In 2021, there were 325 homicides, the highest number
recorded in the 40+ years these statistics have been kept.
The preliminary number of homicides reported in Washington
State in 2022 is 384 homicides, which is an 18% increase over
2021.
Since 2015, homicides in Washington State have increased by
96%.
Traffic deaths were at a 20-year high at 745 in 2022.
Violent Crime in Washington State increased by 55% between
2015 and 2021.
Nationwide violent crime (which includes murder, aggravated
assault, robbery, and rape) increased by 10% between 2015-
2021

Restoring Standard for Police Vehicular Pursuits
The number of car thefts and criminal suspects dangerously fleeing the police
has increased dramatically since the evidentiary standard for police vehicular
pursuits was increased far beyond the constitutional requirements of
"reasonable suspicion" by the State Legislature in 2021.
Restoring the Role of Police in Enforcing Drug
Possession Laws
In the wake of the Blake decision (invalidating the State's existing prohibition
on possession of illegal drugs for lack of an element of intent), the State
Legislature passed SB 5476 in 2021, a stop -gap measure that will expire in the
summer of 2023. Failure to adopt further legislation in 2023 would
decriminalize the possession of every type of drug in our state.

NIBRS Data Reporting Investigation
National Incident -Base Reporting System (NIBRS) is a reporting
system used by law enforcement agencies (CFAs) that
voluntarily report offense data to the FBI Uniform Crime
Reporting Program.
As an accredited agency, Federal Way participates in NIBRS
reporting (best practice), even as 40% of LEAS nationwide in
2021 fail to do so.
An investigation was initiated after the City received an
anonymous complaint (April 2022) from a Federal Way
resident alleging crime data manipulation.
Even though this was an anonymous external complaint, the
City directed a third -party attorney to investigate the matter in
the interest of transparency.

NIBRS Data Reporting Investigation
The purpose of this investigation was to determine
whether the FWPD intentionally underreported
aggravated assault and other crimes.
The investigator notes in the investigation that collecting
and entering data for NIBRS purposes is a technical and
complex process for LEAs.
Federal Way officers document about 18,000 case reports
and respond to approximately 70,000 calls -for -service per
year (about 200 daily). The complainant questioned
about 113 potentially misclassified cases out of several
thousand case reports.

NIBRS Data Reporting Investigation
The investigator conducted an extensive review:
• Analyzed a sample of incidents that were alleged to be
misclassified;
• Reviewed and analyzed data by State UCR Program
Manager as to whether the City of Federal Way is
significantly different from a comparison city (City of
Auburn);
• Reviewed NIBRS data reporting from two other local cities
(Kent and Renton).
In analyzing NIBRS data for Auburn, Kent, and Renton, Federal
Way has higher numbers for aggravated assaults than the
other agencies. Federal Way was second in the number of
robberies compared to these jurisdictions.

NIBRS Data Reporting Investigation
In 2021, Federal Way's aggravated assaults were 292,
Renton's were 200, Auburn's were 184, and Kent's were
244. For robberies, Federal Way was at 168, Renton was
at 99, Auburn was at 130, and Kent was at 194.
When comparing NIBRS crime statistics with these
agencies in South King County that are similar in
population and social -economic factors, crime data are
within the regional norm.
These comparative crime numbers with South King
County agencies are strong indicators that the FWPD
practices are consistent with other law enforcement
agencies.

The investigating attorney found no evidence that crime
numbers were intentionally manipulated or
underreported by FWPD.
This was based on the extensive review of the cases
sampled for the investigation, comparisons of Federal
Way crime statistics with comparable cities, and review
and analyzing data collected by State UCR Program.

The police officers and the professional staff at the FWPD
are people of integrity with an outstanding reputation. I
wholeheartedly trust in the work that our people do
every single day.
The citizens of the Federal Way are served by a
competent police force, dually accredited by the state
and national levels, and that meets the highest standard
in professional policing.
We will continue doing our best to do NIBRS right and
prioritize accordingly in keeping our community secure
and safe.
