03-08-2023 - Senior Advisory - Minutes FINALCITY OF Federal Way Centered on Opportunity SENIOR ADVISORY COMMISSION SUMMARY Wednesday, March 8, 2023 Hylebos Conference Room, 2:00pm Commissioners Present: Chair Lana Bostic, Vice -Chair Catherine North, Commissioner Kenneth Pratt, Commissioner Cheryl Volheim, Commissioner Tammy Dziak„ Commissioner Frank Fields, Commissioner Debbie Harvey (arrival at 2:31pm), Commissioner Sue Ellebrecht (arrival at 2:31pm) Absent: Commissioner Vicky Foreman Staff Present: Deputy Mayor Susan Honda, Amy Glandon, Colleen Minion, Kathy Davis, Rick Perez Citizens Present: Pastor Colleen Chinen, Brynn Esbenshade 1. CALL TO ORDER The meeting was called to order at 2:01pm. 2. PUBLIC COMMENT • None. 3. COMMISSIONER'S COMMENTS ■ Vice -Chair Catherine North mentioned the food program offered by the Federal Way Public Market for seniors on an income -related basis. Vice -Chair North stated that the Public Market was invited to the Senior Health & Resource Fair, and in -kind, the Senior Advisory Commission would be invited to set up a table at the Farmer's Market. She encouraged everyone to spread the word about the program and direct them to fill out an application. • Commissioner Frank Fields noted some errors in the on -boarding folder they were given and directed the edits to Ms. Amy Glandon. Commissioner Fields also wished Happy Birthday to Deputy Mayor Susan Honda. Commissioner Fields then requested an update on the Broadband Study. Per Deputy Mayor Honda the report should be presented next week and then will be sent out. ■ Commissioner Cheryl Volheim invited the commission to the 25th anniversary party for the Mirror taking place at the Community Center later that evening. • Chair Lana Bostic brought up the item of an updated Senior Advisory Commission picture, and stated that she would invite Olivia Sullivan from the Mirror to attend the April meeting to take the picture. 4. COMMISSION BUSINESS A. APPROVAL OF FEBRUARY 8, 2023 MEETING MINUTES Commissioner Kenneth Pratt moved approval of the February 8, 2023 meeting minutes as presented; second by Commissioner Tammy Dziak. Motion passed unanimously. B. SENIOR HEALTHY LIVING PRESENTATION / GUEST: BRYNN ESBENSHADE, OWNER, TEMPLE FITNESS Ms. Brynn Esbenshade introduced herself as a 9-year business owner within Federal Way with her husband, Dan. This year they are looking to push outreach into the community Page 1 of 4 regarding nutrition, fitness, and overall wellness. She stated that there is a lot of information about wellness, however, when working with people who are less active and beginning the journey, it is about asking the easy question of: "If you were to fall, could you get off the ground unassisted?" Mr. & Mrs. Esbenshade takes this approach with their fitness community and continue to try to educate the community to enhance the quality of lives. Ms. Esbenshade noted that the pricing for their services is typically higher than a senior's fixed income could support, which is why they are trying to get out into the community at different centers to bring a personalized focus outside of their gym. Commissioner Tammy Dziak asked if they had studied geriatric therapy that would give them authority, to which Ms. Esbenshade said that although not specifically geriatric therapy, they have worked in those capacities for over 9 years and work with physical therapists to tailor their training to assist. Ms. Esbenshade noted that Temple Fitness previously had a senior focused class called "Movement Improvement", but had moved away from senior specific to bring all generations together to build community. Ms. Esbenshade showed a video about what it is like to work with Temple Fitness, and thanked the Commission for their time and any assistance that they could receive from the Commission to work with the senior community. C. 2024-2029 TRANSPORTATION IMPROVEMENT PLAN PRESENTATION / GUESTS: COLLEEN MINION, KATHY DAVIS, RICK PEREZ, PUBLIC WORKS DEPARTMENT Members of the Public Works Department attended the Senior Advisory Commission meeting to garner input on what kind of projects that the commissioners would like to see included in the 2024-2029 Transportation Improvement Plan. Mr. Rick Perez noted that this is for a 6-year transportation plan, and would be included in the Public Works Section of the Comprehensive Plan. This answers what projects to fund over the next 6-years once adopted by the Council. Since the City's incorporation, they have received 11 of the 15 grants that Public Works has applied for, and want to continue that with input from the community. Some ideas that were given by Vice -Chair Catherine North and Commissioner Tammy Dziak included longer times for crosswalks, additional crosswalks on Pacific Highway South, and interactive traffic signals that would adjust to know the pace that someone was walking across the crosswalk. Mr. Perez noted that this adaptive system has been adopted, and is hopeful to have it fully implemented by the end of 2023. Mr. Perez concluded their presentation with acknowledging the flyer and QR code for community engagement throughout the process. D. REVISIONS TO BYLAWS Ms. Amy Glandon presented the revisions to the bylaws as discussed at the last meeting. For Item 9A of the bylaws, Commissioner Frank Fields moved to adopt the revision as presented; second by Vice -Chair Catherine North. Motion passed unanimously. For Item 913 of the bylaws, Vice -Chair Catherine North moved to adopt the revision as presented; second by Commissioner Kenneth Pratt. Motion passed unanimously. For Item 10A of the bylaws, Commissioner Kenneth Pratt moved to adopt the revision as presented; second by Commissioner Tammy Dziak. Motion passed unanimously. For Item 12B of the bylaws, Commissioner Kenneth Pratt moved to adopt the revision as presented; second by Commissioner Cheryl Volheim. Motion passed unanimously. E. SENIOR HEALTH & RESOURCE FAIR ITEM E1- VENDOR / SPONSOR LETTER APPROVAL Ms. Amy Glandon reviewed the revised draft letter with the commission for approval. Amendments to the letter include the addition of the address to the Performing Arts & Event Center and removing media information requests. Commissioner Tammy Dziak moved Page 2 of 4 approval of the amended letter for the vendors and sponsors; second by Commissioner Kenneth Pratt. Motion passed unanimously. ITEM E2 - BAGS & PRINTING APPROVAL. Ms. Amy Glandon presented the three bids for the bags and printed. Pastor Colleen Chinen stated that Steel Lake Presbyterian Church would be sponsoring the printing of these bags and that all were within the budget and her choice would be to go with Option 3 as it appeared to be a better -quality bag. Commissioner Tammy Dziak moved approval to purchase the bags at a quantity of 300 on Option 3; second by Commissioner Debbie Harvey. Motion passed unanimously. ITEM E3 - FINAL VENDOR LIST. Ms. Amy Glandon passed out a copy of the final vendor list for the Senior Health & Resource Fair. It was noted that there are two representations of Edward Jones Investment from both Tacoma and Federal Way. Vice -Chair Catherine North questioned whether they should both be in attendance, although Chair Lana Bostic stated that everyone who has applied and paid should be welcomed; the vendors could be looked at more closely in any events moving forward. With the addition of the Farmer's Market, the total vendors for the Senior Health & Resource Fair is 38. ITEM E4 - FINAL SPONSOR LIST. Ms. Amy Glandon passed out a copy of the final sponsor list for the Senior Health & Resource Fair. It was noted by Ms. Glandon that the only sponsor who has not yet paid is Virginia Mason Franciscan, but that their payment was expected sometime in March. It was noted by the commission that 35 tables would be needed, and therefore the cost would be increased but still within budget. Vice -Chair Catherine North moved approval of the rental of 35 tables from Anna's Party Rental; second by Commissioner Tammy Dziak. Motion passed unanimously. 5. STAFF REPORT Ms. Amy Glandon passed out the flyer for the Comprehensive Plan Town Hall event coming up on March 9, 2023 from 4:30pm-7pm at the Community Center, and encouraged the Commission to attend to give their input on the Comprehensive Plan. **Chair Lana Bostic left briefly at 3:57pm and returned at 3:59pm** ■ Deputy Mayor Susan Honda made note of the Sound Transit delays due to location struggles. She stated that they are hopeful that everything will continue to move forward. 6. OTHER BUSINESS • Commissioner Debbie Harvey requested that at the next meeting there is an item on the agenda to focus on what the next project that the Senior Advisory Commission would be looking to take on. She also requested that the Commission meetings stay non -political in nature. 7. NEXT MEETING - Wednesday, April 12, 2023 at 2:00pm in the Hylebos Conference Room at City Hall. 8.
