Dear Mr. Perry:
This letter summarizes the preapplication conference held on December 30, 1999, at which time
members of the city's Community Development Review Committee(CDRC)discussed the
general requirements that will apply to the above referenced project. Those requirements are
summarized below and are included as enclosures with this letter.
Project Description: Installation of approximately 350 feet of 8-inch gravity sewer line, 600
feet of force main, and a pump station in an utility easement located between 27th Avenue SW
and 26th Avenue SW south of SW 351 st Place.
Development of the site is subject to the RS7.2 and RM1800 zoning and the "Federal Way City
Code"(FWCC). Staff has reviewed the proposal under the FWCC and identified the following
key issues.
PLANNING DIVISION, Marion Hess (253-661-4120)
A. Required Land Use Review Processes and Fees
(1) Site Plan Review: The proposal is permitted under the FWCC subject to site plan
review. The project is also subject to environmental review under the State
Environmental Policy Act(SEPA). The project will require a Process III-Project
Approval review, because environmental review is required. The Director of
Community Development Services issues the Process III project decision, which can be
appealed to the Hearing Examiner.

Pursuant to the FWCC, the Process III application shall include a site plan, site survey,
and preliminary landscape plan prepared in accordance with the enclosed Development
Application Submittal Requirements.
(2) State Environmental Policy Act(SEPA): The SEPA threshold determination and appeal
period must be completed before issuance of the Process III project decision. In this
case,Lakehaven Utility District is the Lead Agency and can render an environmental
determination, or Lakehaven may defer the determination to the city's Director of
Community Development Services, which determination can be appealed to the
Hearing Examiner.
(3) Outside Permits: The applicant is responsible to identify and obtain all required state,
federal, or outside agency permits, as the project may require.
(4) Land Use Application Fees Are As Follows:
Process III Project Approval: $1,554.00
SEPA Checklist: $550.00
The above fees include basic review of the land use applications by the Planning
Division. Additional Public Works fees may be charged as necessary (see Public Works
comments, enclosed). Building permit fees are processed and charged separately from
land use applications.
(5) Permitted Uses: The proposed pump station and sewer lines have been determined
compatible with the existing principal and accessory uses of the site, as provided by the
FWCC. Utility lines, fencing, generator, and pump stations will be reviewed under
applicable code regulations and development standards.
(6) Landscaping: Pursuant to the FWCC,the application must include a preliminary
landscape plan for restoring disturbed areas and methods to maintain the landscaping.
(7) Land Surface Modifications: An approved grading plan prepared in accordance with the
city's adopted engineering standards will govern all clearing, grading, and filling
activities associated with the project.

The following is in response to your May 12, 2000,request to immediately install a short section
of eight-inch sewer pipeline under the developed portion of the 35100 block of 27th Avenue SW.
The proposed sewer pipeline is depicted on a drawing you provided(received May 16, 2000).
The sewer pipeline is generally proposed to be constructed within the developed road prism of
27th Avenue SW,based on two potential alignment options. The purpose of immediately
installing this portion of a larger sewer pipeline and pump station project is to avoid open cutting
the city's planned overlay of 27`h Avenue SW.
A larger sewer pipeline and pump station project was reviewed with you on December 30, 1999,
at a city preapplication conference. As we discussed, environmental review is not required for
installation of sewer piping eight inches or less in diameter. However,pump stations are not
listed as exempt actions and as indicated by the district will require environmental compliance.
At that preapplication conference, it was confirmed that the district would be completing
environmental compliance on the pump station portion of the proposed project. In addition, city
staff indicated that the overall project is considered a public utility and will require Process III
land use review before beginning construction.
Based on this background information,the following addresses your questions regarding
immediate installation of this proposed section of pipeline. First,the city would not consider the
installation of only eight-inch sewer piping within the constructed roadway to require
environmental compliance. Second,the city would not consider coordinating the installation of
this short section of sewer piping with the city's planned 27th Avenue SW overlay to be
considered a public utility requiring Process III review. This type of coordination is typical and a
prudent coordination of public agency resources to avoid duplication of efforts or disturbance of
newly overlayed roadway areas.

Therefore, no further environmental or land use review will be required by the city for the
proposed installation of sewer piping as depicted on the drawing received May 16, 2000. Please
be advised that you may be required to obtain a city right-of-way permit before beginning
construction. Questions regarding right-of-way permits can be directed to Kathy Messinger,
Streets Engineering Technician, at 253-661-4127. The preferred alignment alternative should be
discussed with y Messinger in conjunction with the right-of-way permit process.

Dear Mr. Fewins:
The City of Federal Way Public Works Department has awarded their annual pavement overlay
contract and are scheduled to start the project this week. When I spoke to John Mulkey, Project
Manager for the City last week, he indicated that the City's contractor is slated to start Schedules A,
B, and C of the overlay program the week of May 15. The 27th Avenue SW overlay is part of
Schedule H.
As you know, the Lakehaven Utility District is proposing to install a new pump station and related
appurtenances next year located near the southerly end of 27th Avenue SW near 351st Place SW.
The sewer system will consist of approximately 350 feet of 8-inch sewer line, 600 feet of 6-inch
force main, and a pump station. With the exception of about 150 feet of the sewer line and 40 feet
of the force main, the entire project will be located within easements that the District is in the
process of acquiring.
On December 30, 1999, a preapplication conference (City File No. PRE99-0087) was held at the
City of Federal Way to review the proposed project. An Environmental Checklist is now being
prepared for the project by the District and is scheduled to be circulated next month to all of the
required agencies for review and comments. The District is also in the process of preparing a Land
Use Application for submittal to the City next month.
The District would like to install that portion of the 8-inch gravity sewer line in 27th Avenue SW
that is scheduled to be overlaid. The length of the line is approximately 150 feet including
manholes. Enclosed for your information, is a half-scale plan that shows the location the 8-inch
pipeline. Two alternatives are being considered. Alternative 1 includes approximately 150 feet of
8-inch pipe and one manhole connecting to the existing sewer manhole at the intersection of 27th
Avenue SW and 351d Place SW. Alternative 2 consists of approximately 80 feet of 8-inch pipe and
two manholes located south of the 27th Avenue SW and 351d Place SW intersection.

2. The applicant will need to provide further information on the size and use of any new impervious
area that will be created with this project. Drainage review,treatment,and/or detention may be
required for this project depending on this information. Standards set forth in the 1998 King
County Surface Water Design Manual and the Federal Way Addendum to the KCSWDM will
apply. At a minimum,the applicant will need to provide a T.E.S.C. (erosion control)plan for the
entire length of the project.
