Dear Mr. Condos: Thank you for meeting with the City's Community Development Review Committee (CDRC) regarding the above mentioned project. This letter summarizes our pre-application meeting for the project held on February 19, 1998, at which time members of the Community Development Review Committee discussed general requirements that apply to your proposal. These requirements are summarized below or are attached. Please review the requirements and call me at 661-4119, or other city staff as listed, if you have any questions. In summary, you propose to relocate a boundary line between two existing parcels. The subject property is located at 30444 28th Avenue S.W., in Federal Way. Current zoning on the site is RS-7.2 and the comprehensive plan designation is Single Family-High Density. Land Use Division Requirements (Scott Williams, 661-4000) 1. Application: A boundary line adjustment application is necessary. I have attached a Master Land Use application and boundary line adjustment submittal requirements for your use. The application fee is $829, payable at the time of filing. 2. Sensitive Areas: The subject property is designated as an Erosion Hazard Area on the City's Environmentally Sensitive Areas Map. Before a boundary line adjustment for the property can be approved, a study indicating that Revised Lot B can be developed without adverse impacts on the subject property or surrounding properties must be provided. Such impacts might include slope instability, landslides, sloughing, or erosion. This study must be prepared by a qualified engineer licensed in the State of Washington, in accordance with FWCC Section 22-1286 (enclosed). The following items need to be addressed when submitting for application. BLA 1. The Boundary Line Adjustment map shall be on City of Federal Way title block which is available on autocad disk upon request by the land surveyor. Refer to the attached BLA Review Checklist for completeness of application. 2. If an on-site septic system is required, King County Health Department approval is required prior to recording the Boundary Line Adjustment. 3. A topographic survey signed and stamped by a licensed land surveyor must be provided. The vertical datum block shall include the phrase "DATUM: N.G.V.D.- 29" or "DATUM: K.C.A.S.". Steep slopes and all structures need to delineated on the topography map. 4. The proposed revised lot will gain access from the private road easement created in the underlying King County Short Plats. The existing roadway does not meet current City standards however, per Section 22-1296 improvements within the private easement are required. The Public Works Department has determined that the cul-de- sac be paved within the limits of the easement area. If a new lot is created which gain access from this private roadway easement then street improvements and right of way dedication may be required. BUILDING PERMIT ISSUES 1. Roof runoff shall be tightlined into an infiltration system designed per the King County Surface Water Design Manual. Soil logs will be required at the time building application is made. 2. If steep slopes are determined to be on the vacant lot a soils report shall be prepared be a qualified professional engineer licensed in the State of Washington.
