At that time members of the Development Review Committee provided preliminary comments and requirements relative to your proposal. Those comments are summarized below and/or are enclosed with this letter. Staff contact information is also provided with each summary. PLANNING DIVISION (Lori Michaelson Schill, 661-4019) 1. Short subdivisions are reviewed under the provisions of the Subdivision Ordinance (Title 16) and Process I (FWZC Chapter 145). These documents were provided to you at the meeting. 2. Process I short plat applications require public notice of the proposal and an opportunity for public comment. However, no public hearing is required. The final decision on the short plat is made administratively by the Planning Official. 3. The site contains slopes having gradients that meet or exceed 40%, which meets the zoning code definition of geologically hazardous areas (FWZC 3.307, enclosed). Therefore, SEPA (State Environmental Policy Act) will be required. A copy of FWZC Chapter 80, Environmentally Sensitive Areas, was provided to you at the meeting. You should specifically review FWZC 80.65, which regulates development activities on or within 25 feet of a geologically hazardous area. 4. The Subdivision Ordinance requires that all residential subdivisions and short subdivisions provide open space in the amount of 15 percent of the gross land area of the division site; or if the site is five acres or less in size, alternative methods of providing the required open space may be sought via the Impact Mitigation Ordinance (Title 22), which allows the applicant to pay a fee in lieu of providing the on site open space. The fee is calculated on the square footage of open space which would otherwise have been required to be provided, times the current market value per square foot of similarly situated property. A proposal for meeting the open space requirements must be submitted for review and approval. (A copy of Title 22 was provided you at the meeting.) 5. As indicated in the meeting, please allow approximately ninety days for completion of the required short plat and environmental review. PUBLIC WORKS DEPARTMENT (Ron Garrow, 661-4137) 1. The short plat document must be generated on the City's standard short plat forms. Effective January 1, 1993, all commercial site plans, boundary line adjustments and subdivisions must be submitted using CAD and a disc containing the DXF file of the drawing. 2. Storm drainage runoff from the proposed houses, if developed, should be both connected to the storm drainage connection pipe stubbed to the lot. 3. A short plat filing fee in the amount of $38.00 for a single sheet and $5.00 for each additional sheet must be submitted at the time of recording in the form of a check made payable to King County Records and Elections. (These prices are current with King County and may be subject to change.) BUILDING DEPARTMENT (Dick Mumma, 661-4112) 1. A soils report and engineer's design of the foundation system will be required at the time of building permit application. FEDERAL WAY WATER AND SEWER (Rick Gilmore, 941-2288) 1. The sewer service provider for the site is Federal Way Water and Sewer. However, the water service provider is Highline Water District. 2. Side sewer stubs exist currently. Charles W. The site is located on 25th Drive South in the existing plat of Scarborough Division I. The existing frontage improvements consist of paved roadway with rolled curb and gutter and sidewalk. All utilities are in place and a fire hydrant is located at the north end of the site. The site is very steep and overlooks other lots of the subdivision. The north half of the site east of the potential building pad slopes downward to the east at approximately 70% slopes. The area behind the southerly proposed building site slopes at over 40% to the east. Taking into consideration a standard building area and the setback requirements, the proposed buildings would be encroaching into these steep slopes. A soils report would be required to address the slope stability and feasibility of constructing two buildings in this short plat. The current configuration of the lot was developed through King County using the slope density criteria. Smaller lots were not permitted for this area because of the steep slope conditions. No such slope criteria is used in the City's subdivision code. Slope considerations aside, there are no other Public Works concerns. Development of the lots would result in very minimal increase in impervious area over what could currently be constructed on the existing lot. Traffic is not an issue. No right-of-way improvements are required. The short plat, if acceptable, would need to be generated on the City's standard short plat forms. The short plat document should be prepared using computer aided drafting (CAD). The City will require effective January 1, 1993 that all commercial site plans and any subdivisions and boundary line adjustments shall be submitted using CAD and a disc containing the DXF file of the drawing. The drawing shall be prepared on the City's standard short plat format.
