It is an abstract number that expresses the structural strength of a pavement required for given combinations of soil support (MR), total traffic expressed in ESALs, terminal serviceability and environment. The following equation can be used to relate individual material types and thicknesses to the structural number: SN = a1Di + a2D2M2 + a3D3M3 Where: o a1, a2, a3 = structural -layer coefficients of the wearing surface, base, and subbase layers, respectively (see table page 4) D1, D2, D3 = thickness of the wearing surface, base, and subbase layers in inches, respectively, and M2, M3 = drainage coefficients for the base and subbase, respectively. The Structural Number is converted to actual layer thicknesses using a layer coefficient (a) that represents the relative strength of the construction materials in that layer. Additionally, all layers below the surface layer are assigned a drainage coefficient (M) that represents the relative loss of strength in a layer due to its drainage characteristics and the total time it is exposed to near - saturation moisture conditions. The drainage coefficient is often assumed to be 1 for both cases. As -built plan set for South 344th Way/Street, Sheet C-9 shows pavement section to be: ® 4" Class 'A' Asphalt (2 — 2" lifts) 9 4" Class 'E' Asphalt 0 6" Crushed Rock Q Compacted Subgrade For comparison purposes we calculated the AASHTO Structural Number (SN) of the as -built pavement section assuming layer coefficients of 0.44 for Class A asphalt, 0.34 for Class E asphalt, 0.14 for crushed surfacing base, and 0 for the subgrade. SN= (4" Class 'A' Asphalt x 0.44) + (4" Class'E' Asphalt x 0.34) + (6" Crushed Rock x 0.14) We calculated a structural number of 3.96. We understand that the subject section of South 3441h Way/Street is designated as a "Type M, Principal Collector" as depicted on the City of Federal Way, Public Works Drawing No. 3-2M. Review of the City of Federal Way Development Standards (updated March 2019) Chapter 3 — Transportation, Section 3.2 — Streets, Subsection 3.2.16 — Surfacing Requirements, presents the following design pavement section for "Principal Collector" Class Street: Surfacing: 6" of %" HMA (Hot Mix Asphalt), 58H, -22 Base: 6" of ATB (Asphalt Treated Base) and/or crushed surfacing (Thickness to be determined by design with minimum thickness of 8" if ATB is not used) Subbase: Bank Run (Thickness to be determined by design) For the Principal Collector section, we calculated a structural number of 4.20 using 6 inches of ATB and 3.76 assuming no ATB and the minimum 8 inches of crushed surfacing (assumes layer coefficient of 0.26 for ATB and no subbase thickness). SN= (6" of %" HMA x 0.44) + (8" crushed rock x 0.14) = 3.76 2 Correction for Pavement age From AASHTO: Serviceable life. The difference in present serviceability index (PSI) between construction and end -of -life is the serviceability life. The equation compares this to default values of 4.2 for the immediately -after -construction value and 1.5 for end -of -life (terminal serviceability). Typical values used now are: Terminal Serviceability Indexes (Pt) for Street Classifications Secondary Roads and Local Residential Streets 2.0 Minor Collectors, and Industrial Commercial Streets 2.25 Major Collectors and Arterials 2.5 Age effects the pavement performance. The long-term serviceable life of pavement is 20 to 30 years. The subject pavement is over 30 years old. The change in serviceability is the difference between the initial serviceability index and terminal serviceability index. For local streets and collectors, the change in serviceability for a 30-year design life is from 2 to 2.5 (AASHTO). Students of Wildwood and Lake Grove elementary schools will tentatively begin the first day of school on Monday, Sept. 9 — four days later than scheduled, Federal Way Public Schools recently announced. The start of the new school year was pushed back for these students due to a permitting challenge with the city over widening the driveway to accommodate more traffic at the schools' temporary site at the former DeVry Campus building. The district purchased the buildin--�vr $13 million in February with pl; )to house Wildwood, Lake Grove and eventually Star Lake elementary schouis while the new schools are under construction during the 2019-20 school year. The new campus will be home to approximately 400 students for Lake Grove Elementary and 550 for Wildwood Elementary once enrollment is completed, the district stated. Due to the unfinished driveway at the school's temporary campus, the start date for Lake Grove and Wildwood has been pushed back — and could be postponed further. "We are pushing forward with the steps that still need to be taken to receive a certificate of occupancy," said Whitney Chiang, director of multimedia communications for the district. "As of today, the delay is likely to be four days." The district has been "making every effort to open the building on time for the first day of school," the press release sent on Thursday, Aug. 22 states. Parents of Wildwood and fake Grove were notified of the delay in an email sent by each school's principal on Tuesday, Aug. 20. While the district's construction partners are "on schedule to convert the former Devey building into a safe, appropriate temporary campus," construction on the site's driveway must be completed before the district can receive occupancy paperwork from the city of Federal Way. On the outside of the building, the entrance driveway needs to be widened to accommodate the increased traffic of school buses and staff vehicles to the site. Construction of the driveway was delayed due to a permitting challenge with the city, though the district declined to specify the nature of the challenge. FWPS Superintendent Dr. Tammy Campbell said this delay is "a complex issue" and that the district is using this experience to learn how to work with the city better and further understand the practical application of regulation in a way that aligns with building schools. To ensure greater proficiency for future projects, Campbell said she has requested a meeting with Mayor Jim Ferrell to discuss how the city operates its permitting processes. fn order to open the building to thublic, the district needs to obtain certificate of occupancy, Chiang toiLd the Mirror. She confirmed the campus's driveway work is a city requirement. As part of the city's land -use permitting process, the district learned about the need to widen the driveway in March and submitted its plans to the city that same month, said Kassie Swenson, chief of communications for FWPS. The city responded to the district in May with their revisions to the guidelines that the district had submitted two months earlier. "The district responded and has been working hard since that time to accelerate what's required for the first day of school for Lake Grove and Wildwood Elementary schools," Swenson noted. Tyler Hemstreet, communications coordinator for Federal Way, also noted an issue with the permitting, but did not identify what that was. He stated in an email the city is "very proud of the collaboration on this project to this point. Everyone at the City has been working diligently with the school district to make sure the temporary campus opens as soon as work is complete — and all life -safety items must be complete before permitting students, teachers and parents into the building." Hemstreet said the city looks forward to a successful completion of the temporary campus project. There is also a bit more work left to do inside the building, including the retrofitting work that is close to completion, Chiang said. "There are a handful of finishes, as well as some ceiling tiles to be installed and light mechanical work to wrap up," she explained. "There is also some work being done on the exterior entrances." Additional work includes the parent parking area, installation of storage sheds and fencing, as well as completing the outdoor play area. The district's long-term goal for the building, at 3600 S. 344th Way, is to make it a permanent K-3 early learning facility. Federal Way Public Schools will provide another update to parents on Aug. 28 with the goal of providing a firmer start date. As for the extra days of summer, the district said they are still figuring out ways to meet the state requirement amount of student instructional hours. "As is standard practice, we will this requirement and make up time necessary," the district statea. "We are exploring the various options to make up any time." As for a backup plan, the district said Lake Grove and Wildwood elementary staff and scholars will move into the temporary campus as early in September as possible. Our standard is to require that all design work and plans be submitted and' approved prior to issuance of a Building Permit. This was broken out separately at the request of the School District to facilitate them working on the building while still completing the design for frontage improvements. By our standards for projects, based on the above timeline, Public Works would not have agreed to sign off on our portion of building permit issuance for this project until August 15, 2019. Land Use Approval Conditions: 1. In compliance with the CZAs, all uses shall be conducted only inside an entirely enclosed building (except for site access and parking). 2. The 67.42 foot wide easterly driveway on South 344th Way/Street designated for staff and school buses was designed to accommodate school bus turning in and out of the site. This driveway was approved by the Public Works Director in order for school buses to enter, maneuver, and leave the site without encroaching onto opposing traffic lanes, or mounting a curb. Due to the wider driveway width, pedestrian crossing will take longer. As such, the applicant shall design the sidewalk to minimize pedestrian crossing distance at the driveway. The sidewalk plan must be submitted, reviewed, and approved by the City prior to construction. The approved sidewalk plan must be constructed prior issuance of any Certificate of Occupancy, including a temporary occupancy permit. 3. The pavement evaluation for South 344th Way/Street prepared by the applicant's engineer indicated that the pavement section for South 344th Way/Street was designed with Structural Number of 3.96, and has degraded to 2.40 due to age and traffic load. With the anticipated traffic load generated by the school, the provided calculations determined the road is not structurally adequate, and it is likely that the existing pavement will fail. As such, prior to issuance of any Certificate of Occupancy, including a temporary occupancy permit, the applicant shall provide adequate pavement analysis, design, and construct any required improvements along South 344th Way/Street to accommodate and mitigate the proposed traffic loading. The pavement analysis and design must be reviewed and approved by the City. 4. Prior to issuance of any Certificate of Occupancy, including a temporary occupancy permit, the applicant shall install signage at the two driveways on South 344th Street informing and directing motorists of the family -vehicle load/unload entrance, and school buses and staff parking entrance. Additionally, the internal drive aisle connecting the two driveways shall be blocked off during drop-off and pick-up time to prevent family vehicles from using the school bus/staff driveway; thus, minimizing pedestrian/vehicle conflicts. 5. Per the TIA, the two schools will be staggered by 45 minutes, with Lake Grove Elementary starting at 8:35 A.M. and Wildwood Elementary starting at 9:20 A.M. The morning peak of the proposed school uses were adjusted and analyzed from 8:15 to 9:15 A.M. instead of the typical adjacent street AM peak hour period. Since this is the case, the proposed school uses on site shall not start before 8:35 A.M. and shall be staggered by 45 minutes between the two schools. 6. As identified in the TIA, Advisory School Zone Flashers on South 344th Street are needed to inform drivers of an advisory 20 mph school zone. The City of Federal Way will utilize King County to install the Advisory School Zone Flashers on South 344th Street. Prior to issuance of any Certificate of Occupancy, including a temporary occupancy permit, the applicant shall reimburse the City any associated costs for the installation of the Advisory School Zone Flashers. 7. Prior to opening the schools, the applicant shall develop and implement the TIA's recommended Transportation and Access Communication measure. For the first two weeks of school, the applicant shall implement access control personnel as recommended in the TIA to manage potential queuing onto South 344th Way. The impervious area of the building, pond, and parking lots was measured to be 8.74 acres. The remaining pervious area is 2.99 acres. A WWHM runoff calculation was performed to determine the water quality runoff flow rate. This analysis used 9.39 acres impervious and 2.35 acres (80% impervious) to be conservative. The impervious area was modelled as ROADS FLAT and the pervious area modelled as "C LAWN FLAT'. Per the attached WWHM calculations, the water quality design flow rate is calculation to be 0.8488 cfs. The 100 year bypass flow rate is 7.84 cfs. Using this information, BioClean, the modular wetland manufacturer, sized a modular wetland WQ vault. Per the attached letter from BioClean, a MWS-L- 8-16-V-UG-HC vault is specified to provide enhanced treatment as required by the City of Federal Way.
