Dear Mr. Choi:
Thank you for attending the pre-application meeting on February 20, 1991 for your
proposed new 4,925 square foot church at 2920 South 288th Street in Federal Way.
The following is a summary of comments discussed at our pre-application meeting. For
your convenience, I have listed comments in the following categories: water and sewer,
public works, zoning, fire and building.
Water and Sewer District:
The following comments are provided by the Federal Way Water and Sewer District.
If you have any questions regarding these comments, please contact Rick Gilmore,
Supervisor of Technical Services, at 941-2288.
1. Water mains are located within 29th Place South and South 288th Street with a
hydrant approximately 70 feet from the east property line. If additional hydrants
and/or a fire sprinkler system are required, you must file a Developer Extension
Agreement with the District.
2. The building may connect by a side sewer of it is located within 200 feet of 29th
Place South. An Industrial User Survey must be completed and filed with the
District prior to water hookup.
Public Works:
The following comments were provided by the City's Public Works Department. Any
questions regarding these comments can be directed to Ron Garrow, Senior Development
Review Engineer, 661-4137.
1. The applicant shall submit with the process II application a conceptual layout of
the storm drainage facilities as necessary to serve the site. The facilities shall

conform to the requirements of the 1990 King County Surface Water Design
Manual (KCSWDM). The conceptual design shall assure that sufficient space has
been provided to accommodate the facilities without having to modify the site plan
in the event that storm drainage modifications are required during the design phase
of the project.
2. With the process II application, the applicant shall submit a Level One downstream
drainage analysis and a written narrative addressing the relevance to this project
of each of the core and special requirements of the 1990 KCSWDM.
3. A review of the Kroll Maps and King County assessor's maps show a discrepancy
in the boundaries of the site. The Kroll maps show that the owner of the subject
site also owns Tract X and there is a 30-foot strip of land between the site and
Tract X. The assessor's map does not reflect the 30-foot strip of land between the
site and Tract X. The legal description of the site as provided in the pre-
application submittal is not correct for either case. The applicant should submit
a title report on the subject site and Tract X to determine the true lot configuration
and interest in Tract X.
4. The results of the title search will determine some access issues for the site. South
288th Street is a minor arterial roadway and, as such, direct access to the site from
the street can be limited. The City prefers access to the site be by way of 29th
Place South extended north from South 288th Street. The applicant will develop
29th Place South along the site frontage to City standards for a Neighborhood
Access Roadway if access from this street is feasible, as determined by the City.
In the event that 29th Place South cannot be developed due to ownership
constraints, access to the site from South 288th Street should be through a shared
driveway with an existing facility, if possible. If a new driveway must be installed
on South 288th Street, it should be located opposite any driveway on the other side
of the street and separated from the future extension of 29th Place South by greater
than or equal to 150 feet as measured from the proposed face of curb of 29th Place
South.
5. Should the assessor's map be correct in depicting the lot configuration, the
applicant will be required to dedicate to the City the east 10 feet of the site and
that portion of Tract X fronting the site for roadway and utility purposes.
6. The applicant shall dedicate the south 10 feet of the site to complete a 50-foot wide
right-of-way along the site as measured from the Section line.
7. The applicant will not need to submit a traffic impact analysis for the proposed
development.

Zoning:
The following are comments related to the Federal Way Zoning Code. Any questions
regarding these comments should be directed to me at 661-4110. Below are issues which
require resolution as part of the Process II application.
1. A process II application is required for the proposal. The filing fee is $1,200,

2. An environmental review (SEPA) is required with the process II application. The
filing fee is $300 payable at the time of filing and must be accompanied by two
sets of envelopes addressed to all property owners and occupants within 300 feet
of the site. The envelopes must be stamped. No return address is required.
3. The correct parking requirement is 35 stalls based on the City's calculated
occupant load of 175 people for the sanctuary.
2. A five-foot wide sidewalk must extend from the front of the building to South
288th Street.
3. The drive aisles must be 25-1/2 feet wide for parking stalls that are 8-1/2 by 18
feet long, 25 feet wide for stalls that are 9 by 18 feet long, 24-1/2 feet wide for
stalls that are 9-1/2 by 18 feet long or 24 feet wide for stalls that are 10 by 18 feet
long.
4. A 30-foot wide landscape buffer, planted to the attached standards of Chapter
90.25.2, Federal Way Zoning Code (FWZC) is required along all four sides of the
site. The west parking lot partial turn around adjacent the west property line may
extend five feet into the required 30-foot landscape area.
5. Parking lot landscaping islands must be planted to the attached standards of
Chapter 105.70, FWZC.
6. All other site landscaping must be planted to the attached standards of Chapter
90.20, FWZC.
7. A trash enclosure with gates must be shown on the site plan drawings.
11. Signs must either be shown on the process II application drawings or be reviewed
under a separate sign permit.
12. The building must be located in front of the parking when feasible.

Fire and Building:
I have enclosed copies of the Fire District and Building Divisions's comments regarding
this proposal. These comments relate more specifically to building permit requirements
and process. However, barrier free parking requirements will affect the site plan. Please
also note the Fire Department is willing to eliminate the cul-de-sac requirement if the
building is provided with fire sprinklers.
Questions regarding Fire District comments should be directed to Pat Kettenring,
Assistant to the Fire Marshall, 927-3118. Questions regarding building code comments
should be directed to K. C. Ellis, Plans Examiner, 661-4123.
Summary:
Please be advised that this information is provided in response to the information which
you presented for the meeting. As the project is redesigned or as more detailed site plan
information is prepared, there may be additional issues or concerns arise which were not
covered at this meeting.

Dear Mr. Garrow:
The enclosed special title report covers the the Tract X parcel
running along side of subject site. The report lists the
undivided title to Tract X as residing with the four owners of
the short plat; but Lawyers title, was also asked to find out if
there were any other "general access" easements covering the same
ground, which perhaps predated or ran concurrently with the
access provided in the short plat conditions.
As you will see one was found providing access to the property
North of the church, and by twists of the imagination and
language to the subject site. Thus we have asked the Title Co.
for a determination on the matter. Since this easement did not
show up on the title report for the church, and original intent
of this document was not to serve the Church site, we are fairly
sure that they answer will come back in a couple of days: "No,
the church does not the right of access". The answer would
certainly come back no if the title company was aware of
potential challenge to such access.
The report was prepared, because the The Church had approached
the four owners of the tract X and requested permission to
upgrade the portion adjacent to the Church site. Three of the
owners agreed, but the fourth, Warren & Gail Hoffman, reportedly
refused. Mr. Hoffman is also reportedly a Federal Way city
councilman?, and does not want the road developed.
The Tract "X" is covered by a standard CRID condition in the
short plat dedication which allows the County to assume ownership
of the land when the road is improved to County Standards. That
is: the four owners are required to surrender a deed to the Tract
upon demand the County. Assuming that the City as the same has
the same authority, then I suspect that the City would have to
make such a demand for the Tract in its present state. With the
road under City ownership, it could be improved incrementally.
However, under the language of the GRID, I also suspect that Mr.
; Hoffman could not be required to surrender a deed, unless the
: road had already upgraded, by him and his co-owners.

We are bringing this matter to your attention at this point, a
* little early, because if the title report comes back as expected,
then the only other route by which such access could be obtained,
would be for the city to demand from the existing owners title to
the tract; and for the city to assume maintenance of the road
while it underwent incremental development. This would be a
policy decision which you, the city, might want to study. At the
same time we would like to know how to proceed as soon as
possible.
We will advise you as soon as we hear back from the title
company, then after you have had a chance to give the matter
further review perhaps we could get together and go over the
issues with Bill Kingman and Mr. Miller.

Dear Ms. Pierce:
Our recent request for information regarding the Tract X stems
from requirements from the City of Federal Way, that the proposed
new home for the Korean Methodist church be accessed off of that
parcel rather than off 288th. The Tract X alignment is also
known as 29th Ave. south, but as defined in your report, the
underlying land is owned by the four property owners of the short
plat. The question which we are still seeking to answer is
whether the Church site also has the right to use that land for
access.
Your report also indicated that in addition to various utilities,
there exists an access easement (2/6/68 - AF# 6304971), which
predates the establishment of the short plat. This document, is
a deed of trust which establishes, defines, or simply conveys
parcels "A" and "B" described therein, along with an access
easement across a portion of the land which later came to be
known as Tract "X". We append for your use a copy of the
document along with picture of the current assessors section
which we have annotated to show the referenced parcels.
Parcel "A" includes most, but not all of the land which presently
constitutes the church site. As evident, in the 1968, Tract A
was separated from the access easement by a 30 foot wide parcel
which has now been incorporated into the church site. Parcel "B"
was the land to the north of the Church site, which needed the
access easement and no doubt was intended to benefit from the
establishment of the easement. Presently the Church fronts both
on the Tract "X" - 29th Ave. and on south 288th.
The 1968 easement, however, is slightly ambiguous in that the
paragraph describing the easement provision: "together with
does not clearly apply only to Parcel "B". Thus if it also
applies to Parcel A, then .the church could be seen as having the
right of access.

Your title report for the Church site itself, made no mention of
this 1968 easement, but it may be that the intent of that policy
vas different. Accordingly, our question to you, which is the
City's' question to us, remains whether the Church site as
presently constituted has the right to use (& improve, maintain
etc.) the land known as Tract 'X' for access.

SUBJECT: Korean Methodist Church, PRA-92-0002
The applicant proposes to construct a church and associated parking facilities at a site along the
north side of S. 288th St. just west of 29th Place S. (if extended). A site plan has been
submitted with a conceptual layout of the facilities. A review of the site and the submittal
package for a preapplication meeting input has resulted in the following comments:
1. The applicant shall submit with the site plan review application a conceptual layout of
the storm drainage facilities as necessary to serve the site. The facilities shall conform
to the requirements of the 1990 King County Surface Water Design Manual(KCSWDM).
The applicant shall assure him/herself that sufficient space has been provided to
accommodate the facilities without having to modify the site plan in the event that
modifications are required during the design phase of the project.
2. With the site plan review application, the applicant shall submit a Level 1 downstream
drainage analysis and a written narrative addressing the relevance to this project of each
of the core and special requirements of the 1990 KCSWDM.
3. A review of the Kroll Maps and King County assessor's maps show a discrepancy in the
boundaries of the site. The Kroll maps show that the owner of the subject site also owns
Tract X and there is a 30-foot strip of land between the site and Tract X. The assessor's
map does not reflect the 30-foot strip of land between the site and Tract X. The legal
description of the site as provided in the pre-application submittal is not correct for either
case. The applicant should submit a title report on the subject site and Tract X to
determine the true lot configuration and interest in Tract X.
4. The results of the title search will determine some access issues for the site. S. 288th
St. is a minor arterial roadway and, as such, direct access to the site from the street can
be limited. Access to the site should be by way of 29th Place S. extended north from
S. 288th Street. The applicant should develop 29th Place S. along the site frontage to
City standards for a Neighborhood Access Roadway. In the event that 29th Place S. can
not be developed due to ownership constraints, access to the site from S. 288th St.
should be through a shared driveway with an existing facility, if possible. If a new
driveway must be installed, it should be located opposite any driveway on the other side
of the street and separated from the future extension of 29th Pl. S. by greater than or
equal to 150 feet as measured from the proposed face of curb of 29th Pl. S.
5. Should the assessor map be correct in depicting the lot configuration, the applicant should
dedicate to the City the east 10 feet of the site and that portion of Tract X fronting the
site for roadway and utility purposes.
6. The applicant shall dedicate the south 10 feet of the site to complete a 50-foot wide right-
of-way along the site as measured from the Section line.
7. The applicant shall not need to submit a traffic impact analysis for the proposed
development. The analysis would not indicate any pro-rata contributions required in the
immediate area.

COMMENTS:
Water:
Water mains located within 29th Place South and South 288th
Street with hydrant approximately 70 feet from East property
line. If additional hydrants and/or fire sprinkler system
are required, a developer extension agreement will be
necessary.
Sewer:
Building may connect by side sewer if it is located within
200 feet of 29th Place South. Industrial User Survey must
be completed, with pretreatment and associated agreement
dependent upon results of said survey.

The Korean Methodist Church has filed a preapplication for construction of a new 4,925 square
foot church at 2920 South 288th Street.
Planning issues are as follows:
1. The correct parking requirement is 35 stalls based on K.C.'s sanctuary O.L. of 175.
2. A 5 foot wide sidewalk must extend from the front of the building to South 288th Street.
3. The drive aisles must be 25 1/2 feet wide, not the 24 feet shown.
4. A 30 foot wide landscape buffer, planted to the standards of Chapter 90.25.2, is required
for all four sides. The west parking lot partial turn around adjacent the west property
line may extend 5 feet into the required 30 foot landscape area.
5. Parking lot landscaping islands must be planted to the standards of Chapter 105.70.
6. All site landscaping must be plated to the standards of Chapter 90.20.
7. A trash enclosure with gates must be shown.
8. A Process II application and SEPA are required for the land use proposal.
9. Lot coverage must be provided with the process II application.
10. A title report must be provided because the east property line shown does not match the
King County Assessors maps.
11. Signs must either be shown on the process II application or be reviewed under a separate
