The committee includes representatives from the Lakehaven Utility District, Federal Way Fire Department, and staff from the city's Community Development Services and Public Works Departments. Following is a summary of comments from our December 23, 1999, meeting regarding your proposal to construct a church, education center, and parking lot. Where appropriate, I have noted pertinent ordinance sections. The items listed below do not include all regulations applicable to the subject proposal. In preparing your application, all pertinent portions of the city's land use code should be consulted. A. ZONING PROCESSES AND FEES 1. Zoning/Process—Churches are an allowed use within a Suburban Estate (SE) zoning district per"Federal Way City Code"(FWCC) Section 22-601, subject to Use Process IV,Master Plan Review. The master plan must show the ultimate development of the site, including all buildings,parking and circulation areas, other major improvements, and landscaping. If applicable,the master plan could include a phasing schedule if site improvements will be developed over a period of time. Process IV review requires public notification and a public hearing with the Federal Way Hearing Examiner. City staff makes a written recommendation on the project to the Hearing Examiner,then the examiner conducts the hearing and makes the final written decision on the project. Principle Use—As currently depicted on the preliminary site plan, the sanctuary cannot be considered the principle use on site as the education building has more floor area, and may therefore be the primary use. To be considered a church, the sanctuary size must be the biggest area of the building, and secondary uses commonly associated with a church are allowed in smaller individual areas. I am unsure of the intended use of the proposed education center, however, a state certified school is an allowed use in the SE zone. A site could potentially include two primary uses, provided the uses are permitted in the SE zone. If you further pursue this application, please provide clarification regarding the size, extent, and use of the various proposed uses on the subject property for the city's review. 3. State Environmental Policy Act(SEPA) —The proposal is subject to environmental review, which would occur prior to the Process IV public hearing. An environmental checklist must be submitted and reviewed prior to the city issuing an environmental decision. All property owners and residents within 300 feet of the site are notified by the city of that decision (see enclosed procedures). The notification includes a 14-day comment and 14-day appeal period. Environmental review must be concluded before a hearing date can be scheduled. The applicant is required to provide three sets of stamped envelopes, addressed to the owners of property within 300 feet of the subject property, and one set of stamped envelopes addressed to occupants within 300 feet of the site. All envelopes must include the City of Federal Way return address. Also,provide a list of all of the owners and occupants within 300 feet and a parcel map showing the 300-foot public notice radius. Please clearly identify the three separate sets of owner envelopes and the one set of occupant envelopes. A handout for obtaining mailing labels is enclosed. 4. Fees—Fees for the applications are as follows (fees are indicated in parentheses): Use Process IV ($2,520.00, includes fire review fees) and SEPA review($550.00, includes fire review fees). Additional fees are associated with other city and district regulations, permits, and engineering plan review. The $300.00 preapplication meeting fee will be credited toward your Process IV application. 5. Lot Line Elimination-A lot line elimination may be required to eliminate the lot line between the two parcels dependant on final site layout. The site plan as preliminarily proposed, would require a lot line elimination, since the building and parking area straddles the interior property line. The lot line elimination requires a$117.00 application fee, plus recording fees of approximately $55.00. Ms. Teri Woods January 5, 2000 Page 3 B. SITE PLAN REQUIREMENTS 1. Required Setbacks and Height—Pursuant to FWCC Section 22-601, required yards are 30 feet for the front, side, and rear yards for structures. The proposed church building as preliminarily designed has a maximum height limit of 35 feet. However, under certain circumstances as discussed in note 5 of FWCC Section 22B601, the maximum height of structures may be limited to 15 feet in height. 2. Lot Coverage—The maximum lot coverage for the church, including the parking lot, is 75 percent of the site per FWCC Section 22-601. The site plan must show_hat this lot coverage requirement is met. 3. Parking—FWCC Section 22-635 lists parking requirements of one parking stall for every five persons based on the maximum occupancy load of the principal worship area. However, as we discussed at the meeting,there may be a number of different church related uses which occur at the church during the week. Please provide information about these uses and the parking needs of the church, including the capacity load of the proposed sanctuary area, identify any secondary uses proposed at the site, hours of operation and location of the uses, and the number of staff and attendees involved with each use. For reference, minimum parking stall sizes are 8 by 15 feet for compact spaces and 8.5 by 18 feet for standard spaces. Up to 25 percent of the required spaces may be compact stalls. The enclosed parking stall chart does not depict drive aisle requirements. The depicted two-way drive aisles must be a minimum of 25.5 feet in width. 4. Landscaping—A preliminary landscape plan prepared by a licensed landscape architect in accordance with FWCC Article XVII,Landscaping, is required as part of site plan submittal. a. Perimeter Landscaping—FWCC Section 22-1566(a) requires Type III landscaping ten feet in width along all property lines of non-residential uses in the SE zoning district. Type III landscaping is a mixture of evergreen and deciduous trees, interspersed with large shrubs and groundcover. It must be depicted on the landscape plan. Ms. Teri Woods January 5, 2000 Page 4 b. Parking Area Screening—Type I (solid screen) landscaping must be provided to screen the adjacent residential zones from the parking area on the north, northwest, and south sides of the site per FWCC Section 22-1567(e)(2). Type I landscaping consists of evergreen trees, tall shrubs, and groundcover to provide a 100 percent sight obscuring screen within three years of planting. The parking areas must also be screened from the right-of-way and ingress/egress easement with either a three foot tall berm installed within the perimeter landscaping, architectural features, or substantial plantings added to the perimeter landscaping in accordance with FWCC Section 1567(e)(1). c. Interior Parking Lot Landscaping—Twenty-two square feet of interior lot landscaping per parking space must be provided in accordance with ENCC Section 22-1567,Parking lot landscaping. Type IV parking lot landscaping is required to be installed at the ends of all rows of parking, between continuous rows of ten or more parking stalls, and disbursed throughout the interior parking area. The site plan must list the specific size of each landscape island proposed for interior parking lot landscaping. Landscape islands must be a minimum width of six feet between stalls and at the ends of rows. d. Significant Trees—There are a number of trees which meet the FWCC definition of significant. Generally, at least 25 percent of the significant trees on site must be retained, or replacement trees will be required to be provided. Retention of the significant trees is encouraged through meandering of the parking stalls, and in the perimeter landscape areas per FWCC Section 22-1638(a)(4). The landscape plan must include a tree retention plan in conformance with FWCC Section 22- 1568(c)(2). e. Modifications—FWCC Section 22-1570 presents the applicant with landscaping modification options and criteria. Please refer to this section for specific information. 5. Design Guidelines—The following is a brief summary of the major design guidelines which are applicable for the project. The entire design guideline chapter must be consulted to determine applicable standards. Provide a written response with the formal application which states how these requirements have been incorporated into the project. Please submit a colors and materials board along with the Process IV application. • Ms. Teri Woods January 5, 2000 Page 5 1. FWCC 22-1634(d) —"Pedestrian pathways from parking lots to primary entrances, ...shall be clearly delineated." 2. FWCC 22-1638(a4) —"Significant trees shall be retained within a 20 foot perimeter strip around the site." 3. FWCC 22-1638(a5) —"Landscaped yards shall be provided between buildings and public streets. Parking lots should be beside or behind buildings that front upon streets." 4. FWCC 22-1638(a6) —"Parking lots should be broken up into rows containing no more than 10 adjacent stalls separated by planting areas." 5. FWCC 22-1638(a7) —"Pedestrian walkways(minimum six feet in width) shall be provided between the interior of the project and the public sidewalk." 6. FWCC 22-1638(a8) —"Lighting fixtures should not exceed 20 feet in height and shall include cut-off shields." 7. FWCC 22-1638(a9) —"Principle entries to buildings shall be highlighted with plaza or garden areas..." 8. FWCC 22-1638(a12)—"All new buildings... shall appear to have a roof pitch ranging from at least 4:12 to a maximum of 12:12." 9. FWCC 22-1638(a14)—"The longest dimension of any building facade shall not exceed 120 feet." 10. FWCC 22-1638(a15) —"Buildings should be designed to have a distinctive base, middle and top..." 6. Wetlands—Wetlands are present on and adjacent to the site. Pursuant to FWCC Section 22-1357, wetland setbacks range from 50 to 200 feet dependant on wetland classification. The city wetland inventory does not provide a complete and final wetland classification and assessment, but is a citywide inventory which includes a brief overview of wetland location, size, and category. The city wetland inventory preliminarily identifies two category one wetlands on site which require 200 foot setbacks. The preliminary site plan identifies 100-foot wetland setbacks, which does not meet the category one setback of 200 feet which may be applicable to wetlands on the subject site. Ms. Teri Woods January 5, 2000 Page 6 A wetland delineation and evaluation report prepared by a qualified biologist must be submitted with the application. The project proponent is also responsible for all costs incurred by the city's wetland consultant in reviewing the proponent's wetland delineation and reports. Wetland buffer averaging provisions, buffer reduction provisions, and wetland intrusion provisions and applicable criteria are contained in the enclosed environmentally sensitive area chapter of the FWCC. The application should also consider wetland and buffer impacts from any required street and or utility improvements associated with the project. 7. Major Stream—West Hylebos Creek runs through the site. Pursuant to FWCC Section 22-1306, a 100-foot minimum setback is established from the ordinary high waterline of a major stream. Hylebos Creek is a salmon bearing creek, and therefore a supplemental salmon checklist(enclosed) must be completed with the project application. The salmon checklist is used to analyze any project impacts to salmon listed on the Endangered Species Act. FWCC Section 22-1311 may require a project applicant to rehabilitate a stream in conjunction with development on private property. Please provide an analysis of existing stream conditions by a qualified source, as discussed in FWCC Section 22- 1311. If detrimental stream conditions exist, stream rehabilitation may be required in conjunction with site development. The city is actively pursuing improvements along this stretch of Hylebos Creek as can be seen by improvements at three different locations in the vicinity, including the adjacent parcel to the south. The project proponent is responsible for all costs incurred by the city's stream and wetland consultant in reviewing the proponent's stream analysis. 8. Wildlife and Habitat—A wildlife and habitat report must be provided in conjunction with the application. The habitat report must identify whether any fish and wildlife habitat conservation areas exist on the subject property. Pursuant to FWCC Section 18- 28 (enclosed),the habitat report must address at a minimum: 1) areas with which endangered, threatened, and sensitive species have a primary association; and 2) habitats and species of local importance. Ms. Teri Woods January 5, 2000 Page 7 9. Geologically Hazardous Areas (GHA) —The site contains steep slope areas exceeding 40 percent slope. Any work within 25 feet of the top or toe of the slope at the rear of the site will trigger a geotechnical analysis in compliance with FWCC Section 22-1286. The analysis shall discuss slope stability, landslide hazard, sloughing, seismic hazards, groundwater, seeps, springs, surface water, vegetation, recommended foundation designs, and mitigation of impacts. The GHA report must be submitted in conjunction with the Process IV and SEPA application. The project applicant is responsible for any costs incurred by the city's geotechnical engineering consultant in reviewing the submitted GHA report. 10. Solid Waste and Recycling Storage—FWCC Section 22-949, requires sol -waste and recycling storage areas to be included in all new developments (enclosed). Solid waste, recycling storage, and/or garbage receptacle areas must be depicted on the site plan drawing. Please contact Federal Way Disposal at (253) 939-9647 regarding the sizing of general refuse areas. FWCC Sections 22-949 and 22-1564(d)provide standards for design, placement, sizing, and screening of garbage receptacles, dumpsters, and storage areas. The receptacles may not be located in required yards or buffer areas. The enclosure must be screened with landscaping per FWCC Section 22-1561. 11. Rooftop Appurtenances—FWCC Sections 22-960 and 22-1047 (enclosed)provide standards for screening of rooftop appurtenances. The site plan submittal should contain a statement of proposed rooftop elements, and they should be depicted on the elevation drawings. 12. Light Standards—A lighting plan depicting the location of fixtures must be submitted. Lighting fixtures are not allowed within landscape islands. C. COMMUNITY DEVELOPMENT REVIEW COMMITTEE(CDRC) Comment sheets from CDRC members are enclosed. These comments are applicable to the preapplication as proposed. Date: December 21, 1999 After reviewing the materials submitted and a visit of the proposed site the following comments and findings address issues that need to be resolved prior to developing the site: LAND USE ISSUES Stormwater 1. Surface water runoff control and water quality treatment will be required per the 1998 King County Surface Water Design Manual (KCSWDM)and the Federal Way addendum to the 1998 manual. This project will meet the requirements for a full drainage review, at the time of the site plan review submittal a narrative addressing the relevance to the project of the 8 core and the 5 special requirements of the KCSWDM will be required. A Level I downstream analysis shall also be provided. The city has available 1"=100', 5 foot contour,planimetric maps that must be used for basin analysis. Contact Kevin Peterson, Engineering Technician at 661-4126 for further details. The project lies within a level 1 flow control area, and a Resource Stream Protection area, thus the applicant must design the flow control, and water quality facility to meet this performance criteria. For site plan review submittal,a conceptual drainage facility should be shown on the plan to a size and configuration approximating the needs of the site. 2. Roof runoff shall be tightlined into an approved storm system designed per the King County Surface Water Design Manual. Parking/Driveway/Access Easements 1. The proposed driveway shall be a minimum of 20 feet wide and a maximum of 26 feet wide. (FWCC 22-1542) Driveways may not be located closer than 150 feet to any street intersection or to any other driveway, whether on or off the subject property. (FWCC 22-1543) 2. Parking areas shall be paved with curbing along the perimeter. (FWCC 22-1567) Geohazard/Steep Slopes This site is located in an area classified as a Geographically Hazardous Area a soils report shall be submitted before any plans can be reviewed. The soils report shall be prepared by a qualified professional engineer licensed in the State of Washington which describes how the proposed development will impact each of the following on the subject property and nearby properties: 1. Slope stability, landslide hazard, and sloughing; 2. Seismic hazard; 3. Groundwater; 4. Seeps, springs, and other surface waters; 5. Existing vegetation; 6. Impact of on-site septic drainfield and storm water infiltration; 7. Recommended foundation design; and 8. optimal location for roadway improvements. Health Department If the site is served by an on-site septic tank drainage system any change on the site will require an approval by the Seattle-King County Health Department. A copy of the approval letter shall be forwarded to the Public Works Department. NPDES Permit 1. The applicant will need to apply for and obtain a National Pollutant Discharge Elimination System (NPDES)permit from the Washington State Department of Ecology if site grading will disturb 5 acres or more. Questions related to this matter should be directed to Mr. Glenn Piertz, Environmental Engineer with the state at 407-6436. Traffic/R-O-W Improvements 1. See attached Traffic Division memorandum from Sarady Long,Traffic Analyst,for traffic related items. Building Permit Issues 1. Technical Information Report (TIR) will need to be prepared for the project and submitted with the building permit application. The TIR will require the signature/seal of a Professional Engineer licensed in the State of Washington. 2. The applicant will need to provide a geotech report that addresses design pavement thicknesses for the roadways. 3. The applicant shall reimburse the City for the cost of all required regulatory, warning and street name signs that are installed prior to acceptance by the City of all other require improvements. 4. Copies of Public Works' standard checklists have been included to assist the applicant's engineer in preparing the plans and the TIR. 5. Bonding will be require for all improvements associated with the plat. The bond amount shall be 120% of the estimated cost of the improvements. Upon completion of the installation and final approval by the Public Works inspector,the bond value will be reduced to 30% of the original amount for the two year maintenance period. An administrative fee deposit will need to accompany the bond to cover any possible legal fees in the event the bond must be called. 6. The developer will be responsible for the maintenance of the storm drainage and street systems for the two year maintenance period. During that time, the Public Works inspector will make periodic visits to assure developer's compliance with maintenance requirements.. 7. When topographic survey information is shown on submitted plans, as may be required, the vertical datum block shall include the phrase"DATUM: N.G.V.D.-29"or"DATUM: K.C.A.S."on all sheets where elevations are called out. 8. All drawings shall be drafted/plotted on 24" x 36" mylar sheets with permanent black ink. Site plans shall be drawn at a scale of 1"=20' or larger. Drawings submitted for plan review shall be printed on 24" x 36" paper. 9. Provide cut and fill quantities on the grading plan. 10. The site plan submitted should show the location of any existing and proposed utilities in the areas affected by construction. For SEPA and Use Process reviews, basic fees cover approximately 4 hours of Public Works review time for SEPA and 13 hours of Public Works review time for Use Process II or III, based on an hourly rate of$45. Additional fees will be charged at$45/hr by the Department of Public Works to pay for any time spent on Land Use Applications above the number of hours covered by the base amount allocated to Public Works for each Land Use application. This amount will be collected at the time an applicant applies for a building permit. Those church members present, as well as Tim and I, appreciated your candor about the proposal. Based, in part, on the comments at the meeting, Lakehaven Utility District's requirement to annex to their service area, and the potential impact of the wetlands, the church elders have decided not to pursue a building permit on the Pacific Highway site. Instead, they are considering other properties in Federal Way that do not have such environmental constraints as the Pacific Highway site and one that will better suit their long range plans. Thank you, and Greg Fewins, for allowing this project to fast track to the pre-application meeting. It provided the church with an opportunity to make a tough decision in a timely manner. A Certificate of Water Availability shall be provided indicating the fire flow available at the site. This project will require fire hydrant(s). Existing fire hydrants on public streets are available for this project. Existing fire hydrants on adjacent properties shall not be considered unless fire apparatus access roads extend between properties and easements are established to prevent obstructions of such roads. When any portion of the facility or building protected is in excess of 150 feet from a water supply on a public street, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains capable of supplying the required fire flow shall be provided. Fire hydrants: 1) Shall be located not more than 300 feet on center. All measurements shall be made as vehicular travel distance. 2) Shall not be located closer than 50 feet to any building. 3) Shall not be obstructed by any structure or vegetation, nor shall the visibility of the fire hydrant be impaired for a distance of 50 feet in the direction of vehicular approach to the fire hydrant. [K.C.F.D. #39 Administrative Policy Guideline No. 1004] Fire hydrant locations are subject to the approval of the Fire Marshal or his/her designee. When exposed to vehicular damage, fire hydrants shall be suitable protected. Fire hydrants shall be in service PRIOR to and during the time of construction. 1 FIRE APPARATUS ACCESS ROADS Fire apparatus access roads shall be provided when any portion of the facility or any portion of an exterior wall of the first story of the building is located more than 150 feet from fire apparatus access as measured by an approved route around the exterior of the building or facility. EXCEPTION: When buildings are completely protected with an approved automatic fire sprinkler system,these provisions may be modified by the chief. Plans for fire apparatus access roads shall be submitted to the fire department for review and approval prior to construction. Fire apparatus access roads: 1) Shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 13 feet 6 inches. 2) Shall be designed and maintained to support the imposed load of a 30 ton fire apparatus and shall be provided with a surface so as to provide all-weather driving capabilities. 3) Shall be not less than a 20 foot inside turning radius and not less than a 40 foot outside turning radius. 4) With a dead-end in excess of 150 feet in length shall be provided with a cul-de- sac or Fire Department approved alternative at the dead end. All such cul-de- sacs shall be not less than 80 feet in diameter. 5) Gradient shall not exceed 12 percent. [K.C.F.D. #39 Administrative Policy Guideline No. 1006] Designated fire lanes may be required for emergency access. This may be done during the plans check or after the facility is in operation. When required, approved signs or other approved notices shall be provided and maintained for fire apparatus access roads to identify such roads and prohibit the obstruction by parking and other obstructions. Fire apparatus access road gates shall comply with K.C.F.D. #39 Administrative Policy Guideline No. 1003 (copy attached). Fire apparatus access roads shall be installed and made serviceable PRIOR to and during the time of construction. 2 FIRE-EXTINGUISHING SYSTEMS Plans and specifications for automatic fire-extinguishing systems for the protection of commercial-type cooking equipment shall be submitted to the fire department for review and approval prior to installation. Four (4) sets of plans and specifications for automatic fire-extinguishing systems, standpipes and their appurtenances shall be submitted to the fire department for review and approval prior to installation. Plans shall be drawn to an indicated scale, on sheets of uniform size, with a plan of each floor, and shall show those items listed in Chapter 6 of 1997 Uniform Building Code Volume 3 (UBC Standard 9-1) that pertain to the design of the system. Sprinkler plans shall bear a Washington State Certificate of Competency stamp. An automatic fire sprinkler system shall be installed in all occupancies requiring 2,000 gpm or more fire flow or where the total floor area included within the surrounding exterior walls on all floor levels, including basements, exceeds 10,000 square feet. Area separation walls shall not be considered to separate a building to enable deletion of the required automatic fire-extinguishing system. [Federal Way City Code Chapter 8, Article II, Division 4] The automatic fire-suppression system shall be connected to the fire alarm system (last zone) in all buildings having an automatic fire detection system. The system demand pressure (to the source) required in a hydraulically designed automatic fire sprinkler system shall be at least 10 per cent less than the correlative water supply curve pressure. Fire department connections shall comply with K.C.F.D. 39 Administrative Policy Guideline No. 1002 (copy attached). AUTOMATIC FIRE DETECTION SYSTEM An automatic fire detection system shall be installed in all buildings exceeding 3,000 square feet gross floor area. This fire detection system shall be monitored by a central and/or remote station conforming to the current requirements of the National Fire Protection Association standards and/or the fire chief or designee. [Federal Way City Code Chapter 8, Article II, Division 4] Plans and specifications for fire alarm systems shall be submitted to the fire department for review and approval prior to system installation. Plans and specifications shall include, but not be limited to, a floor plan; location of all alarm-initiating and alarm-signaling devices; alarm control and trouble-signaling equipment; annunciation; power connection; battery 3 calculations; conductor type and sizes; voltage drop calculations; and manufacturer, model numbers and listing information for all equipment,devices and materials. Fire alarm systems, automatic fire detectors, emergency voice alarm communication systems and notification devices shall be designed, installed and maintained in accordance with Uniform Fire Code Standards 10-2 and 10-3 and other nationally recognized standards. Systems and components shall be listed and approved for the purpose for which they are installed. Group A, Divisions 1, 2 and 2.1 Occupancies shall be provided with a manual fire alarm system. EXCEPTION: 1.Manual fire alarm boxes are not required when an approved automatic fire-extinguishing system is installed which will immediately activate the prerecorded announcement upon water flow. 2. Group A Occupancy portions of Group E Occupancies are allowed to have alarms as required for the Group E Occupancy. A remote fire alarm annunciator panel(s) shall be installed at the following location(s): Fire alarm control panel and remote annunciator panel keys shall be located: In a Supra lock-box to be located PORTABLE FIRE EXTINGUISHERS Portable fire extinguishers shall be installed in accordance with Uniform Fire Code Standard 10-1. FIRE DEPARTMENT ACCESS TO BUILDINGS Exterior doors and openings required by the Uniform Fire Code or the Uniform Building Code shall be maintained readily accessible for emergency access by the Fire Department. An approved access walkway leading from fire apparatus access roads to exterior openings required by the Uniform Fire Code and/or the Uniform Building Code shall be provided when required by the Chief. Approved numbers or addresses shall be placed on all new and existing buildings in such a position as to be plainly visible and legible from the street or road fronting the property. 4 Numbers shall contrast with their background. Numbers shall be a minimum of six (6") inches in height. When access to or within a structure or an area is unduly difficult because of secured openings or where immediate access is necessary for life-saving or firefighting purposes, the chief is authorized to require a key box to be installed in an accessible location. The key box shall be of a type approved by the chief and shall contain keys to gain necessary access. ADDITIONAL COMMENTS The fire apparatus access roads shown on the plans submitted do not comply with the above requirements and are not adequate. After reviewing the submitted materials, visiting the site, and discussing the project with City Staff, I have the following comments. Transportation Impact Analysis Based on the Institute of Transportation Engineers Trip Generation(ITE)6th Edition land use code 560 (church), the project would generate 33 new PM peak hour trips and 475 new Sunday peak hour trips. This exceeds the City's threshold of 10 PM peak hour trips at key intersections. Therefore, a Traffic Impact Analysis(TIA) is required. The TIA shall address the project's impact on the City street network and recommend appropriate mitigation measure to reduce the impacts generated by the development. A left- turn lane and right-turn lane warrant analysis for site access shall be included in the TIA. Frontage Improvements Federal Way City Code (FWCC) section 22-1473 requires developments to construct improvements to fronting streets. The code requires that the applicant construct half-street improvements along the property frontage on Pacific Highway South to meet the City's adopted standards. Pacific Highway South is classified as a principal arterial with four lanes plus High Occupancy Vehicle (HOV)lane. The roadway section is a Type A, which is a 90' street within 124' of right-of-way(ROW) with vertical curbs, 6' landscaping strips, 8' sidewalk and street lights. Assuming ROW centerline is the same as roadway centerline, this would require additional 12' of ROW dedication. Please note, additional ROW may have to be dedicated if turn-lanes are warranted as determine in the TIA. Per FWCC section 22-1477,the applicant may submit a written request to Cary Roe,Public Works Director for a modification,deferment or waiver from the above requirements. The request must address and meet at least one of the four criteria listed in the code section. A handout on these procedures is attached. Access The Washington State Department of Transportation(WSDOT)requires 250 feet separation between access points on SR 99 and allow only one access per parcel or abutting parcels under common ownership. To promote safe and efficient traffic operation, only one driveway for 330' of lot frontage shall be permitted along Pacific Highway. Since this is the case, one of the proposed driveways shall be closed. However, if the applicant can demonstrate that a second access is needed for safety reason, a modification request to allow additional access may be submitted to Cary Roe, P.E., Public Works Director. Per FWCC 22-1542, 2-lane driveways shall be 30 feet wide and 3-lane driveways shall be 40 feet wide. Driveway width may be increased if warranted and must be approved by the Public Works Director. Adequate throat length for the 951 percentile queue shall be provided at all driveways. The church has not yet refined the architectural design. However, I have included a copy of the significant tree survey from the Kwon driving range project. The area shown on the survey to be disturbed is essentially the same as the current proposal. Further, all areas on the current site plan that is not building or parking lot will be landscaped per the City of Federal Way code. We recognize the importance of the environmental issues surrounding development on this site.
