including new and existing
pollution generating impervious surfaces.Treatment options must be selected from the Resource
Stream Water Quality Menu provided in the KCSWDM,which includes bioswale, filter strip, linear
sand filter, storm filter,basic wetpond,wetvault, stormwater wetland,or combined detention/
wetpond facility.
4. Soil logs will need to be provided to verify infiltration suitability.
5. For private commercial developments and short subdivisions,the flow control and water quality
facilities may be placed underground.
6. Show on the preliminary plans,with dimensions,the proposed location of the detention and water
quality facilities.
Right-of-Way Improvements
1. See the Traffic Division comments from Traffic Analyst Sarady Long for traffic related items.
2. If dedication of additional right-of-way is required to install street frontage improvements,the
dedication shall be conveyed to the City through a statutory warranty deed.The dedicated area must
have clear title prior to recording.
3 All stormwater treatment and detention requirements outlined above will be applied to new
impervious area within the public right-of-way.
4. Frontage improvement requirements apply to the parcel's entire street frontage, not just the portion
of the site that is being developed.
5. FWCC Section 16-47 requires that overhead utility lines be relocated underground if over 500 feet,
or three spans,are affected by a public works project. This condition will be applied to SW 312t
Street.

Building(or EN)Permit Issues
1. The"Federal Way Development Standards Manual"(including standard detail drawings, standard
notes, and engineering checklists) is available on the City's website at www.cityoffederalway.com to
assist the applicant's engineer in preparing the plans and TIR.
2. A final TIR shall be prepared for the project and submitted with the permit application.The final
TIR will require the signature/seal of a professional engineer registered/licensed in the State of
Washington.
3. The applicant shall provide a geotechnical report that addresses design pavement thickness for the
roadways.
4. The applicant shall reimburse the City for the cost of all required regulatory,warning, and street
name signs that are installed, prior to acceptance by the City of all other required improvements.
5. Bonding is required for all improvements associated with the project.The bond amount shall be 120
percent of the estimated costs of the improvements.An administrative fee deposit will need to
accompany the bond to cover any possible legal fees in the event the bond must be called.Upon
completion of the installation of the improvements,and final approval of the Public Works Inspector,
the bond will be reduced to 30 percent of the original amount for a two-year maintenance period.
6. The developer will be responsible for the maintenance of all storm drainage facilities(including the
detention and water quality facilities), and street systems for the two-year maintenance period.
During that time,the Public Works Inspector will make periodic visits to the site to ensure the
developer's compliance with the maintenance requirements.
7. When topographic survey information is shown on the plans, as may be required,the vertical datum
block shall include the phrase"DATUM:N.G.V.D.-29"or"DATUM: K.C.A.S.,"on all sheets
where vertical elevations are called out.
8. All drawings shall be drafted/plotted on 24"x 36"or 22"x 34"mylar sheet with permanent black
ink. Drawings submitted for plan review shall be printed on 24"x 36"or 22"x 34"paper. Site plans
shall be drawn at a scale of 1"=20', or larger.No architectural scales are permitted on engineering
plans.
9. Provide cut and fill quantities on the clearing and grading plan. Erosion control measures,per
Appendix D, 1998 KCSWDM, must be shown on the building set plans.
10. The site plan shall show the location of any existing and proposed utilities in the areas affected by
construction.
PUBLIC WORKS TRAFFIC DIVISION(Sarady Long,253-661-4139,Sarady.long4i cityoffederalway.com)
1. Per FWCC Section 22-1474,the applicant/owner would be expected to construct half-street
improvements consistent with the planned roadway cross-sections as shown in Map III-7 of the
Federal Way Comprehensive Plan(FWCP)and Capital Improvement Program(CIP), shown as Table

I1I-19. Based on the materials submitted, staff conducted a limited analysis to determine the required
frontage improvements in meeting the FWCC. Based on the analysis and FWCC,the applicant would
be expected to construct half-street improvements on SW 312`h Street,which is a Type A street,
consisting of a 44-foot street with curb, gutter, six-foot planter strip with trees,eight-foot sidewalk,
and street lights in a 78-foot right-of-way.The improvements shall be from street centerline.The
applicant may make a written request to the Director of Public Works to modify, defer,or waive the
street improvements requirements.
2. Tapers and transitions beyond the project frontage may be required as deemed necessary for safety
purposes,taper rate shall be based on WSDOT Design Manual; WS^2/60,or AASHTO as directed by
the Public Works Director.
3. Assuming a symmetrical cross section,an additional nine feet of right-of-way on SW 312th Street
would need to be dedicated to the City.Right-of-way dedication shall be conveyed to the City
through a Statutory Warrant Deed,and must have clear title prior to recording.

Building Permit Requirements
1. Submit complete application obtained from packet.
2. Submit two sets of drawings and specifications. Specifications shall include: Soils report
x Structural calculations x Energy calculations x Ventilation calculations.
3. Submit x copies with King County Health Department approval stamp for all projects that include
food service facilities, septic systems,or other elements within the project which require health
department approval.
4. Wet stamp and signature on all sheets of plans and cover of calculations at submittal.
5. First comment letter can be expected within three to five weeks of submittal date.
6. Recheck will occur in one to three weeks after resubmittal.
7. Federal Way has an expedited review process. Information is available at the front counter.
8. Plans for all involved departments will be forwarded from Community Development Services.
9. Separate permits are required for electrical, mechanical,plumbing, fire suppression systems,and
signs. Applicant may apply for separate permits at any time prior to commencement of construction.
10. Changes to documents shall be accomplished by one of the following methods: redline, 81/4"x 11",
or full size sheets and submitted prior to plan approval.
11. When required, special inspections shall be performed by WABO approved agencies, or by agencies
approved by the Building Official prior to permit issuance. Construction must be approved by all
reviewing departments prior to final building division inspection.
12. All concerned departments must sign off before the Building Division will final.Building final must
be approved prior to the issuance of a Certificate of Occupancy(CO).The City of Federal Way does
not issue temporary CO's.

13. All construction projects may be required to have a pre-construction conference. If a pre-con meeting
is required, all subs,the general or representative, the architect or representative,the engineer or
representative,electrical contractor, and any other interested party, should attend this meeting.
Meetings will occur at the Building Division and will be scheduled by the inspector of record for the
project.

Water Issues
Water service will be provided from SW 312`h Street.Private utility easements will need to be provided
for the building supply lines.
Sewer Issues
A developer extension agreement will be required to extend mainline sewer facilities to serve the site.The
owner should apply separately to the District for this process at the same time formal application is
submitted to the City of Federal Way to avoid delays in construction. Please allow three to four months
for plan review and approval.
General Comments
The District's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units
(ERU). One single-family residence is equal to one ERU. The District's current Capital Facilities Charges
are$3,205/ERU for water and$2,721/ERU for sewer.A credit of one ERU is allowable from connection
charges paid for water and sewer service to the existing house on the site.
FEDERAL WAY FIRE DEPARTMENT(Assistant Fire Marshal Greg Brozek,253-946-7241,

Water Supplies For Fire Protection
A Certificate of Water Availability shall be provided indicating the fire flow available at the site.
Fire hydrants shall be spaced 700 feet or less apart. Every building lot shall have a fire hydrant within 350
feet. All measurements shall be made as vehicular travel distance.
Fire hydrants shall be in service PRIOR to and during construction.
Fire Apparatus Access Roadway
Fire apparatus access roadways shall be required for every building when any portion of an exterior wall
of the first story is located more than 150 feet from fire apparatus vehicle access.

Fire apparatus access roads:
1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical
clearance of not less than 13 feet, six inches.
2) Shall be designed and maintained to support the imposed load of a 25 ton fire apparatus and
shall be provided with a surface so as to provide all-weather driving capabilities.
3) Shall be not less than a 20-foot inside turning radius and not less than a 40-foot outside
turning radius.
With a dead-end in excess of 150 feet in length shall be provided with a cul-de-sac or Fire Department
approved alternative at the dead end.All such cul-de-sacs shall be not less than 80 feet in diameter.
Gradient shall not exceed 15 percent.
Serving a single residential property which have a dead end in excess of 150 feet in length shall be
provided with a turn around approved by the chief(KCFD#39 Administrative Policy Guideline No. 1006).
Exception: When buildings are completely protected with an approved automatic fire sprinkler system,
these provisions may be modified by the chief.
Fire apparatus access road gates shall comply with KCFD#39 Administrative Policy Guideline No.
1001 (copy attached).
Automatic Fire Sprinkler Systems
An automatic fire sprinkler system shall be installed in Group R, Division 3 occupancies:
1) When the occupancy exceeds 2,500 square feet(including attached garages)without
adequate fire flow.
2) Without approved fire department access.
•
3) When the occupancy exceeds 10,000 square feet.
4) When the building is classified as an over-water structure.
Comment: The minimum fire flow for one-and two-family dwellings shall be 1,000 gallons per minute.
If the slope of a building lot does not allow the building(s)on the site to comply with the"life safety/
rescue access" requirement,the building(s)shall be provided with an approved automatic fire
sprinkler system. Life safety/rescue access shall mean an unobstructed access to all floor levels and
each roof level of a building on not less than 20 percent of the building perimeter by utilizing a 35-
foot ladder.An alternate method would be at least one stairway enclosure with exit doorways from
each floor level and with a door opening onto each roof level that conforms to the requirements of
the Uniform Building Code.

MAJOR ISSUES:
• Sewer main will need to be extended to the far edge of the property, where adjacent uphill property can be
served. (see section V, item 2)

Water Issues:
1. Water service will be provided from SW 312th Street. Private utility easements will need to be provided
for the building supply lines.
Sewer Issues:
2. A developer extension agreement will be required to extend mainline sewer facilities to serve the site.
Owner should apply separately to the District for this process at the same time formal application is
submitted to the City of Federal Way to avoid delays in construction. Please allow 3 to 4 months for plan
review and approval.
General Comments:
3. The District's Capital Facilities Charges are calculated on the basis of Equivalent Residential Units (ERU).
One(1) single-family residence is equal to one (1) ERU. The District's current Capital Facilities Charges
are $3,205/ERU for water and $2,721/ERU for sewer. A credit of one (1) ERU is allowable from
connection charges paid for water and sewer service to the existing house on the site.
